
DUI
On October 08, 2025, at approximately 2324 hours I conducted a traffic stop for a vehicle stopping past the stop bar near a stop sign at the intersection of Sycamore Street and West Fourth Street in the City of Greenville. I approached the vehicle, a gray Toyota Camry Bearing Maryland registration 2GA7318. I contacted the driver, identified as Raeleane Jett. While speaking to Raeleane I could smell a strong odor of an alcoholic beverage coming from the car. I asked Realeane where she was coming from and she stated she was coming from home and heading home. I then asked her again where she was coming from and she stated that way. I waited for Sgt. Marion to arrive at the scene where I then asked her to step put the vehicle to make sure, she was okay to drive. During this conversation I told her I could smell the odor of an alcoholic beverage coming from the car and asked her if she had anything to drink. Raeleane stated she had one “beer” and the last time she drank was at 11:00 PM. I then had Raeleane perform SFST’s where she did so. First, I had Raeleane stand in a fixed position to do HGN (Horizontal Gaze Nystagmus) test while doing this test, I observed 2 clues for lack of smooth pursuit, I observed 2 clues for nystagmus for distinct nystagmus at maximum deviation, and 2 clues for nystagmus prior to 45 degrees totaling 6 clues. Next, I had Raeleane perform the Walk and Turn where I had Raeleane stand in the starting position while I explained the instructions. Raeleane started before being instructed, she couldn’t stay in the starting position. Raeleane did not take the proper amount of steps or touch her foot heel to toe. Raeleane did not turn properly and raised her arms more than 6″ to help with balance. Finally, was the one leg stand where I had Raeleane stand in the starting position and while I explained the instructions and she stated she understood. Raeleane raised her arms for balance put her foot down more than 3 times. Raeleane also stated to me “You’re right” when asked what she meant by that, she stated “you’re right I can not do this”. At this point I believed Raeleane to be impaired to operate a motor vehicle and was placed under arrest for the suspicion of OVI. Raeleane was read her Miranda Warning where she refused to answer if she understood. Raeleane was taken to the Greenville Police Department and was read the BMV2255 form in the presence of Officer N. Colby where she stated she understood. Raeleane was given the chance to provide a breath sample on the Intoxilyzer 8000 where she voluntarily gave a breath sample. The breath sample from Raeleane resulted in the Raeleane having a BAC of .259 (Breath Alcohol Concentration of 25 hundredths of one gram of alcohol by weight per 210 Liters of her breath). Raeleane was cited for stop sign (4511.43(A)) an MM offense, 4511.19(A)(1)(a) an M1 offense and 4511.19(A)(1)(h) an M1 offense. Raeleane was released to Lyndsey Moland. Raeleane has no prior OVi convictions.
Trash/Dumping
On October 10th, 2025, at approximately 1153 hours I was dispatched to the 600 BLK of S. Broadway St. in reference to a littering complaint. Upon my arrival I approached the bench in front of American Title Resources Inc. and recognized the litter sitting under the bench. The litter consisted of two cups and a pillow. At the time there was no one with the litter so I canvased the area asking people if they saw who was sitting on that bench with the litter. No one was able to identify a subject. Then Michael Falknor ( Mikey) started to walk towards the bench. I questioned him if the litter was his and he said it was. He had left it there in the middle of the night because he was cold and was coming back to claim the litter. I told him that he would be receiving a citation for littering and then he threw the two cups away and picked up his pillow. I did not photograph the litter before Mikey picked it up to throw away. I attached a photo of my body cam footage. See the photo log for further. Mikey was issued his citation for littering and advised of his mandatory court date.
Assault
On October 10th, 2025, at approximately 1551 hours I was dispatched to 310 Vine St. in reference to an assault. Upon my arrival I made contact with David Lumpkin. He advised that he owed Adam Falknor $20 that he borrowed from him last month. Adam was looking for David to pay him the money he owed. David told Adam that he would pay for it back when he got around to it. Then Adam punched David in the face. David then separated himself from Adam and called police. I then spoke with Adam. Adam advised that he went to David’s house to ask for the $20 back and David told him that he would pay for it when he got around to it. As Adam was walking away, David called him a bitch and said bring it on. Adam then punched David in the face once, and David called the police. Due to Adam admitting that he punched David in the face, having a history of violent tendencies, and that he lives approximately a block away from David’s house, I decided to place Adam under arrest. I gap checked and double locked the handcuffs and placed Adam in the back of my cruiser. I transported Adam to the Darke County Jail where he is incarcerated. I checked my cruiser before and after transport. David had no visible signs of injuries and Adam had no marks on his hands from the altercation, so no photos were taken at this time. David filled out a statement form and a victim’s rights form which are filed with this report. Adam was given his copy of his citation and advised of his mandatory court date.
Susp Person
On October 14, 2025, at approximately 7:55am, I observed a subject known to me as Cosme Sanchez (defendant) on the sidewalk in front of the city building near 100 Public Square. The defendant had a shopping cart full of random items and on the sidewalk next to him was also numerous tarps and boxes. I had prior knowledge from speaking with the defendant in the past, that he camps in public places. The tarps and boxes were spread out across the sidewalk and it appeared the defendant had been using the items to camp. The boxes and tarps appeared to be trash and it was blocking the sidewalk so that citizens could not use the sidewalk. When I asked the defendant to clean up the trash, he became confrontational and began throwing the items towards his shopping cart. While the defendant was working on cleaning the items up, I observed a clear jug with a substance inside of it that appeared to be urine on the sidewalk next to his personal belongings and trash. When asked, the defendant stated the substance was his urine. I then made the decision to place the defendant under arrest for littering. The defendant was transported to the Darke County Jail where he was issued a copy of this citation and released to the jail staff. Note: The defendant has been in the city of Greenville for approximately 6 weeks and he is homeless. I met with the defendant on September 2, 2025 and I offered him numerous resources. At that time, the defendant did not appear to be interested in accepting any type of resources to help find housing.
