BCI ONLY – On August 13th, 2025, at approximately 0455 hours, I was dispatched to 5438 State Route 49 South Lot 6, Greenville, Ohio 45331, in reference to a 911 SOS hang up. Upon my arrival I could hear yelling coming from inside the trailer. I could not make out any of the words, but I could tell it was an argument. When I knocked on the door Lillian Johnson-Searcy opened the door, and I asked her to step outside to talk. She stated that she and her wife, Ingrid Searcy, were having a verbal argument only. Ingrid then opened the door and confirmed that they were having an argument. I then went inside and talked with Ingrid while P.0. Kiryluk stayed outside and spoke with Lillian. Ingrid stated that she has mental health issues and that is what sparked the verbal argument. Lillian decided to leave the residence for the night and stated she was heading back to Chicago. Ingrid’s 9-year-old daughter was present at the residence and was woken up from the argument. At this time, no further investigation is required.
DUI
On August 14, 2025, at approximately 2121 hours, I observed a white Chevy bearing Ohio registration HVU9841 traveling north on North Main Street in the City of Greenville. I observed this Chevy to be traveling without any exterior lights activated. Sunset was at approximately 2035 hours. I initiated a traffic stop on the vehicle on North Main Street near Spring Street. As I approached the vehicle, I could hear loud music and saw that the driver was looking around and appeared to be nervous. I then knocked on the passenger side window and made contact with the driver, Jared Duane Spahr, who is also the registered owner of the vehicle. I introduced myself to Jared and advised him the reason of the stop was for his vehicle not having any lights on. Jared then replied, “they’re not?” as he looked around the vehicle. Jared then apologized and stated, “I’m sorry I don’t know how they were off.” During this, Jared was slurring his words and was avoiding eye contact with me. At this time, and due to Jared’s behavior, I requested Sgt. Marion to the scene. I then asked for Jared’s ID and continued to ask him questions while he searched for it. During this conversation, Jared continued to slur his speech and, when he made eye contact with me, I could see that his eyes were bloodshot and glassy. During this conversation, I began to smell the odor of alcoholic beverages coming from Jared’s breath as he faced me to talk. When Jared handed me his driver’s license, he advised me that the address on the card was not his current address. I then asked Jared for his new address and he was unable to properly provide me the new address. Throughout this interaction, Jared appeared to be confused due to suspected alcohol intoxication. I then asked Jared about any drugs being inside the vehicle, to which he stated that a K9 may alert to his vehicle to due traces of THC. I then asked Jared for consent to search the vehicle to which he replied, “You’ll find alcohol. I’ll admit you’ll find an open container.” I asked Jared if he had been drinking tonight, to which he replied yes. I subsequently asked Jared how much he has had to drink tonight to which he stated, “I drank a few beers and a couple shots.” Jared then continued slurring his speech and began stuttering. When I asked Jared about the open container, he pulled a cold open 24oz ‘Bud Light’ from the passenger side floorboard. I then walked back to the cruiser to speak with Sgt. Marion and advise him that I was going to ask Jared to preform SFSTs. I then returned to Jared’s driver side of the vehicle and asked him to preform a complete series of Standardized Field Sobriety Tests, to which he agreed. The first test I had Jared perform was the Horizontal Gaze Nystagmus (HGN) test. I placed Jared into the starting position and gave him instructions, which he stated he understood. I observed 6 clues during this test. I observed distinct and sustained nystagmus at maximum deviation in both eyes, lack of smooth pursuit in both eyes and onset of nystagmus prior to 45 degrees in both of Jared’s eyes. The next test I had Jared perform was the walk and turn. I gave him instructions, which he stated he understood. I then demonstrated this test for for Jared. I observed 5 clues during this test. I observed Jared moving his feet to keep balance while in the starting position, he continued to stop while walking to regain his balance, he did not touch heel to toe, he stepped off the line multiple times and he lost balance while making his turn. The final test I had Jared perform was the one leg stand. I placed Jared into the starting position and gave him instructions, which he stated he understood. I then began demonstrating this test for Jared an he attempted to begin before being told to start. After placing Jared back into the starting position, I again demonstrated this test for Jared and advised him he could begin. During this test, I observed 3 clues. I observed Jared swaying to keep his balance, he raised his arm more than 6 inches from his sides and put his foot down multiple times. Due to Jared’s poor performance on the field sobriety testing, as well as indicators and his admissions prior to testing, Jared was placed under arrest and into handcuffs that were gap checked and double-locked. Jared was read his Miranda warning upon arrest, which he stated he understood. Jared was searched incident to arrest with nothing located. Due to Jared having a large K9 in the backseat, he called his sister to come pick up the K9 and legally park his vehicle. Upon her arrival on scene, Jared gave consent to search his vehicle. During this search, 16 empty ‘Bud Light’ aluminum can bottles were located in the backseat. Jared was transported to the Greenville Police Department, where he was read the BMV2255 in the presence of E.C.O. Kies. Jared voluntarily provided a breath sample. The results of this sample showed a breath alcohol concentration of 0.156 per 210 liters of his breath. Due to Jared’s test results, his Ohio license was seized and his driving privileges will be placed under an ALS suspension. Jared was then advised that his license was placed under suspension. Jared was issued a citation for Lighted Lights Required Sunset-Sunrise and OVI. Jared was given his copy of the citation, the BMV2255 and his breath results. Jared was then released to his sister at the Greenville Police Department. Cruiser 1941 was checked prior to and after transport with no contraband located.

On August 16th, 2025 at approximately 1252 hours, I was on routine patrol in the 300 block of Tiffin Street when I was flagged down by Jeffrey White. I pulled up next to Jeffery and asked him what he needed which he advised that he had been assaulted by Rocky and Bobby Yoder. I observed Jeffery’s right eye to be swollen and bruised. I exited my police and asked Jeffery what happened. Jeffrey advised he was at 520 Martin Street speaking with Rusty Swartz and was “jumped” by Bobby and ‘ Rocky. When I asked Jeffrey why they jumped him he advised Bobby told him he needed to apologize to their mom (later identified as Angeline Yoder). I asked Jeffrey where they hit him. Jefferey advised Rocky hit him in the back of the head and Bobby hit him in the face with a closed fist. Jeffrey further stated that his jaw was cracking while he was trying to eat a sandwich. I asked Jeffrey if this happened at 520 Martin Street which he only advised that he was not even trespassing. Jeffrey advised they told him that he needed to go tell Angeline he was sorry and everything would be all right. Jeffrey advised that Rusty and and Angeline witnessed the whole thing. I asked Jeffery if he fought back which he advised he did not. I asked Jeffrey what all was hurting which he advised the whole right side of his face hurt. Due to Jeffrey’s injuries, I requested Greenville Rescue to be dispatched to treat him. Once Rescue arrived on scene, Jeffrey was transported to Wayne HealthCare to be treated. I asked Jeffrey if he wanted to press charges for the assault which he advised he did. P.O. Archer and I went 520 Martin Street to make contact with Rocky and Bobby. Upon my arrival, I knocked on the door and Angeline answered. I asked Angeline where Bobby and Rocky were which she advised Bobby had gone home but that Rocky was in the basement. I asked her to get Rocky so I could speak with him. Angeline called into the house and advised Rocky the cops were here for him. Once Rocky came to the door, I asked Rocky what happened between him and Jeffrey which he advised Jeffrey was not supposed to be here and was trespassing. I asked Rocky where Jeffrey was at which he motioned towards the back yard area and stated that he was right here. I asked Rocky if he had any proof or cameras which he stated that he did not but that his brother (Bobby), his mom, and Rusty were here but Rusty was not supposed to be here either. I asked Rocky what had happened which he stated that he (Jeffrey) got punched. I asked Rocky who punched him at which he advised he did not punch him. I asked Rocky who punched him which he stated he did not know. I asked him if Bobby punched him which he only stated that he did not punch him and did not do anything but that neither Jeffrey or Rusty were allowed on the property. Rocky then called into the house for Angeline and asked if either Jeffrey or Rusty were allowed on the property which she advised they were not. Angeline came back outside and I asked her what had happened. She advised that Jeffrey came up and started saying “shit”. Angeline said Jeffrey started saying “shit” to her and then started saying “shit” to Rocky. When I asked Rocky and Angeline what Jeffrey was saying, neither could advise of what was said. Rocky advised he had just came out and Bobby was telling to Jeffrey to apologize to his mom but he did not know what was said but that Jeffrey did apologize to his mom. I asked Rocky why Bobby punched him which he advised Jeffrey pulled out a hatchet on him (Rocky). I asked Rocky what happened to the hatchet which he advised Jeffrey still had it. I asked Rocky and Angeline if they wanted charges against Jeffrey for being on the property which they advised they did not. I asked them if they wanted to write a statement which they advised they did not. I asked Rocky and Angeline where Rusty was now which they advised he had already left on his bike. I asked Angeline and Rocky how I could get ahold of Bobby which they advised they would call him and have him call me. I checked the area for security cameras but I was unable to locate any.I went back to the 300 block of Tiffin Street to try and locate the hatchet where Jeffrey had been but I was unable to locate it. I went to Wayne HealthCare to speak with Jeffrey. While enroute to the hospital, Bobby called the Greenville Police Department to speak with me. I spoke with Bobby on the phone. I asked Bobby what had happened between him and Jeffrey. Bobby advised he was standing there at his mom’s house because he had just picked up a car. He advised “they” came up on the property and his brother (Rocky) told him (Jeffrey) he wasn’t supposed to be there and they had words. Bobby advised his brother turned his back and Jeffrey pulled a hatchet out of his pocket and was going to hit his brother when his back was turned. Bobby advised he stepped in the middle and told Jeffrey if he took two more steps, he was going to take it from him and “crack” him and they’d call the law and he would go to jail. I asked Bobby at what point did he punch him which he advised he did not punch him. I told Bobby that Rocky had already told me he punched him which he advised I’d have to take that up with Rocky. Bobby became aggravated and started yelling that he was not lying. Bobby advised that due to his size, hewould have left a pretty good mark on Jeffrey. Bobby went on to say that he believed Jeffrey had gotten into a fight with someone else prior to the incident yesterday. I advised Bobby that I had seen Jeffrey yesterday and he did not have any injuries. Bobby advised he had no reason to lie to me but he did want to “crack” him but he has a family so he didn’t. I asked Bobby if he noticed if Jeffrey had any injuries when he first saw him which he advised he did not notice any. Bobby went on to state the only time Jeffrey really lifted his head up was when he was in the alley “bouncing around” waving the hatchet. I asked Bobby if he would be willing to fill out a statement and he advised he would not. Upon my arrival to the hospital, I made contact with Jeffrey in emergency room 13. I asked Jeffrey if he had been honest with me which he stated he was. I asked Jeffrey if it all took place in the yard or the driveway which he advised it was the driveway. I asked Jeffrey why he was there due to being trespassed which he advised “they” stopped him and he was talking to Rusty while he was gathering up his items. While talking to Rusty, Bobby got out of his truck and stated to him that he owed his mom an apology. He advised that he told him he didn’t know who his mom was but would tell her sorry. I asked Jeffrey when he took the hatchet out which he advised he took it out when both of them kept coming at him but it happened to fast for him to be able to take it out all the way and that they had punched him prior to him taking it out. I asked Jeffrey where the hatchet was now which he advised he put it somewhere. I asked Jeffrey what was hurting now which he advised it was the whole right side of his face. I asked Jeffrey if he had gotten into a fight with a Chris subject which he advised he did not. I observed an abrasion on the left side of Jeffrey’s forehead which he advised was from wrecking his bike on another day. I took photos of Jeffrey and his injuries. Please see photo log for further. Jeffrey completed a victim’s rights and a written statement which will be filed with this report. Jeffrey signed a medical release form for medical records which was later faxed to Wayne HealthCare.Due to conflicting statements from the witnesses, I will attempt to locate Rusty to obtain a statement from him. I will follow up in case management. On August 19th, 2025, I arrived to work and found that Jeffrey’s medical records had been picked up from Wayne HealthCare which showed that he had a orbital fracture, right sided tripod fracture, and a right sided orbital blowout fracture. The records further stated Jeffrey had been transported to Miami Valley to be treated. I will follow up.
