Council tables
vote on Trilogy zoning request

Greenville City Council approved a motion Tuesday to table the vote on
legislation prepared for Trilogy Health Care’s zoning change request
for 6.41 acres on Russ Road. The vote was five to one with Councilman
Tracy Tryon voting no.
City Councilman Todd Oliver made the motion due to the absence from the
meeting of Councilman John Baumgardner.
“I believe this should be voted on by the full Council,” Oliver said in
making the motion.
Before the vote, Council President John Burkett explained to a large
gathering of visitors, many of them supporters of the zoning change
request, that the Council had three options: Table the vote on the
prepared legislation, have readings in three consecutive meetings or
“suspend the rules” by declaring an emergency and calling for the vote.
Burkett also told the audience that in order for the legislation to
pass it must be by 75 percent of the Council since it would have to
override the recommendation of the Planning & Zoning Commission,
which was to deny the request.
“Seventy five percent of seven is 5.25,” he said. “That means it must
approved by six of the seven Council members in order to pass.”
During the Public Comments portion of the meeting, Russ Thompson,
Greenville Fire Department and president of the local firefighters
union, requested Council to vote ‘yes’ on the rezoning request. His
request was repeated by local citizen Dale Crandall.
Rodd Hale, who will be resigning as Safety Service Director for
Greenville, noted earlier to Council that this would be his last
meeting as he would be assuming his duties as Versailles Village
Administrator. He thanked Mayor Mike Bowers and Council for the
opportunity to serve Greenville. The Mayor and others noted he had done
a good job and wished him well.
Following the vote to table, Trilogy Health Care’s Business Development
Analyst, Russ Oberhausen, said he wanted to work with the City to
develop the project. He noted that a representative from Trilogy,
Village Green (Trilogy’s new name for the former Gade Health Care) and
Ramsey Development has been at every meeting.
“We really want this to work,” he said.
Trilogy is requesting that the 6.41 acre tract on Russ Road, between
KitchenAid Way and Hwy. 121, be changed from GB (General Business) to
SU (Special Use) to build a new health care facility. The Planning
& Zoning Commission recommended to Council on July 3 that the
request be turned down. A public hearing was held July 17 after which
Burkett had to break a tie to prepare legislation for the reading
Tuesday.
The reading and possible vote has now been tabled until Aug. 21.
