Underage Tobacco Sales

On October 25, 2023 the Greenville Police Department conducted a covert operation along with a confidential informant, known from here on as, CI-233, at the local smoke shops involving underage tobacco sales. CI-233, who is under the age of 21 years old, was given $40 US dollars and instructed to go inside the business, being Darke Pipes Emporium, located at 144 W. 4th St., Best Smoke Shop, located at 624 Wagner Ave. and Smokablez, located at 1319 Wagner Ave. The business is located within the city limits of Greenville Ohio, and county of Darke. CI-233 was checked prior to the operation with no tobacco products, illegal narcotics, or money located on their person. CI-233 was provided a cell phone that was audio recording the operation using Covert Tracker. CI-233 walked into Darke Pipes Emporium and selected a Lost Mary OS5000 vape that contained nicotine. The clerk, later identified as Shawn Plessinger, completed the sales transaction and collected $21.44 from CI-233 after asking for CI-233’s identification and being told he/she didn’t have it with them. Plessinger did not provide CI-233 a receipt for the transaction. CI-233 exited the business with the listed product and walked directly to the undercover vehicle POs were waiting in. After debriefing CI-233 POs exited the vehicle and went inside Darke Pipes Emporium where they identified Plessinger and advised him of the violation. Plessinger admitted fault regarding the incident. Plessinger was subsequently issued his copy of a citation for Underage Tobacco Sales in violation of Ohio Revised Code 2927.02(B)(l), and a receipt for the product was obtained. CI-233 walked into Best Smoke Shop and selected a Mr. Fox Max Air vape that contained nicotine. The clerk, later identified as Angel Price, completed the sales transaction and collected $19.29 from CI-233 after asking for CI-233’s identification and being told he/she didn’t have it with them. Price did not provide CI-233 a receipt for the transaction. CI-233 exited the business with the listed product and walked directly to the undercover vehicle POs were waiting in. After debriefing CI-233 POs exited the vehicle and went inside Best Smoke Shop where they identified Price and advised her of the violation. Price admitted fault and called her boss, Tina Cantu regarding the incident. Price was subsequently issued her copy of a citation for Underage Tobacco Sales in violation of Ohio Revised Code 2927.02(B)(l), and a receipt for the product was obtained. CI-233 walked into Smokablez and selected a Breeze Smoke pro edition disposable pod device, banana mint vape that contained nicotine. The clerk, later identified as Fawwaz Haidrah, completed the sales transaction and collected $17.00 from CI-233. Haidrah did not provide CI-233 a receipt for the transaction. CI-233 exited the business with the listed product and walked directly to the undercover vehicle POs were waiting in. After debriefing CI-233 POs exited the vehicle and went inside Smokablez where they identified Haidrah and advised him of the violation. Haidrah admitted fault and called his franchise partner regarding the incident. Haidrah was subsequently issued his copy of a citation for Underage Tobacco Sales in violation of Ohio Revised Code 2927.02(B)(l), and a receipt for the product was obtained. The products purchased and a copy of the audio recording were placed into property as evidence.

Drugs

On October 27th 2023 at 9:50 AM police was dispatched to 5755 State route 571, GTI in reference to a white powder substance found on the factory floor. PO made contact with employee Casey Frazee who advised another employee found a small plastic baggy containing a white powder substance on the factory floor this morning. The bag contained a small amount of white powder substance suspected to be cocaine. Casey stated that they are unable to identify who dropped the suspected cocaine or how long it was sitting on their floor. The small plastic baggy has been placed into GPD property to be disposed of.

EDP Mental/Behavioral Health

On October 28, 2023 at approximately 1:46 AM police responded to 215 West Main Street #A reference Charles Vargo making homicidal statements. Prior to PO’s arrival dispatch advised that Charles was being treated at Wayne Hospital for chest pains. Charles stated that he no longer wanted to be treated, and that he was going to go home and kill his neighbor. A PO made contact with Anita Rike and Madison Lindemuth, who are both employees at Wayne Hospital. Both subjects stated that Charles was being seen for some chest pain. Charles stated that his neighbor, Joseph Egan was the cause of the pain. While Charles was being treated, he decided that he no longer wanted to be seen, and he was going to go home. Both subjects stated that Charles stated to them that his neighbor was going to cause him problems, and that he was going to kill him. Anita stated that she told him to call the police if there are problems. Anita stated that Charles told her that he has and nothing happens so he would take care of it himself. Both subjects stated that Charles then left. Both subjects filled out written statements. PO then made contact with Charles at 215 West Main Street. Charles stated that he did make these statements to Wayne Healthcare staff, but advised that it would be self defense if he killed his neighbor, Joseph. Due to the statements, Charles was transported back to Wayne Hospital by Greenville Rescue and held on an involuntary admission. Charles stated he did own a firearm but it was currently at Greenville Pawn. Later on this date, a PO made contact with Greenville Pawn who advised the firearm was there. The PO placed a police hold on the firearm to prevent Charles from obtaining the firearm prior to being cleared by mental health officials.

Violating Protection Order

On October 28, 2023 at approximately 10:39 AM police was dispatched to 201 Green Street in reference to a CPO Violation. PO spoke with victim/witness; Stephanie Dotson who informed PO that she has a CPO against the defendant; Robert Dotson. Stephanie informed PO that she had received a necklace in the mail that she did not order and believed it to be from Robert as well as having received multiple text messages from him that did not pertain to their finances. The CPO was served to Robert on September 29, 2023 and states there is an exception that allows for Robert to speak with Stephanie about their finances. The necklace and its packaging that were sent to Stephanie did not display or state who it had been sent by. Stephanie showed PO the text messages that Robert sent her and there were several messages that were sent that did not pertain to their finances. Those messages were sent on October 7 at 9:15 AM, October 9 at 9:24 PM, October 13 at 10:34 AM, October 17 at 2:35 PM, October 17 at 4:34 PM, and October 21 at 9:18 PM. Stephanie took screen shots of the text messages that were sent that will be attached to this report please see the attached messages for further detail. Stephanie completed a witness statement and victim rights form that will be scanned in to this report. Stephanie was advised to report any violations of the CPO to the Police as soon as it was feasible. On October 29, 2023 at approximately 11:50 AM PO met with Robert at the police department. While speaking with Robert he stated that he had sent the necklace that Stephanie received. Robert also completed a witness statement form that will be scanned in and added to the report. Robert was served his copy of the citation and advised of his mandatory court date. Robert was not arrested for the CPO violation due to the length of time since the last message had been sent. At this time no further follow up is necessary.

Domestic Violence

On October 29, 2023 at approximately 7:12 PM PO responded to 800 East Fifth Street reference a disorderly complaint. PO made contact with the complainant, Sarah Everhart. Sarah advised she was in a verbal argument with her boyfriend Christopher Landis, over relationship issues. Sarah stated that Chris had since left the residence. While speaking to Sarah, Chris returned to the residence. Chris also advised they were in a verbal argument over relationship issues. Neither party had any injuries. Both parties reside at the residence together. Sarah left for the night. BCI only. No school age children present.

Wanted Person/Fugitive from Justice

On October 31st, 2023, at approximately 1:24 PM, police observed Nicholas Neal riding a bike in the area of Warren Street and Morrow Street. PO had knowledge that Nicholas had a warrant for his arrest through the Greenville Police Department for a DUS charge, no bond must serve 9 days. As PO got behind Nicholas, he stopped and got off his bike and advised that he knew he had a warrant. Nicholas was placed in handcuffs. Nicholas’ warrant was confirmed through LEADS/NCIC by GPD dispatch. Nicholas was transported to the Darke County Jail where he was incarcerated for his warrant. Nicholas’ bike was transported to his residence at 503 East Third Street by another PO per Nicholas’ request.

Domestic Violence

On 10/31/23 at approximately 7:50 PM, GPD responded to 119 Sater St. on a report of a domestic disturbance. Police met and spoke with Robert Root and his son. POs were advised that Robert’s wife, Sherry Root, had been drinking whiskey and was intoxicated. Sherry had left on foot prior to the police’s arrival headed to Wayne Healthcare due to a laceration on her head. Robert explained that there was a verbal altercation between Sherry and their 14 y/o son while Robert was upstairs. When he came downstairs, Sherry was hitting and pushing their son and the son pushed Sherry back causing her to fall backwards and strike her head on a small table causing a laceration. Sherry then got up and started wiping blood on her son and Robert. POs went to Wayne Healthcare E.R. room 16 and spoke with Sherry. PO did observe a small laceration to the back of her head. Sherry appeared to be intoxicated and had droopy bloodshot eyes and slurred speech. Sherry stated she did not want her son charged but wanted PO to talk to him about being unruly. A PO responded back to the residence and spoke with the son regarding being unruly and the consequences for domestic violence. BCI only.
