HIT arrest:
Melissa Harper
Mercer County Sheriff Jeff Grey, Celina Police Chief Tom Wale, and
Coldwater Police Chief Jason Miller reports the Heroin Interdiction
Team (HIT) made an arrest of 32 year old Melissa Harper of 3601 State
Route 703 Lot 55, Celina Ohio.
On July 28, 2015 at approximately 5:26 PM an Officer working HIT
observed a traffic violation on Logan Street in Celina. The
vehicle was stopped in the West Elementary parking lot. The
Officer observed signs of the driver (Harper) being impaired.
Officers also located suspected heroin and a syringe in Harper’s
possession. Harper’s 4 year old son was also found to be a
passenger in the vehicle.
Harper was arrested and transported to the Adult Detention Facility
where a presumptive urine test indicated a positive result for
morphine. Harper was charged with the following:
OVI (Operating a motor vehicle under the influence of alcohol/drugs)
Several driving under suspensions
Failed to have her child in a child restraint seat
Possession of drug abuse instruments
Child endangerment
Officers also issued the owner of the vehicle Barbara Hooten for
wrongful entrustment for allowing an unlicensed driver to drive her
vehicle and has been warned for the same violation in the past.
The case will be forwarded to the Mercer County Prosecutor for
consideration of additional charges.
HIT is a collaborate effort between the Mercer County Sheriff’s Office
, Celina Police Department, and Coldwater Police Department, aimed to
combat the drug problems in Mercer County. Since HIT’s inception
in April of 2014 officers have made 303 traffic stops, conducted 93
searches, and made 50 arrest which would include 22 criminal
misdemeanor citations. Officers have also issued 86 traffic
citations.
