
Wanted Person
On November 25, 2025, at approximately 1538 hours I was called to the Greenville Police department reference a wanted person. Upon my arrival I made contact with Tyler Merritt who was requested to come to the Greenville Police Department by his Parole Officer. Tyler had and active warrant out of the Greenville Police Department. Dispatch confirmed the warrant through LEADS/NCIC. The warrant was for failure to appear for sentencing on the original charge of larceny. I placed Merritt in handcuffs that were gap checked and double locked. Merritt was searched incident to arrest and no contraband was located. Merritt was transported to the Darke County Jail and was released to jail staff. The back of my cruiser was checked before and after transporting Merritt and no contraband was found.
Wanted Person
On December 6th, 2025, at approximately 1026 hours, I was on routine patrol when I observed Brandy Clay walking towards the front porch of 331 West Water Street, in the city of Greenville. I had prior knowledge that Brandy had an active felony warrant for her arrest through the Montgomery County Sheriff’s Office for a Probation Violation on an original charge of Possession of Drugs. I exited my police cruiser and made contact with Brandy and detained her in handcuffs which were double locked and gap checked. Brandy was advised of her warrant and confirmed her identity with her name and date of birth which was ran through LEADS/NCIC via GPD Dispatch who confirmed her warrant. While searching Brandy incident to arrest, a plastic baggie containing an unknown substance was located in her front right jeans pocket. Please see report 25-G01713 for further. Brandy was transported to the Darke County Jail and incarcerated for her warrant. The backseat of my police cruiser 1937 was checked prior to and after transport and no contraband was located.
DUI
On November 21, 2025 at approximately 2210 hours, I observed a silver Chevy bearing Ohio registration KIT8772 traveling north on Sweitzer Street, in the City of Greenville. Prior to this observation, the Darke County Sherriff’ s Office received a call in reference to this vehicle driving all over the roadway while traveling north on State Route 49 South. Upon getting behind this vehicle, I observed the vehicle swerving in the northbound lane of Sweitzer Street. This vehicle hit the center yellow line multiple times before going over the center line on Sweitzer Street near Bickle Hill. Upon taking the curve from Sweitzer Street onto West Fourth Street, this vehicle again hit the center line and almost struck a vehicle parked to the south side of the road. I initiated a traffic stop on the vehicle on West Fourth Street at Euclid Avenue and made contact with the driver. The driver identified himself as Phoenix Les Williams, who is also the registered owner of the vehicle. I introduced myself to Phoenix and advised him that the reason for the traffic stop was him swerving and crossing the center line. At this time I observed Phoenix’s pupils to be dilated and his speech to be slowed. Phoenix then handed me his driver’s license. I then began speaking with the passenger who identified himself as Jetsen Williams, Phoenix’s bother. I then asked Jetsen for his license and he began fumbling around for it. Jetsen appeared to have slowed reaction time, slowed speech and dilated pupils. I then asked Phoenix for his registration and insurance, to which he stated he had the insurance with him but was unsure where the registration was. Phoenix then pulled up his’ Progressive Insurance’ app on his phone and stared at the screen for approximately 40 seconds before trying to log in. Phoenix stated that the two were on their way back home to Greenville from a friend’s house in Englewood. I then asked Phoenix if the two had been drinking tonight, which he stated they had not. Phoenix denied having any weapons in the car and denied having illegal substances in the vehicle. Phoenix then stated, “I got some I got my cart in the back but I’m 21.” During this conversation, Jesten handed Phoenix his license to hand to me. Phoenix then dropped Jetsen’s license into his lap. Phoenix then picked the license back up and handed to me stating, “did I give you this already?” I then returned to my cruiser to check both subjects through LEADS/NCIC. After checking these subjects with dispatch, I returned to Phoenix’s driver side of the vehicle and asked him when the last time he had smoked. Phoenix stated that he had last smoked two hours ago and that he also takes anti-psychotics. I then asked Phoenix to step out of the vehicle and asked him to perform a complete series of Standardized Field Sobriety Tests, to which he agreed. The first test I had Phoenix perform was the Horizontal Gaze Nystagmus ( HGN) test. I placed Phoenix into the starting position and gave him instructions, to which he stated he understood. During this test, Phoenix continued to look away from the stimulus. I continuously had to to refocus Phoenix on the stimulus. During this test Phoenix also continued to move his head. I observed O clues during this test. The next test I had Phoenix perform was the walk and turn. I placed Phoenix into the starting position and gave him instructions, to which he stated he understood. I demonstrated this test for Phoenix and advised him he could begin. I observed 4 clues during this test. I observed Phoenix stopping while walking to steady himself, he did not touch heel to toe, he raised his arms more than 6 inches from his sides and he stepped off the line multiple times. The final test I had Phoenix perform was the one leg stand. I placed Phoenix into the starting position and gave him instructions, to which he stated he understood. I then demonstrated this test for Phoenix and advised him he could begin. During this test, I observed 4 clues. I observed Phoenix swaying to keep his balance while performing the test, he continued to raise his arms more than 6 inches from his sides, he continued to hop on one leg and put his foot down multiple times. On Phoenix’s first time putting his foot down, he stated that 10 seconds had passed but 15 seconds had actually passed. Phoenix then switched legs and started the count over. On Phoenix’s second time putting his foot down, he stated that 8 seconds had passed but 14 had actually passed. Due to Phoenix’s poor performance on the field sobriety testing, as well as indicators and his admissions prior to testing, Phoenix was placed under arrest and into handcuffs that were gap checked and double-locked. Phoenix was read his Miranda Warning upon arrest, to which he stated he understood. Phoenix, and the bag he was wearing when he began testing, was searched incident to arrest. In this bag, officers located two open packs of’ Shine Sativa Vape Cartridges’. On these packs, there are multiple logos for containing CBD, THC, Delta 9 etc. These packs also show that per 10 second inhale, the user receives 5mg of dosage. Phoenix then consented to the search of his vehicle, with nothing located. I then spoke with Jesten and advised him that Phoenix was under arrest for OVI. I advised Jesten that Phoenix wanted their grandma, Robin O’Neill, to come to the scene to retrieve the vehicle and Jesten. Jesten then contacted Robin who arrived shortly after to retrieve Jesten and the vehicle. Throughout this interaction with Jesten he appeared to be heavily intoxicated and incoherent due to drug usage. Jesten denied rescue multiple times. Phoenix was transported to the Greenville Police Department where he was read the BMV2255 in the presence of P. 0. Russell. Phoenix voluntarily provided a breath and urine sample. The results of his breath sample showed a breath alcohol concentration of 0. 000 per 210 liters of his breath. Phoenix was advised his urine sample would be sent to the lab for testing. Phoenix was issued a citation for left of center and OVI. Phoenix was given his copy of the citation, as well as the BMV2255 and his breath test results. Phoenix was advised that pending the urine results that his license could be seized and his driving privileges could be placed under ALS. Phoenix was then released to Robin O’Neill at the police department. The backseat of cruiser 1941 was checked prior to and after transport with nothing located. Phoenix’s urine sample was placed into the refrigerator in the property room to be sent for testing.
