
Wanted Person
On February 16th, 2026 at approximately 0155 AM I observed a maroon colored Chevy van traveling north on Green St near Hall St in the City of Greenville. I ran the plate through LEADS/NCIC and discovered that the registered owner of the vehicles drivers license are under suspension. I conducted a traffic stop on the vehicle and made contact with the driver.
As I made contact with the driver, I was able to identify that the driver was not the registered owner. I asked for the drivers license and she gave it to me, and she was identified as Ginny Costanza. As I ran her license through dispatch they were able to confirm that she had an active warrant through Miami County for a probation violation with an original charge of theft, no bond. I had the driver step out of the vehicle and placed her under arrest and in hand cuffs that were gap checked and double locked. I transported Ginny to the Darke County Jail where she was released to jail staff.
The back seat of my cruiser was checked prior to and after with nothing located.
Animal Problem
On February 16th, 2026, at approximately 2238 hours, I was dispatched to 222 Markwith Avenue, in reference to a dog at large.
Upon my arrival, I made contact with Brittany Baker. Brittany stated that a German Shepard dog belonging to Troy Vanden at 229 Hart Avenue, was running loose her property. Brittany’s house, 222 Markwith Avenue, is behind 229 Hart Avenue and her property is directly east from 229 Hart across the alley way. Brittany stated that when she walked out of her back door the dog took off down the alley wat towards 12th Street. While waiting for an officer the dog circled around the house and back into the alley way. The dog then started growling at Brittany. Brittany stated she yelled at the dog and growled again then went to the front of 229 Hart Avenue and believed it to have gone through the front door. Brittany stated that she observed someone from 229 Hart letting the dog out of the back door and into the back yard.
Brittany showed me security video of her driveway. The video clearly shows the dog coming from the property of 229 Hart Avenue, walking into the alley way then on the property of 222 Markwith Avenue.
Troy Vanden argued stating the dog wasn’t his. Troy was unable to show proof that his dog was in the confinement of his own property during the time of the videos. Troy was previously charged for animals running at large on December 22nd, 2025. Troy was issued a citation for animal at large a misdemeanor of the fourth degree. He was advised of his mandatory court date and time.
