Health Care zoning request passes 6-1
Village Green opening uncertain due to seasonal weather, permits

“I’m pleased,” said Trilogy Health Care’s Russ Oberhausen. “This is
what we needed and I’m happy that we have the approval to move ahead
with our plans.”
Greenville City Council voted 6-1 to overturn the Planning &
Zoning Commission’s recommendation to turn down Trilogy’s request for a
zoning change from GB (General Business) to SU (Special Use) for the
6.41 acre property intersected by Russ Road and Hwy 121.
Councilman Tracy Tryon was the only “no” vote. He indicated during
discussion that his reasons were Planning & Zoning’s
recommendation and that the decision would alter the City Growth Plan.
A super majority vote of 6-1 was required in order for Trilogy’s
request to pass since it would override the P&Z recommendation.
Greenville Mayor Mike Bowers, President of the Planning &
Zoning Commission, has indicated that if the issue passes the
Commission will work with Trilogy to implement its plans in as timely a
manner as possible.
Oberhausen gave two scenarios for completion date of the facility,
recently named Village Green.
“The first is the weather. If it cooperates we can ‘push dirt’ this
fall,” he said. “The weather this far north is always ‘iffy’.”
He noted that the other had to do with the timeliness of getting
through the various permitting processes. Planning & Zoning has
to approve a variety of plans, including site layout, parking setback
and more.
He added that some approvals will also have to come from the Fire
Marshall.
If all goes well, Oberhausen said doors could open in August 2013. If
not, the opening might not happen until January 2014.
Village Green will be an $8 million facility, to be built by Ramsey
Construction. Ramsey said it will use local contractors and labor where
possible. Upon completion, the health care facility will have 51
skilled nursing beds plus another 36 for assisted living and dementia
patients. It will provide more than 50 high paying jobs to start.
The property in question has been vacant a number of years. Dustin
Leis, Leis Realty and agent for Trilogy Health Care, said he’s been
trying to move it for the past 12.
For a variety of reasons, this property was perfect for Trilogy, but
not for the types of businesses that were part of the planned General
Business zoning, he said.
