

Wanted Person
On September 1st, 2025 I responded to 899 N Ohio St in reference to a wanted subject. Upon arrival Tracy Watts met us at the door and opened it. I located Austin Swartz laying on the couch appearing to be asleep. I had prior knowledge that Swartz had several felony arrest warrants. Swartz was woke up and placed into handcuffs that were gap checked for tightness and double locked. Swartz was ran through LEADS/NCIC and it showed that he had an active arrest warrant out of Mercer County for weapons under disability. It also showed Swartz to have several other felony warrants. Swartz was transported to the Mercer County line and exchanged with Sgt. Heinl of Mercer County Sheriffs Office. Swartz was searched incident to arrest with no contraband found. The back of my cruiser was checked before and after transport with nothing located.
Pursuit
On September 1st, 2025, at approximately 1945 hours, I attempted to conduct a traffic stop on Manchester Drive near Berkshire Drive in Greenville, OH. Prior to the traffic stop, I observed a silver Hyundai SUV traveling south on ST RT 118 coming into the City of Greenville. I observed the vehicle make an aggressive right turn onto Hammond Dr. I also know that there are only a few homes on that road. As I made my way onto Hammond Dr, I observed the vehicle making a U-turn at the south dead end of Hammond Dr and appeared to be trying to get away from me. The vehicle did not appear to have normal driving behavior. I observed the vehicle turn south onto ST RT 118, then, at a high rate of speed, turn onto Berkshire Dr, then quickly turning onto Manchester Dr. The vehicle failed to signal each time and still appeared to be trying to get away from me. As I got closer to the vehicle, it made a hard right turn onto Canterbury DR and went south until the vehicle made it to the cul-de-sac. I then observed the vehicle driving onto the property of 109 and 114 Canterbury and traveling behind the homes. The vehicle then traveled through the backyard of 114 Canterbury and continued driving through the backyards of properties until it reached Windermere DR, the street to the West of Canterbury. The vehicle then split between 131 and 121 Windermere Dr and got back onto the roadway, making its way back onto Manchester Dr. Once back on the roadway, I was able to observe the vehicle appeared to be driving faster then the allotted speed limit. I attempted to conduct a traffic stop on the vehicle around the 900 blk of Manchester Dr. I was able to observe that the vehicle was still driving recklessly and wasn’t going to stop for my activated lights and sirens. With both activated, I called out a pursuit with the vehicle, and it still failed to stop with my lights and sirens activated. Once at Berkshire Dr, it made its way onto ST RT 118. The pursuit continued north onto ST RT 118, reaching speeds of approximately 100 mph. Once we reached ST RT 118 and Horatio-Harris Creek Rd, the vehicle attempted to brake check me. We then continued north on ST RT 118 until we reached Hunter Rd. We then turned left, traveling west onto Hunter Rd with speeds reaching approximately 90+ mph. The pursuit went north on ST RT 49 N where it continued until reaching Beamsville-Union City Rd. At this point, Deputy Slade from the Darke County Sheriff’s Office took the lead in the pursuit, and I was the second unit. The vehicle failed to signal or maintain a single lane of traffic the entire time with speeds reaching over 100 mph. The pursuit continued until reaching Darke-Mercer County Line Rd, then all units terminated the pursuit, and information was transferred to Mercer County Sheriff’s Office. The approximate distance of the pursuit was 26 miles in length with speeds reaching over 100+ mph. No injuries or any property damage were obtained during the pursuit. Prior to the stop, officers were made aware of a silver Hyundai SUV bearing a possible plate of GVX5913 that was involved in a pursuit with Mercer County earlier in the afternoon. All agencies were able to confirm that this vehicle is the same vehicle involved in both pursuits. Deputy Slade was also able to visually identify the driver and possible suspect to be Bobby Mowery out of Celina, OH. Report will be sent to the prosecutor’s office for follow-up and possible charges.
Misc. Complaint/Theft
On September 3rd, 2025, at approximately 1714 hours, P.0. Russell, Sgt. Marion and I were dispatched to 5438 State Route 49 apartment #14 in reference to a theft complaint. Prior to our arrival, the complainant Doug Allsup called GPD dispatch twice and DCSO dispatch once. During each call he yelled at dispatchers advising of a theft complaint. Upon officers’ arrival, Doug yelled through the door demanding a warrant. Doug then stepped outside of the residence to speak with us. Doug was highly intoxicated yelling and cursing at officers. Doug then continued that he did repair work for his sister and that she was supposed to pay him but did not. We informed Doug that this was civil issue and that he would have to take her to small claims court. Doug became more aggravated demanding we arrest him and begging officers to shoot him. We told Doug we were not going to arrest him or shoot him. During this time Doug began yelling louder and louder. Doug then began breathing heavy and grabbed his chest appearing to be having a cardiac event. Doug then attempted to sit down on a lawn chair. When attempting to sit down Doug fell against a box of grilling utensils. This caused one of the utensils to stab/impale Doug in the lower left side of his back. The utensil was later discovered to be a large grill knife. The knife penetrated approximately 6 inches into his lower back showing through the skin on the left side of his body. Doug then collapsed on the ground yelling that he had just stabbed himself. Sgt. Marion then requested Greenville Township Rescue and Greenville Fire Department to respond. It was at this time I grabbed the AED from my cruiser as a precautionary meassure in case Doug was to go unconscious. While I was grabbing the AED Doug continued to yell at Sgt. Marion wanting Sgt. Marion to shoot him. Doug then yelled at officers to pull the knife out of him. Sgt. Marion and I told Doug that the knife needed to remain in him and wait until rescue arrived so he didn’t bleed out. Sgt. Marion and I observed the knife inside of Doug. While observing the knife inside of Doug, he then passed out going unconscious. I then grabbed the first aid kit from my cruiser and began performing first aid. Sgt. Marion began placing gauze around the wound to stop the blood. While Sgt. Marion was applying gauze P.0. Russell then removed Doug’s T-shirt so an AED could be placed on Doug. During this time, I observed Doug’s stomach rising and lowering continuing to breath. The AED was placed on Doug and advised not to shock. Around this time Greenville Township Rescue and Greenville FD arrived on scene. Doug was treated by rescue and transported to Darke County Sheriff’s Office where he was released to Miami Valley Care Flight and transported to Miami Valley Hospital. An AED use report was completed and will be attached to this report.
