

Suspicious Person
On August 16, 2025, at approximately 4:55pm, I observed Michael Falknor laying on the sidewalk near the corner of E Fifth Street and South Broadway. I also observed numerous items of trash on a city park bench approximately 10 feet in front of Mr. Falknor. The trash consisted of a pop bottle with numerous cigarette butts inside, a styrofoam box with trash inside, an empty carton of cigarettes, and a clear bag with cigarettes inside. Mr. Falknor confirmed the items belong to him. Please see attached photos. I had prior knowledge that Mr. Falknor is currently homeless and he often spends his time in the area and on the bench. I have spoken with Mr. Falknor numerous times about leaving his trash in the area and he has been warned to not do so. I have also spoken with Mr. Falknor on numerous occasions about assisting him in finding permanent housing and to my knowledge he has not followed up with the resources he has been provided. There was a documented warning by P.O. Borowske on July 16, 2025 for a similar littering violation by Mr. Falknor.Mr. Falknor cleaned up his trash then he was issued a misdemeanor citation for littering then released. The city of Greenville is currently working with multiple external agencies to assist Mr. Falknor and others with finding permanent housing.
Suspicious Person
On August 16, 2025, at approximately 2327 hours, I responded to the 200 block of East Water Street to Fort Greenville in reference to multiple subjects camping in the park after hours. Upon my arrival, I located Lanny Spahr, Cody Thomas and Natalie Bergman. These subjects were advised earlier today by Chief Benge and the Greenville City Mayor, Jeff Whittaker that they cannot be camping in the Greenville City Parks. These subjects, along with multiple others, have been recently homeless and had been camping at the gazebo of the Annie Oakley Park. These subjects have been leaving trash, specifically, empty beer cans around this area. This enforcement comes after multiple complaints were made to the City of Greenville from local businesses and civilians. During the conversation involving these subjects, Chief Benge and the Greenville City Mayor, Jeff Whittaker, Sgt. Marion and I were also present. These subjects were advised they needed to find somewhere else to stay including the large amount of items each of them had with them. These subjects were also explicitly advised that they cannot possess open containers of any kind in public areas, with the exception of DORA in designated areas. These subjects were also explicitly advised that if they were later found to be in any violation of park hours and/or open container laws, they would be arrested on those charges. Upon speaking with Lanny, Cody and Natalie, it became apparent that Lanny was intoxicated from alcohol. Lanny, upon being woken up, was slurring his words, was unable to walk straight and the odor of alcoholic beverages was coming from his breath. Upon looking around their camping area, multiple 24 oz beer cans were located empty and scattered around the area. P.O. Daugherty and P.O. Conway located multiple of the same ‘Cobra’ and ‘Milwaukee’s Best’ cans thrown down the embankment right behind their camping area. These are the same cans that were scattered around the area. The cans that could be accessed were found to be cold to the touch and were recently used. Other trash and associated items were also found scattered in the area. Upon Sgt. Marion’s arrival on scene, I placed Lanny under arrest and into handcuffs that were gap-checked and double locked. Lanny was read his Miranda warning upon arrest, which he stated he understood. Lanny was searched incident to arrest with nothing located. Upon placing Lanny in the backseat of Cruiser 1941, P.O. Conway and P.O. Daugherty were advised by Cody and Natalie that most of the empty beer cans that were located belonged to Lanny. Natalie and Cody were again warned for park hours and advised to clean up their area before being sent on their way. I then transported Lanny to the Darke County Jail where he was released to jail staff. Photos were taken of the beer cans and trash scattered in the area. These photos also included the items belonging to these subjects, as well as, the trash directly located by where Lanny was sleeping with his property. Lanny was issued misdemeanor citations for littering, a misdemeanor of the third degree and open container, a minor misdemeanor. Lanny was then advised of his court date and time. The backseat of cruiser 1941 was checked prior to and after transport with no contraband located.
DUI
On August 17, 2025, at approximately 0129 hours I received a report of a subject in a gray Chevy Silverado in the drive thru lane at Taco Bell, 1120 Russ Rd. I was advised the driver got out of his vehicle and was belligerent with other people in line before getting back in his vehicle. Upon my arrival I located the vehicle in the drive thru still, near the service window. The vehicle was the only gray Chevy Silverado in the drive thru at the time. Dispatch informed me the complainant didn’t need to speak with me and I waited for the vehicle to leave the drive thru. At Approximately 0145 hours the vehicle exited the drive thru and turned west onto Russ Rd., running over the curb as it was exiting the parking lot of Taco Bell. I got behind the listed vehicle bearing Ohio registration KCU5213, as it was approaching a green light at Russ and Wagner Ave. The vehicle entered the intersection and on the other side went left of center into the left turn lane in the opposite lane of travel. I activated my emergency overhead lights, stopping the vehicle for the left of center violation at Russ Rd and Highland Dr. Upon approach I located the defendant, now known to me as Eric Monticue in the drivers seat, with him also being found to be the owner of the truck. Eric informed me he was leaving Taco Bell, enroute to the Greenville Inn. I informed him he was traveling the opposite direction of travel for him to be going there. Eric then changed his story to he was going to his ex-wife’s house instead. I noticed Eric had bloodshot glassy eyes, appeared to be fumbling with his phone in an attempt to pull up his insurance card, with Officer Ward being able to smell a strong odor of an alcoholic beverage on his person. Eric became angry and verbally aggressive after a minute into our conversation with him stating he was just being harassed by teenagers in the Taco Bell drive thru. I informed him of the call we received about it and he said they were harassing him by asking him to pull forward. I later spoke with Taco Bell employees who stated Eric was the one causing issues with other people, after he was found passed out in a vehicle. Eric denied drinking anything despite having an odor of an alcoholic beverage on his person. Eric was asked to turn off the listed vehicle and step out, which he complied with. Once out of the vehicle I directed him to the sidewalk which he at first refused and attempted to get back into his truck. I did not allow this and informed him I gave him a lawful order, to provide safety for myself and him. Eric at this point complied walking over to the sidewalk. Once on the sidewalk I asked him to perform some field sobriety tests, which he refused. Eric was handcuffed and placed in the back of my cruiser. The handcuffs were double locked and finger gap checked. While talking with Eric I could tell he had a strong odor of an alcoholic beverage around his person. Given Eric’s driving habits, his strong odor of alcoholic beverage around his person, glassy bloodshot eyes, getting into a confrontation with subjects at Taco Bell, his demeanor with officers, and his fine motor functions when handling his phone I placed Eric under arrest on suspicion of OVI. Eric’s vehicle was towed by Hurd’ stowing with Officer Russell taking photos of the vehicle and completing the vehicle report. Eric was taken to the Greenville Police Department where he was read his Miranda Warning as well as being read and shown the BMV 2255 form. Eric has 3 prior convictions of OVI with them being 7-8-1993, 3-12-2009, and 1-12-22. Eric refused to submit to a breath sample on the Intoxilyzer 8000 machine. Eric was placed under an immediate Administrative License Suspension and his driver’s license was seized. While at the police department Eric appeared forgetful and claimed he did not say things that he had said, such as people getting angry at him in the Taco Bell drive thru telling him to pull forward. Eric was issued a citation for driving on the left side of the road while traversing an intersection, and OVI. Eric was released to his ex-wife, Erin Monticue. Eric was advised of his court date and time. Eric was provided his copy of the BMV 2255 form as well.
Suspicious Person
On August 13th, 2025, at approximately 0127 hours, I was in the area of Annie Oakley Park, in the city of Greenville and noticed several subjects sitting in the gazebo past park hours. Upon approaching the subjects in the gazebo, I could see they had numerous piles of belongings stacked up behind the gazebo. When making contact with the subjects, now known to me as Lanny Spahr, Daniel Subler, Natalie Bergman, and Cody Thomas, they admitted to owning all the items sitting behind the gazebo. They were informed to pick up all items and to move them somewhere else or they would be cited for littering. While waiting for the subjects to move their belongings I observed several open containers and detected a strong odor of an alcoholic beverage. After questioning the subjects about the open containers, it was found that Lanny Spahr and Daniel Subler had numerous open containers at the gazebo and admitted to drinking while sitting in the gazebo. The subjects were advised of park hours, and Spahr and Subler were issued citations for open container. They were advised of their court date and time and given their copies of the citations.
Wanted Person
On August 18th, 2025 at approximately 2256 hours I observed a gray Nissan bearing Ohio registration KCR1408 traveling East on Martin St near State Route 571 E. I was able to observe that the vehicle had a headlight out. I conducted a traffic stop on the vehicle and made contact with the driver, Franz Hardin Jr. I ran him through LEADS/ NCIC and it was discovered that he had an active warrant through GPD for failure to appear for an arraignment on an original charge of Agg. Menacing, bond $1,025.00. I had Franz exit the vehicle and I placed him under arrest and into handcuffs that were gap checked and double locked. Franz was placed into the back seat of my cruiser and transported to the Darke County Jail where he was released to jail staff. The back seat of my cruiser was checked before and after transport. The vehicle was towed by Aces Towing.
