Wanted Person
On July 18, 2026 at approximately 1709 hours, I responded to 301 Tillman Avenue in the City of Greenville to serve a misdemeanor arrest warrant.
Upon my arrival, I knocked on the front door and Joshua Wynn opened the door. Joshua was advised he had an active warrant for his arrest and I advised him to step out of the residence and turn around. Joshua complied with orders and I placed him into handcuffs that were gap checked and double-locked. Joshua was searched incident to arrest with nothing located. Dispatch confirmed the misdemeanor warrant out of our department for ‘failure to appear on tax violation,’ with a bond of $275. I transported Joshua to the Darke County Sheriff’s Office where he was released to jail staff. The backseat of cruiser of 1944 was checked prior to and after transport with nothing located.
Animal Problem
On July 19th, 2026 at approximately 0149 hours, I was assisting P.O. Russell with a call for service at 804 East Fourth Street ( Emmett B. Smith Park), Greenville, Ohio 45331. While on that call for service, I observed a large cardboard “CHEWY” box taped shut sitting near a parking block at the above-mentioned address.
Upon further investigation, I observed the box to be taped shut with multiple holes cut into the sides and top. I attempted to move the box with my foot and in doing so, my foot partially went through the box and I observed what appeared to be an animal inside of the box. Once the tape was cut and removed, I observed approximately five gray kittens inside of the box with food spread throughout the bottom of the box. I also located a piece of paper which was stuck to the tape on the bottom of the box. The paper was a lease agreement with the name Clayton Mikesell as the property owner.
I later arrived at the Greenville Police Department and had dispatch call the number located on the sheet. The number was stated to belong to Clayton. Clayton answered and I spoke with him reference my findings. While on the phone with Clayton, he advised he left the kittens at the park in the box to get rid of them. Clayton stated he had too many cats at home and left the five I found at the park; in hopes someone would take them home. I instructed Clayton to return to the park immediately to collect the kittens. I also advised Clayton he would be receiving a citation for animal cruelty.
At approximately 0300 hours, I met with Clayton at the park. I advised Clayton of his Miranda Rights to which he stated he understood them. I asked Clayton when he left the kittens and he advised around 10 P.M. the night before ( approximately five hours prior to our encounter). I advised Clayton it was against the law to confine an animal without proper food, water, and shelter to which he advised he was unaware of the law. I issued Clayton a copy of his citation for animal cruelty and advised him of his mandatory court date and time to which he stated he understood. It should be noted, Clayton did not leave any water for the kittens, the box was taped shut therefore the kittens were unable to get out of the box, and the weather was rainy and wet with poor air quality and approximately 70 degrees Fahrenheit.
After speaking with Clayton he continued to gather the rest of the cats and take them back to his residence.
Clayton knowingly and unlawfully, confined multiple animals without supplying those animals during said confinement with a sufficient quantity of water.
Wanted Person
On July 20, 2026, at approximately 0932 hours, I responded to 517 Sater Street in reference to a known wanted person, Kyle Scantland.
Prior to my arrival, Darke County Adult Probation called the Greenville Police Department and advised they received a tampering notification from Kyle’s ankle monitor. Probation Officer Gibbs advised at this time there was an active probation violation warrant for Kyle.
I knocked on the front door of Kyle’s residence, to which he answered the door. I advised Kyle of the active warrant for his arrest and ordered him to place his hands behind his back, which he complied. Kyle was placed in handcuffs that were gap checked and double locked. Kyle’s person was searched with no contraband located.
Kyle was placed in the back of my cruiser, 1946, and transported to the Darke County Jail and incarcerated on his warrant. The back of my cruiser was searched before and after transport with nothing located.
Wanted Person
On July 22nd, 2026, at approximately 0800 I was made aware during shift briefing that a warrant had been issued for James Bush III. I recalled a conversation I had with Adult Parole Officer Alisha McWhinney earlier in the week regarding James and Daniel being evicted from where they were staying on Children’s Home Bradford Road, and knew she had been listening to various jail phone calls between Daniel and numerous other people.
At around 0830 hours, I made contact with Officer McWhinney and asked her if she had any knowledge where James might be staying. She stated she had been listening to phone calls and based off of what she had been hearing he was staying at Adam Kolb’ s trailer at 846 Russ Road, in the city of Greenville. I asked Officer McWhinney to pull those phone conversations for me. I then called Adult Probation Officer Kira Burton, who I knew to be James probation officer through common pleas court. She informed me that on the 15th of July, James listed 846 Russ Road as the address he was residing at for probation.
Officer McWhinney emailed me a phone conversation that took place between Daniel Bush and Kristi Omara on July 20th, 2026 at approximately 1628 hours. Kristi Omara resides at 7596 State Route 49 N, Greenville Ohio. She owns and trains race horses and has been known in the past to allow Daniel and James to stay at the property and they have been known to frequent there. On the phone conversation Kristi explained to Daniel that she was needing help with something at her residence and that she was trying to get ahold of James to help her.
Daniel asked Kristi if she had tried to call him. Kristi stated she had tried to call him but that he wasn’t answering his phone. At around 9 minutes and 37 seconds into the phone call Daniel explains to Krsiti she needed to just go knock on “Adam’s” door to get him up and get James. Kristi asks if it was a “single white trailer” Daniel says yes and states it has a two car garage right next to it. This description matches the description of the residence at 846 Russ Road.
James had an active warrant out of municipal court for failing to appear on the original charge of driving under suspension. This warrant had been confirmed through LEADS/NCIC, I advised Lt. Monnin regarding what was discovered and it was agreed that I would request a search warrant to search the residence at 846 Russ Road for James. I presented the search warrant to Judge Travis Fliehman at approximately 1030 hours and it was signed by him.
Officers responded back to the police department to have a briefing prior to going to the house to execute the search warrant. The residence is a single level white trailer with an entrance on the west side. It has a 2 car single level white garage just to the west of the trailer. When we arrived at the residence of 846 Russ Road, Officer Archer took position north of the residence to watch the back side of the house. Sgt. Raffel took position on the east side of the residence to cover any windows or unknown exits. Officer Borowski took position in front of the garage and held the garage while Officer Hall, Lt.
Monnin, and myself searched the trailer.
Officer Hall approached the front door and knocked and announced “Police Department, Search Warrant”. No answer was heard, he knocked again and announced again, and still got no response from inside the trailer. Lt. Monnin used a ram to make entry into the trailer. Officers entered the trailer and immediately located a subject who we knew to be Adam Kolb sleeping on the couch. He was ordered to show us his hands and he complied. I stayed with Adam while Lt.
Monnin and Officer Hall began clearing the rest of the residence. Another
subject, identified as Dianna Mitchell, was located in the back bedroom of the residence as well. Both subjects were detained and escorted out of the residence.
A second sweep was done once all known and apparent subjects were removed from the residence. No one else was located in the trailer. Lt. Monnin and Officer Borowski searched the garage and again located no subjects. We spoke with Adam and Dianna after the search warrant was executed on where James Bush could be. Adam admitted that James had just been at the residence the night prior, but that at some point 1600-2400 shift came out and knocked attempting to locate him. They advised this must have scared him off and he had left the night prior and did not come back after.
Nothing was taken from the property as a result of the search warrant and no individuals were taken into custody. The only damage occurred to the front door of the trailer, when it was struck with the ram to make entry. The inside of the door frame had broken. It is unknown how much the damage will cost to repair, however that damage did not seem to prevent the door from functioning as Adam was able to close the door when he was released.
A property damage report was filled out to be attached to this report, and the search warrant return was completed and submitted at the courthouse.
Wanted Person
On July 22nd, 2026, at approximately 1710 hours I observed Kerry Foshee outside at the intersection of Saint Clair Street and East Fourth Street. I knew Kerry had an active arrest warrant through the Greenville Police Department for failure to appear on a theft charge.
I exited my cruiser and placed Kerry in handcuffs, which were double locked and gap checked. Dispatch confirmed the warrant through LEADS/NCIC and I placed Kerry in the back seat of my cruiser. I transported Kerry to the Darke County Jail and he was released to jail staff.
I checked the back seat of my cruiser before and after the transport and located nothing.
Wanted Person
On July 23rd, 2026, at approximately 1751 hours, a known wanted subject was apprehended at
404 North Gray Avenue in the city of Greenville.
I had prior knowledge that Troy Vanden had a misdemeanor warrant out of Clay Township Police Department for failure to appear on a traffic offense. Upon officers arrival we made contact with Troy Vanden, advising him of his warrant. I placed Troy in handcuffs which were gap checked and double locked. Troy was searched incident to arrest and no contraband was located. Greenville Dispatch confirmed the warrant through LEADS/NCIC.
I transported Troy to the Darke County Jail where he was released to jail staff awaiting extradition. The back seat of my cruiser was checked before and after transport and no contraband was located.
