CCP seen as a
positive for college-bound students
DARKE COUNTY – “Our goal is to give more students an affordable college
opportunity,” said State Senator and Ohio Senate President Keith Faber
about new legislation passed by the Legislature and signed into law by
Gov. John Kasich on June 16. HB 487 is designed to do exactly that. The
bill creates the College Credit Plus (CCP) program which goes into
effect the 2015-16 school year.
CCP is mandatory for all local public school districts and Ohio public
institutions of higher education. According to a summary by Ohio Higher
Education, it requires two things: A student must actually be enrolled
in both college and high school; and upon successful completion of the
course the student will earn transcripted credit for both college and
high school.
The law replaces the current Post Secondary Education Option (PSEOP)
and Dual Enrollment programs. PSEOP courses are taught on the college
campus; Dual Enrollment courses are typically taught on the high school
campus. Both are designed to give high school students a jump on their
college expenses by completing basic college coursework at no cost
while they are still in high school.
CCP establishes a ceiling of $160 per credit hour for courses on the
college campus and a floor of $40 per credit hour for courses taught by
college-accredited school district staff. It offers a third option at
$80 per credit hour if a college instructor teaches the class on the
high school campus. The law allows the school district and college to
negotiate within that range. Non-public school districts and colleges
may also participate if they wish.
While reaction is generally positive among Darke County school
districts, there are questions and concerns from many. The primary one
is if students not on a college track can participate in a designated
CCP class. For some smaller districts, like Ansonia and Mississinawa
Valley, that option – currently not allowed – is crucial to being able
to offer a CCP course...
