Greenville Police Department – Police Reports

Theft (not in progress)

On May 5th, 2024 at approximately 6:21 PM police went to 1501 Wagner Avenue in reference to a theft. PO made contact with the Walmart loss prevention employee, Jodi Edger. Jodi advised she has video of a white male wearing a black hat, grey hoodie and black shorts stealing items on May 9th, 2024 at approximately 3:15 PM. Jodi showed PO the video of the subject ringing up items at the self check out and leaving without paying. The stolen items were eight packs of Panini NFL football cards worth $34.93 each, one pack of Topps MLB baseball cards worth $16.98 and a Mountain Dew worth $2.28. The total worth of all the items is $298.70. Jodi filled out a victims rights form. PO is unable to identify the suspect. PO will show the photographs of the suspect to all other officers in attempt to identify the suspect.

Dog Bite

On May 11th, 2024 police was dispatched to the Greenville Police Department in reference to dog bite complaint. PO made contact with the victim/complainant Jemariea Scott-Ward. Jemariea explained that she works for Direct Energy and was going door to door to update current customers. Jemariea advised on May 10th, 2024 at approximately 6:30 PM she went to the residence of 219 Harrison Ave. Jemariea advised that she knocked on the front door and the door opened. Jemariea explained when the door opened two dogs ran out of the house and onto the porch. Jemariea advised a black and brown brindle dog started to smell her feet. Jemariea advised the dog then jumped up onto her and bit her lip and her face. Jemariea stated she then ran to her car and the dog ran back inside the residence. Jemariea stated she was able to get a child’s attention at the back of the residence to go get a parent. Jemariea advised the mother, now known to police as Katelyn Westfall, came outside and gave Jemariea Kyle Westfall’s information. PO took pictures of Jemariea’s injuries that will be attached to this report. Jemariea also gave a written witness statement as well completed her victims rights request/wavier form. PO went and spoke with Katelyn at 219 Harrison Ave. Katelyn advised that she must not have had the door all the way shut and when Jemariea knocked on it opened the door. Katelyn stated she believed the dog was registered to her husband, Kyle. PO called and left a message for the Dog Warden and advised him of the incident. This report will be emailed to him.

Burglary (not in progress)

On May, 11, 2024 at approximately 1:29 PM police responded to 211 Oxford Drive reference a Burglary not in progress. PO made contact with the complainant, Bridget Napier, and Daniel Harlow. Bridget stated that she showed up at the listed address today to move some of her mothers belongings out of the house because they were being evicted. Bridget stated that when she arrived she noticed that one of the front windows on the house was broken and there were several items that were overturned inside of the house. Bridget stated that the last time that she was at the house was the day before and the damage was not there. Bridget stated that she believed it could possibly by her daughter, Sara Napier. Bridget stated that Sara lived there with her and her mother, Laurie Fowler. Bridget also stated that there was nothing in the house that was missing. Bridget filled out a written statement and a victims rights form. Police cleared the house and did not locate anyone inside. PO observed that there were several mattresses that appeared to have been flipped over in a bedroom and in the front living room. PO also observed a chair in the living room that had been flipped over. PO also observed that the front window that was broken, appeared to be broken on the inside, where it struck a table after it was pushed open. PO also observed a potted plant that appeared to have been knocked over by the window. Photos were taken of the scene, please see photo log for further. PO also spoke to Teresa and Gary Hawes at 220 Oxford Drive. Teresa and Gary stated that on either 5/9 or 5/10 they observed two males, one around 50 years old and the other in his 40’s at the residence. Both stated that the men were driving a black pick up truck with a possible Ohio personalized license plate of “8MONEY”. Both subjects stated that they observed the men open the broken window and make entry into the house. Both subjects stated that the men were only there for a short amount of time but did not take anything. Gary stated that he spoke to the men as they were leaving, and one stated that he had kicked the residents out and that he had only rented to Laurie. Teresa and Gary filled out a written statement. PO checked the Darke County Auditors website and learned that the property was owned by Richard Barton. PO made contact with Richard over the phone. Richard stated that he was at the residence several days ago, but did not break the window. Richard also stated that he was not worried about the damage and was going through the eviction process with the current tennants.

Wanted Person

On May 11th, 2024 at approximately 6:39 PM police observed Billy Saylor drive into the parking lot of 1350 Sweitzer Street. PO knew Billy had two felony warrants for possession of methamphetamine out of Randolph county Indiana. PO got out of the cruiser and made contact with Billy. PO placed Billy in handcuffs. PO placed Billy in the back seat of the cruiser. Dispatch confirmed the warrants with Randolph county. PO transported Billy to the Darke County Jail where he was released to jail staff.

Welfare Check

On May 11th, 2024 at approximately 6:55 PM police was dispatched to 301 Sweitzer Street in reference to a welfare check. An anonymous neighbor called the Greenville Police Department advising that Laura Gaich had left a note on their door advising them to call the Police without notifying her daughter. PO made contact with Laura Gaich. Laura advised that her daughter, Samantha Boelio and her boyfriend Matthew Perez have been living with her since 2015. Laura advised that Samantha broke her phone charger so that she could not use her phone. Laura advised that Samantha and Matthew do not allow her to leave the residence. Laura advised she tried to leave the residence in the past on foot and Samantha chased her down the sidewalk and made her come back home. Laura advised Samantha and Matthew have threatened to put her in a “home” and burn the mailbox at the residence. Laura advised they had an altercation over gift cards on 10/02/2023 and the Police responded (23-G001408). Laura advised during that altercation that had been reported on 10/02/2023, Matthew and Samantha had threatened to kill her. Laura advised they have not threatened her life since then. Laura advised she just wanted to get Samantha and Matthew evicted. PO advised Laura of the eviction process. Laura advised she can not get them evicted because she does not have a phone to call. PO advised Laura of the location of the courthouse. PO asked Laura if she felt safe in the residence and she advised yes. PO asked Laura if she had all of her basic necessities in the residence and she advised yes. PO asked Laura if she wanted him to speak with Matthew and Samantha. Laura advised no because she believed the situation would escalate. PO advised Laura that he would document the situation in a report and that he would contact Adult Protective Services on Monday when they were open. Laura advised she was happy with that option.

Domestic Violence

On May 12, 2024 at approximately 2:11 PM police responded to 335 East Main Street, reference a domestic dispute between David and Stephanie Green who are married and reside together. PO could hear David and Stephanie inside arguing. PO made contact with both subjects at the front door. Both subjects stated that they were in a verbal argument over relationship issues. David stated that Stephanie pushed him because she was trying to go upstairs and he did not want her to. Neither party had any visible injuries. PO also spoke to the complainant, Stephanie Testut, who was upstairs during the argument. Stephanie stated that she did not witness anything physical and stated that she only heard David and Stephanie arguing. David and Stephanie Testut left for the evening. BCI only. There were two school age children present belonging to Stephanie Testut, but she did not provide their names.

Welfare Check

On May 13, 2024 at approximately 12:11 AM police was dispatched to 122 West Main Street; Greenville Police Department in reference to a welfare check. PO learned that while in the lobby of the Police Department involved person; Cheyenne Ragon struck her head against a wall several times. Before PO was able to speak with Cheyenne in the lobby she stated out loud “I’m going to kill her” as she left the area and travelled in an unknown direction on foot. A short time later PO located Cheyenne walking southbound on Chestnut Street near Oak Street. Contact was made with Cheyenne and during the interaction she stated she was “on her way to the hospital before she blew her brains out”. Cheyenne agreed to be transported to Wayne ER in the cruiser. While PO was transporting her to Wayne ER Cheyenne stated she “didn’t have any way to kill herself otherwise she would.” An Application for Emergency Admission was completed for Cheyenne which will be attached to this report. Cheyenne was checked for weapons before being transported with none being located. Cheyenne’s belongings were transported in the trunk of the cruiser and left with the rest of her belongings with hospital staff. Cheyenne was released into the care of the Wayne ER staff for a mental health evaluation.

EDP Mental/Behavioral Health

On May 13, 2024, around 4:43 AM police was dispatched to 502 East Water Street in reference to a sex offense occurring there. PO met the victim, Todd Blevins, on the sidewalk outside the residence. The victim advised 4 nights prior he had been asleep in his bedroom at 502 East Water Street. The victim woke up to his body bouncing on the bed, like he was being sexually assaulted. The victim stated he could not move his hands, see anyone, or hear anyone. The victim specified his hands weren’t bound, he just could not open them. The victim couldn’t keep his eyes open and fell back asleep a short time later. When he woke up he stated that his anus hurt, itched, and he had diarrhea. The victim told his cousin, Jamie Burton, he was raped. PO later found Jamie also lives with the victim at 502 East Water Street along with her husband, Travis Burton. The victim did not receive or ask for medical treatment for this incident. On May 13, 2024, around 4:15 AM the victim was again sleeping in his bedroom. The victim awoke to something cold on his buttocks and anus area. He got up and noticed his buttocks region was wet and believed he was raped again. The victim did not see or hear anyone in his bedroom. The victim stated the only person in the house with him at the time was Travis. The victim was transported to Wayne Healthcare Emergency Room where he was admitted. The victim filled out a statement, Medical Release Form, and was given a victim rights form. Travis allowed police to check his camera footage but nothing was found on it.
