
Wanted Person
On June 6th, 2026 at approximately 2108 hours, I was dispatched to the area of 5030 Katzenberger Rd on a subject believing someone is trying to kill him. The caller, identified himself to dispatch as Josiah Randall.
Dispatch ran Josiah through LEAD/NCIC and was able to confirm that he had an active probation violation warrant. Upon my arrival, I was able to confirm that the subject was in fact Josiah, he also told me he knew about the warrant. I placed Josiah under arrest and in handcuffs that were gap checked and double locked. Greenville rescue was already on scene and Josiah stated he had shortness of breath and wanted checked out. Squad checked vitals and transported him to Wayne Healthcare.
While at Wayne, Josiah was treated by staff and the doctor advised me that Josiah was going to be admitted due to health reasons. Due to being admitted, Judge Fliehman signed a medical furlough order and Josiah was released for medical treatment.
Domestic
BCI ONLY
On June 7th, 2026, at approximately 2019 hours I was dispatched to 140 13th Street in the City of Greenville in reference to a domestic issue between brother and sister.
Upon my arrival I made contact with the father, Mark Clement. He advised that he has been having issues with his son Matthew Clement and tonight it reached a breaking point. Mark advised that Matthew and his sister, Erica Clement, were arguing about cleaning the dishes when Matthew hit Erica. Mark advised that Erica is 18 years old and is letting her decide how to handle the situation regarding pursuing charges. Courtney Clement, who is married to Mark advised dispatch that they both had been drinking that evening.
I then stepped inside and spoke with Erica while P.0. Kreitzer spoke with Matthew. Erica advised that she and Matthew were arguing about cleaning the dishes when she heard her mom talking to her from the other room. Erica turned her attention towards her mom and that is when Matthew pushed Erica to get her attention back on him. Erica then pushed Matthew back. Erica advised that it was a misunderstanding and her parents were exaggerating the issue. Erica expressed several times that she did not want to pursue any charges.
Matthew advised the same as Erica that it was a misunderstanding between the two and did not want to pursue any domestic charges.
Mark was advised that he could file unruly charges against Matthew but decided he did not want to pursue any charges.
There were no other children present during the altercation.
Agency Assist
On June 11, 2026, at approximately 1446 hours I was asked to assist Alisha McWhinney who works for Adult Parole. I responded to 420 East Third Street Apt #2 in the City of Greenville.
Upon my arrival Alisha already had Darius Marshall in handcuffs and stated he was detained. I stood with Darius until Alisha advised to have him arrested and transported to Jail. I searched Darius due to search incident to arrest with nothing being located. I then transported Darius to the Darke County Jail where he was released to jail staff. See Alisha’s report for information regarding the arrest.
Assault
On June 9th, 2026, at approximately 2049 hours I was dispatched to 323 Ash Street in reference to an assault.
Upon arrival I made contact with Kierra Hamm, her mother Amanda Odum and her sister, Adrianna Odum. Kierra stated that earlier this afternoon, she was cleaning her father, Paul Odum’s house and had her friend, Nicholas Neal over to help. Kierra stated that Nicholas wasn’t doing anything to help, and she told him that he might as well leave. Nicholas left the residence and Kierra left to get something to eat.
Kierra returned to the residence and Nicholas was going in and out of the residence attempting to help clean. Kierra stated she told Nicholas to leave and Nicholas began “Freaking out” inside the residence. Kierra stated that Nicholas slammed her on the ground and began strangling her with his hands around her throat and bashing her head on the ground. Kierra stated Nicholas would strangle her until she was about to go unconscious and would allow her to breathe for a short time before strangling her again. Kierra stated during the altercation Nicholas took her phone away so that she couldn’t call for help. Kierra stated Nicholas moved a dresser and a table in front of the door so that she couldn’t escape. Kierra denied medical attention. I took photographs of Kierra’ s injuries and they were added to this report.
Adrianna stated she came to the residence and heard screaming in the house. Adrianna stated she tried to open the door to the room that the altercation was occurring in but couldn’t because the door was barricaded. Adrianna stated she looked into the room through a hole in the wall and saw Nicholas sitting on top of a dresser in front of the door. Adrianna stated she forced the door open and Nicholas ran out of the door and fled the scene.
I observed several bright red marks on the right side of Kierra’s throat and chest. I observed a large red knot on the right side of Kierra’ s forehead and a red mark on her right cheek. I observed a scratch that was still bleeding on Kierra’s right knee. Kierra had what appeared to be mud on her right elbow that she stated was from being slammed on the ground during the altercation.
Kierra stated Nicholas most likely fled to his mother, Elizabeth Garland’s residence, 503 East Third Street Apartment four. While I was speaking with Kierra, Amanda stated that her husband, John Odum was speaking with subjects at Elizabeth’s that said Nicholas was there.
P.O. Wentworth, P.O. Russell and I went to Elizabeth’s residence and did not see Nicholas or any other subjects there. I attempted to make contact with Nicholas or Elizabeth at the door, but no one came to the door. Dispatch attempted to call Elizabeth, and she did not answer her phone.
P.O. Wentworth and P.0. Russell searched the area and did not locate Nicholas.
Agency Assist
On June 8th, 2026, at approximately 1619 hours I was dispatched to 723 Gray Avenue to assist Parole Officer Alisha McWhinney with conducting a home check for parolee, Ceazon Williams-Still.
Upon arrival Alisha asked Ceazon to exit the residence and stand on the porch with P.0. Russell and P.0. Nibert. Alisha and I went inside the residence and observed a large sword on the coffee table along with other large knives on the wall in the living room. Alisha discovered two hand guns in a safe that belongs to Ceazon’ s boyfriend. Alisha continued checking the rest of the residence and located several electronics. Alisha collected the electronics and placed Ceazon in handcuffs. Alisha requested that I transport Ceazon to the Darke County Jail.
I placed Ceazon in the back seat of my cruiser and transported him to the Darke County Jail where he was released to jail staff. I checked the back seat of my cruiser before and after the transport and located nothing.
