Wanted Person

On 07/25/23 at approximately 11:58 PM, police was at 319 E. Fourth Street on an unrelated juvenile complaint. During the call, the juvenile had taken off with a subject named “bub” who police knew to be Brian Seats. Police had prior knowledge that Seats had active arrest warrants. At that time, police observed Seats was walking east on the sidewalk towards our location and police identified him due to prior encounters with him. Seats was detained and the warrants were confirmed. One warrant was from the Ohio Adult Parole Authority for parole violation and the second was from the Darke County Sheriff’s Office for contempt of court; no bond must serve 5 days. Seats was searched and no contraband was located. Seats was taken to the Darke County Jail without incident.

Trash

Description of Trash to be removed or cleaned: Brown furniture. Rear near alley. Two tires. Police spoke to Ralph Helmer who advised the renter of property is Neal Gray. He gave police a phone number which was not good. Police located a good phone number for a Jennifer Gray, spouse of Neal. Police advised her that police posted a 5 day notice for the trash at the residence and her response was “this is what this call is about?” She then hung up on the police.

Junk Vehicle

Vehicle Descriptions: 1991 White GMC truck – no engine or truck bed, 1981 Red Chevy Camaro – not parked on approved surface. Police attempted to leave voicemail for property owner but voicemail was full. Shala Pace was given the JMV notice.

Trash

On 07-26-2023 at approximately 10:38 AM police was dispatched 5438 State Route 49 S Lot #15 in reference to a report of a Burglary in Progress. Police met with the owner of the property, Josh Baker. Baker advised that he had left the keys to his mobile home at a friend’s house and was unable to get them at this time. He advised that due to not having a way into his residence he made entry into the mobile home by kicking the front door in. He advised he was the only person there at the time and he was frustrated not being able to get into his own residence. While speaking with Baker it was observed that there was large amounts of trash and debris in the side yard of the residence. Another PO was able to arrive on scene and advised Josh of the trash and that he needed to get it cleaned up. Subsequently Baker was issued a 5 day trash notification by personal service and advised of the time frame to get the yard in compliance with the Greenville City Ordinance in reference to the trash notice. An email was sent to Safety Service Director, Ryan Delk,/zoning in reference to the listed address.

DUI

On July 26, 2023, at approximately 12:43 PM police was traveling north bound on Riffle Avenue in a marked patrol vehicle. As police approached the 4 way intersection of Riffle and 12th Street, police observed a black Chevrolet HHR traveling west bound on 12th Street. The Chevrolet approached the intersection at nearly the same time as the police and police noticed that the vehicle did not have a turn signal activated. Police waved towards the driver signaling for him to proceed but he did not move. The driver of the vehicle then signaled to turn left but did not move. After about 15 seconds of waiting at the intersection, police turned east bound onto 12th Street and pulled next to the Chevrolet. The driver side window on the Chevrolet was down and police said to the driver of the Chevrolet “how’s it going?” Police immediately noticed the driver of the Chevrolet to have bloodshot/glassy eyes and extremely slurred speech. Police asked the driver what his name was and he stated “left turn.” The vehicle then turned left (south bound) onto Riffle Avenue and accelerated to a speed that police estimated to be over the posted speed limit of 25mph. While attempting to turn around to stop the vehicle, police observed an open can with liquid be thrown from the passenger side window of the vehicle near the intersection of 13th and Riffle Avenue. Police activated the emergency lights and stopped the vehicle in the 300 block of Anderson Avenue. Upon contact, the driver of the vehicle was identified as Travis Petry (defendant). Police observed there to be a 6 pack of beer on the front passenger side floor board in front of the passenger, Gary Glasscoe. Police noticed a strong odor of an alcoholic beverage on the defendant’s person. The defendant was not wearing a t-shirt and his pants were unzipped. When asked about alcohol consumption, the defendant stated he had consumed 4 or 5 beers. The defendant was asked to perform field sobriety tests in which he agreed and did poorly on. The defendant was subsequently placed under arrest for OVI then transported by another PO to the Greenville Police Department. Once at the Greenville Police Department, the defendant was read and shown the BMV2255 form. The defendant stated he did not understand so the form was read to him again. The defendant refused to sign the form and he refused to submit to a breath test. The defendant was placed under an Administrative License Suspension and his license was seized. The defendant was issued a citation for OVI then he was released to a friend. Another PO located the can that was thrown from the window of the vehicle and it was found to be a beer can.

Wanted Person

On July 26, 2023 at approximately 5:03 PM, while on routine patrol police observed who is known to police as Carla Wintrow walking eastbound in the 300 Block of Martin Street. Police knew Carla to have an active warrant for her arrest through Greenville Police Department, reference a disorderly conduct charge with a bond of $275. Police stopped Carla and advised her of her active warrant. Police placed Carla into handcuffs and searched Carla incident to arrest with nothing located. Police transported Carla to the Darke County Jail were she was released to jail staff.

Junk Vehicle

Vehicle Description: 2000 gray Dodge Stratus (no brake lines) in the front yard near the street. Kelsey’s husband was on the phone while police issued the notice and admitted the vehicle is not operational (brake lines). 15 days were given to comply.
