

Traffic Stop
On August 9th, 2025, at approximately 2220 hours I observed a 2004 white Ford Van traveling south on South Broadway in front of me. I observed the driver turn east onto Martin Street, failing to signal the left turn. I conducted a traffic stop on the vehicle at Martin and Green Street, and made contact with the driver and registered owner, Cynthia Perkins. While speaking with Cynthia, I asked her if she had a valid license and she advised she did not. I asked her where she was coming from, and she advised she had been out in the county looking for a place to stay, but that she got an uneasy feeling from people in the area and left. Earlier in the night I recalled the Sheriff’s Office being called out to McMecham Road, in reference to a female in a white van trying to camp in a driveway. I learned that Cynthia had found a place to stay, as a homeowner on McMecham agreed to let her park in their driveway for the night. I asked Cynthia if the deputies were aware she did not have a valid license. She stated they were and that they did warn her not to drive the vehicle. I asked Cynthia again why she was driving if she had no valid license and had already been warned. Cynthia stated she had “an uneasy” feeling. I asked Cynthia to pull up her insurance information and she began crying. She stated she was going to have an anxiety attack if I made her pull it up. I asked Cynthia if she had insurance and she stated she did. She stated again she could not pull it up and felt anxious. I asked Cynthia if she needed a medic to come check her out and she stated she did not. I asked Cynthia for consent to search her van and she stated no. I requested a k9 with the Darke County Sheriff’s Office to come out for a free air sniff around the van. While waiting for him to respond to the scene, I began filling out a citation for Cynthia for driving without a license. I asked Cynthia if she had a valid driver that could come pick her and her vehicle up and she stated she did not. I asked Cynthia if she had any out of state license and she stated she did not. I ran her information through dispatch and requested that they check surrounding states as well. I was advised by dispatch Cynthia only had a cancelled license out of the state of Ohio and a current valid temporary permit. Sgt. Magel responded to the scene with K9 Bear and conducted a free air sniff around the vehicle. K9 Bear alerted to odor of narcotics on the passenger side of the van. We advised Cynthia at that time we would be conducting a probable cause search on her vehicle. Inside the vehicle we located a spoon with a white powdery substance in a metal tin filled with SD cards, that was located in the back part of the van, in the area she was living out of. Cynthia had a lot of baking supplies, and we asked her what was on the spoon. Cynthia stated she didn’t know and had never seen the spoon before. Hotrods towing was called to the scene to tow Cynthia’s van due to her not having a valid driver to pick her and the vehicle up, as well as her already driving off after being warned not to by the Sheriff’s Office. Cynthia was given a voucher for the Towne House Motel for the night due to her being homeless and living out of her van. She was issued a citation for 4510.12 A1, Driving without a license, an unclassified misdemeanor. I explained her court date and time to her and cautioned her to show up due to a warrant being issued if she failed to appear. Cynthia was transported back to the Police Department to pick up the voucher, and at that time field test kits were used to test the substance on her spoon. No residue of narcotics was located on the spoon and the spoon was returned to her prior to her being transported to the Towne House for the night. Photos were not taken of the van or of the inside of the van, however an inventory log was completed, and the entire probable cause search as well as all of the contents of the van were recorded on the officer’s body worn cameras.
Shots fired
On September 4th, 2025, at approximately 2310 hours I was dispatched to the area of Ash Street and 3rd Street in reference to gun shots. Upon my arrival I made contact with Claire Sherman who stated that she heard several loud noises appearing to be gun shots. She was unsure exactly how many but stated that she thought it was two or three gun shots and possibly squealing tires right after. Upon patrolling the area further, we were flagged down by multiple neighbors with almost identical information. We continued to patrol the area and P. 0. Wentworth at approximately 2330 hours found 4 9mm shell casings on the road in the intersection of Locust Street and East 3rd Street. It appeared that the bullets were fired into the road and curb due to there being multiple indentations on the blacktop and concrete where we discovered a possible bullet fragment. We also discovered a skid mark starting approximately 25 feet away from the shell casings. All evidence was photographed, please see photo log for further. The four shell casings and the bullet fragment were collected as evidence and placed into GPD property.
Theft (not in progress)
On September 5, 2025 at approximately 1203 hours, I responded to 420 West Third Street in reference to a theft not in progress. Upon my arrival, I made contact with the victim, Franklin Ball. Franklin advised he and his wife, Nicole Lutz, are in the process of moving and came back to the residence to gather some items and remove their parked vehicles from the roadway. Nicole advised she noticed items missing from the bed of their blue pickup truck, Ohio license plate HOB2625. Nicole stated she received messages from a neighbor with a doorbell camera showing a male driving a lawnmower opening the tailgate of the vehicle and removing the items from the bed of the truck. Upon viewing the video, I was able to identify the subject in the video as Bradley Davis. The items missing from the back of the truck include: a car battery $200.00, miscellaneous trampoline parts $230.00, a fire ring $100. 00, and a picnic table $60. 00, totaling to approximately $590. 00 in stolen items. Franklin advised he did not wish to pursue charges at this time, but if his items were unable to be returned he would pursue charges. P.0 Wolfe made contact with Bradley in front of Hot Head Burritos, 1324 Wagner Avenue, at approximately 1450 hours. P. 0 Wolfe advised that Bradley stated the items he gathered from the truck have already been taken to a scrapyard in Gettysburg, Ohio. I contacted Nicole and advised her and Franklin of their items being scrapped, which they stated they wished to pursue charges at this time. I spoke to Bradley at the Greenville Police Department at approximately 1630 hours. Bradley advised a neighbor, who does not own the items or the truck, told him to take the items from the truck. Bradley was advised the neighbor does not own the items or truck and can not give permission to take another person’s property. Bradley was issued a citation for theft and advised of his mandatory court date and time. The doorbell video will be attached to this report. Franklin completed a statement and victim rights form and returned them to me.
Wanted Person
On September 5th, 2025, at approximately 1828 hours I was dispatched to 609 Walnut St. # 16 in reference to a wanted person. Upon my arrival at the listed address, I made contact with Makayla Cain who advised that Jamie Saylor, who was known to have a warrant out of Darke County Sheriff’s Office, was in the apartment showering with her boyfriend Leroy Crawford. Dispatch confirmed through LEADS/NCIC that Jaime had an active warrant for Failure to Appear with a bond of $525. I placed Jaime in handcuffs which were gap checked and double locked. Jaime was searched incident to arrest, and no contraband was found. Jaime was transported to Darke County Jail where she was incarcerated. I checked my cruiser before and after transport and no contraband was found.
Parking Problem
On September 6th, 2025, at approximately 1340 hours I was working an event on South Broadway and had two parking complaints about two vehicles parked in a no parking zone. Both vehicles were parked in a no parking zone past 1300 hours while there were signs posted two days prior leading up to the event stating no parking past 1300 hours on September 9th 2025. Dispatch attempted to call each registered owner but there was no answer for either owner. Saunders responded and towed both vehicles to their impound lot reference being parked in a no parking zone when signs are posted. I issued a parking ticket for each vehicle for no parking zone when signs are posted and placed the tickets inside each vehicle. Pictures were taken of the vehicles and were attached to this report.
