Wanted Person

On April 17, 2024 at approximately 2:31 PM police apprehended a known wanted person at the intersection of East Main Street and Walnut Street. PO observed a white Mazda traveling East on East Main bearing Ohio registration JUZ4147. PO ran the registration through LEADS/NCIC and through further investigation I learned that Hailey Reed has had involvements with this vehicle. PO checked Hailey through LEADS/NCIC where PO learned that Hailey had an active warrant out of West Carrollton PD for Failure to appear on a original charge of underage consumption with a bond of $7,500. PO drove up next to the vehicle at the intersection of East Main Street and Walnut Street where PO observed Hailey in the driver seat, PO then conducted a traffic stop. As PO made contact with Hailey and advised of her warrant. Dispatch confirmed the warrant. PO then had Hailey step out of the vehicle where PO placed Hailey in handcuffs. During the search incident to arrest a gun was located underneath the drivers seat. Hailey was transported to the Darke County Jail and was released to staff.

Identity Theft

On April 18th, 2024 police was dispatched to 603 Southbrook Dr., in the City of Greenville, on an identity theft, in which the victim has lost $3,000. PO met with the complainant, Susan Carrico, who advised that approximately two nights prior at approximately 10pm, she received a phone call and the caller ID showed “Chase”. When she answered, the individual on the other end of the line claimed to be with Chase Bank and stated she was such a great customer that they wanted her to open a checking account. Susan advised she has a credit card through Chase Bank, but no other accounts. She advised her checking and savings accounts are through Greenville Federal. She stated the individual on the phone was very persistent, though she refused.  Susan advised she did not give them any of her personal information, but they had her social security number and other information. Susan stated she had a funny feeling about this phone call because she has been scammed before, so she contacted her bank the following day and advised them so they could watch for any fraudulent activity.  She advised yesterday the bank called her and asked her if she knew a subject named “Pearl” from California, Susan did not. Greenville Federal advised her that someone had cashed a check from her account for approximately $3,000 (Susan could not remember the exact amount). Susan advised that the bank was going to attempt to get her money back but advised her that it could take some time. She also advised she spent the day prior calling the Social Security department and everywhere else she could think of to prevent any further loss. Susan completed a written statement as well as a victim rights form. further investigation through case management.

Animal Problem

On April 18, 2024 at approximately 9:02 hours, police was dispatched to 524 East Third Street in reference to an animal complaint. While en route to the scene, PO learned that the complainant/witness; Joshua Henry was delivering food to the address and observed someone striking a dog inside of the residence. PO made contact with the defendant; James Mcalpin, who stated that his dog had bit him on his hand which he did have visible injuries to it. James denied needing an ambulance called to the scene to treat his injuries. James appeared to be the only subject at the residence when PO initially arrived on the scene. When James was asked about his dog, he stated that it was a Great Dane puppy that was approximately 12 weeks old. James stated the incident began while he was watching a television show in his living room and the puppy urinated on the couch and became aggressive towards him as he approached it. Sometime during that event, the puppy defecated next to the couch which he had urinated on in the living room and had bit James in the hand. When PO inquired about the welfare of the puppy, James pointed inside the house through the glass of the front door. PO was able to view what appeared to be a white and black puppy laying against the wall near the front door. The puppy was laying on the floor motionless besides the motion of it breathing. James allowed PO inside his residence to check the welfare of the puppy more and the puppy still remained motionless as PO entered the residence as well as when PO approached it to touch it. PO observed what appeared to be saliva/mucus coming from the puppy’s mouth/nose and collecting by its head in a puddle. Some of the saliva/mucus coming from the puppy appeared to be tinged pink with blood. At approximately that time, witness; Emily Parish arrived at the residence. James had previously stated that Emily was his girlfriend and owned the puppy along with him. Emily approached and tried to rouse the puppy but it continued to lay motionless even after she lifted it and laid it back on the ground. Emily stated she was going to give the puppy a bath in an attempt to rouse it. During that time, PO contacted Joshua to get an account of what he had observed at the residence. Joshua stated that as he was making his delivery, he observed through the front door glass window, a man, later identified as James, pick up a dog and throw it against the ground before picking up an unknown object and throwing it at the dog. Joshua stated he will complete a witness statement of the events he observed that will be attached to this report once it has been completed. Upon making contact with James again to inquire more about the events, PO observed Emily carrying the puppy outside the residence wrapped in a towel. Emily laid the puppy down on the front porch and it continued to remain motionless besides breathing. During that time the puppy continued to have saliva/mucus coming from its mouth/nose which again appeared to be tinged pink with blood which created a new puddle by the puppy’s head. As PO asked more questions about the incident, James began yelling and becoming aggressive towards the PO as he yelled for PO to leave before he went inside his residence. At that time, additional officers were requested to the scene due to James’s behavior. Upon the arrival of the additional officers and as James exited the residence, he was detained and placed into handcuffs. The SGT notified James of his Miranda Rights and James acknowledged understanding of them. James was placed into the back of a cruiser while the incident was being investigated further. During the investigation of the incident, witness/son; Lucas Mcalpin stated that he had last seen the puppy at approximately 6PM. During that time, Lucas stated the puppy had been behaving normally and was moving freely. Emily stated around approximately 8PM, she had received telephone/video calls from James while he was visibly upset and she could hear the puppy “yelping” in the background. The Humane Society responded to the scene and took possession of the puppy so that it could receive emergency medical treatment for its injuries. The report from the Veterinarian of the injuries to the puppy will be attached to this report when it is received, although, PO was contacted by a representative from the Humane Society, who stated that it was determined the puppy has sustained, at a minimum, a fracture to its jaw as a result of the incident. James was placed under arrest and transported to the Darke County Jail where he was released into the custody of jail staff. James was searched incident to arrest with not contraband being located. Pictures of the injured puppy were taken at the scene which will be attached to this report. The PO’s activity during the scene investigation, which includes the interviews with James, the complainant and witnesses, were video recorded via the AXON body camera. The video recording will be downloaded and attached to the case file.

Wanted Person

On April 19, 2024, at approximately 1:45 PM police apprehended a known wanted person at 303 Chestnut Street# 1/2. Earlier today s Sgt. had received information from a Dep. that the Montgomery County Sheriff’s Office had a prior involvement with Erika Hall today and it was later discovered she had a warrant for a Parole violation out of Adult Parole. Hall was uncooperative and would not provide her information during the encounter. The Dep. stated she was with Gage Bradburn and Kirk Ladd from St. Marys. The three subjects were in a 2024 black Dodge Durango with Ohio registration KAH 1144. The Montgomery County Sherriff’s Office informed that she could be heading towards Greenville and possibly going to 303 Chestnut Street. At approximately 1:41 PM a Sgt. observed a black Durango pull into the driveway behind 303 Chestnut Street. The Sgt. then made contact with Erika Hall who was in the passenger seat. Dispatch confirmed Erika’s warrant, and a Det. placed Erika in handcuffs. PO then had Erika go to the front of the patrol car where PO conducted a search incident to arrest of Erika and her purse with nothing being located. PO then placed Erika in the patrol car where PO transported her to the Darke County Jail where Erika was released to staff.

Susp. Person

On April 20th, 2024, at approximately 5:30 PM police was advised by a Deputy of the Darke County Sheriff’s Office, of a male subject walking southbound on Greenville Celina Road coming into Greenville. The Deputy advised that a Derek Richmond was known to be in possession of a firearm and the firearm may be possibly stolen. Derek was supposed to be walking with another subject, known as Sean Flatter. The Deputy advised that Derek was under disability and was not allowed to be in possession of the firearm. The Deputy advised that he received this information from a credible confidential Informant, who’s information had been corroborated previously. PO arrived to the 1500 block of Wagner Avenue, which connects to Greenville Celina Road. PO observed Sean Flatter, Michael Bowles, and a subject PO was unfamiliar with walking southbound into Greenville at the same time as the information provided. PO approached the subjects and ordered them to keep their hands up. While detaining the unknown subject PO asked him his name and he advised Derek. Derek was placed into handcuffs. PO also mirandized Derek but advised him at this time he was not under arrest. PO then asked Derek for his full name and he advised Derek Richmond. PO then told Derek we know he has a firearm on his person and PO just want to know if it is in his waistband or in his backpack. The backpack was brown and sling over Derek’s shoulders and was hanging off his back. Derek advised that the gun was in the back pack. At this point Derek was searched and a black Smith & Wesson C9 9mm handgun (Serial #DXL3996) was located in the backpack. The handgun had a magazine inside of it with 10 rounds inside the magazine. There was no round in the chamber of the firearm. PO also located another empty magazine inside the backpack. A CCH was requested on Derek and it confirmed that Derek was convicted of Felony Drug Trafficking on 09/03/2017. Derek was also convicted of Felony Possession of drugs on 12/31/2017. Derek had several other Felony Drug convictions on his CCH. Derek was placed under arrest at this time. A search incident to arrest was conducted on Derek. Inside the backpack was another black bag. Inside the black zipper bag PO located two hypodermic syringes and a baggie of an unknown purple substance. The substance had the appearance of fentanyl or an opiate of some kind. The syringes, unknown substance, and firearm were later transported to the Greenville Police Department. Derek was transported to the Darke County Jail and held on charges of Weapons under disability and aggravative possession of drugs. The syringes were disposed of and the unknown substance was placed into evidence. The firearm was also placed into evidence, along with cruiser video.
