Vandalism

On July 15, 2024, at approximately 2PM police responded to 200 Front Street in reference to vandalism to the property. PO spoke to Rhiannon Neal who advised her daughter was home by herself, when she received a phone call from her stating the living room window had just been broken. Rhiannon stated she returned home within 10 minutes where she observed the window broken as well as a rock on the window sill. PO also spoke to the daughter who stated she was upstairs and heard the window break but did not see anyone do it. The residence has no cameras and PO did not observe any cameras in the immediate area. Both Rhiannon and her daughter stated they do not know who would have done this. Rhiannon stated she had spoken to her landlord, David Bowman, about the situation who advised he was planning on doing an insurance claim. Both Rhiannon and her daughter filled out written statements. Pictures were taken and attached to this report. Nothing further as there are no suspects at this time.

Disorderly/Menacing

On July 25, 2024, police responded to 430 East Fifth Street in reference to a disorderly subject yelling at cars outside the residence. PO located the suspect known to him as Christina Fischer, sitting on the porch outside the residence. PO approached Christina and asked her if she was yelling at vehicles? Christina stated she was. Christina appeared intoxicated and was slurring her speech. While speaking with Christina, the neighbors from apartment 2 and 3 walked outside. Christina started to argue with them and the parties were separated. PO soon found the neighbors of apartment 2 to be Levi Harrison and Madison Harrison; with Amanda Thompson living in apartment 3. All parties informed PO of Christina being a nuisance to the tenants in the apartment building. Levi stated he had Christina on video threatening Madison and destroying a sign on Amanda’s door. Levi was able to pull out his phone and show PO the videos of the alleged incidents. In one video, time stamped July 24, 2024, at 9:26 PM, you can see Madison exiting her apartment. Madison attempts to exit out the front door just as Christina is walking in. Madison moves to the side, allowing Christina to pass her. As Christina is passing Madison she says, “I’11 fucking rape you, goddamn whore.” In the second video, time stamped July 24,10:01 PM, Christina is seen walking with a broom by apartment 3. Christina notices a sign hanging on the entry door into apartment 3. Christina reaches up, grabs the sign, pulls it off the door, then throws it behind a heater. Amanda wanted to file charges against Christina for creating a substantial risk of harm to her property. Madison stated she believed the offender would cause her physical harm based on the statement Christina made about “raping” her. Amanda, Levi, and Madison wrote out statements regarding this incident. Amanda and Madison were given and filled out victim’s rights forms. Christina was issued a citation for criminal damaging and menacing. Levi sent PO the video of these two incidents; they were added to the case file.

Disorderly

On July 26th, 2024 at 1:31 AM police was dispatched to 113 Deshler Ave on a noise complaint. Prior to arrival PO could hear extremely loud music coming from 113 Deshler Ave, the resident is Rachel Thobe. Once officers made their way up the house the music continued. PO attempted multiple times to knock and make contact but was unable to get an answer at the door. PO observed 4 neighbors to be awake and effected by Rachel’s loud music. PO was able to contact Regina Colby and Michael West. Both subjects are neighbors and witnessed the events that took place, they were also able to complete witness statements. Regina, who lives at 103 Deshler stated she was woken up because of the loud music. Regina also stated on the above date Rachel was out back beating on wood/ metal from 6pm-ll:30 pm. Regina was very upset and stated this was an ongoing issue with her. Neighbor Michael West who lives at 116 Deshler stated on the above date Rachel started playing music around 10pm. Michael said he went and asked Rachel to turn the music down, but she refused and turned the music up louder until approximately 2am when officers were on scene. Michael stated it was keeping him and his wife awake. Michael was able to show PO video evidence of Rachel with her front door open playing extremely loud music, the videos will be attached to the report. It was also discovered that Rachel is currently is on probation. Rachel was issued a citation for disorderly conduct.

Animal Problem

On July 28th, 2024 at approximately 12:38 AM police was dispatched to 521 E Fourth St in reference to a dog at large. PO spoke to Nancy Welbaum in reference to her complaint. Nancy stated that on the above date and time she let her dogs outside. During this time she stated the neighbors at 525 E Fourth St’s German Shepard got under the fence and attacked her dog. Nancy said this is an on going issue and this time her dog got bit in the tail causing it to bleed. PO then spoke to Sarah Murray at 525 E Fourth St, who is the partial owner of the German Shepard. Sarah admitted to their dog getting into Nancy’s yard and attacking her dog. Dispatch advised this has been an issue in the past and that Sarah has already been cited twice prior to this incident. Sarah was also able to show video of a recent incident where Nancy’s dog was inside her fence attacking their Yorkie dog. Dispatched advised Nancy had no prior warnings or involvements for dog at large. PO advised Sarah that Nancy would be given a warning and that she will be issued a citation if it happens again. Due to Nancy’s statement and Sarah’s admission, Sarah was issued a citation for dog at large. She was given a copy of her citation and advised of the court date.

Domestic

On July 30, 2024 at approximately 7:35 AM police responded to the Greenville Police Department in reference to a domestic dispute. PO made contact with the complainant Elizabeth Allen and her 13 year old daughter in the department lobby. Elizabeth stated that approximately 20 minutes prior, she and her husband Ambrose Allen were involved in a verbal altercation at their residence 431 Tecumseh Street. Elizabeth stated that the two are currently going through a divorce that has not been finalized yet. Elizabeth stated that towards the end of the argument, Ambrose began breaking, and throwing, items inside their residence. Elizabeth stated this is when she and her daughter gathered some items and left on foot originally headed towards her dad’s house. Elizabeth stated that Ambrose began following them in the family vehicle, which is when Elizabeth decided to come to the police department. While speaking with Elizabeth and her daughter, another PO initiated a traffic stop on Ambrose in reference to this incident. Ambrose advised of the same sequence of events and admitted to breaking items. Ambrose advised he wanted to go back to the residence to gather items and was headed to his brother’s house in Kentucky. After verifying with both parties no physical altercation occurred, Ambrose was sent on his way. Both Elizabeth and Ambrose stated there was no physical altercation, other than throwing and breaking items. PO transported Elizabeth and her daughter to Elizabeth’s parents house, 847 West Lincoln Drive, where she stated they will be staying for a few nights. The Allen’s 13 year old daughter was present during this incident. BCI only.

Wanted Person

On July 30, 2024, at approximately 3:30 PM Greenville Police Department units arrived at 200 1/2 Martin St. in reference to the listed subject with an arrest warrant. Upon making contact with Jeff White, PO confirmed the warrant through the Greenville Police Department. Jeff White was arrested and placed in handcuffs. PO transported to DCSO jail where he was incarcerated. The warrant was for failing to appear for trial on original charge of disorderly conduct. Bond is set at $260.00.
