OVI

On October 12, 2024, at approximately 3:39AM, police responded to the intersection of East Russ Road and Wagner Avenue in the City of Greenville in reference to a female passed out behind the wheel of her vehicle. Prior to officer arrival, witnesses stated they located the female passed out behind the wheel. These witnesses advised the vehicle was on and in drive upon their arrival. They began hitting passenger side window of the vehicle and yelling in an attempt to get her attention. When this did not work, they moved to the driver’s side where the window was down. Upon waking her up, they reached inside the vehicle and put it in park and removed her keys from the ignition. The witnesses state that the female got out of the vehicle to assess damage to her vehicle and stated she advised she had been drinking. The female then got back into the vehicle and passed out again. Upon his arrival, PO observed a black Chevy Equinox, parked in the south bound turn lane on East Russ Road. Shortly before PO’s arrival pther police Wentworth had arrived on scene. PO approached the driver side door of the vehicle where another PO was talking to the registered owner of the vehicle, Monica Castle. Monica advised that prior to this incident she was consuming alcoholic beverages at 1240 East Russ Road, Sloopy’s Bar. Upon his initial contact with Monica, PO observed her to be disoriented and to have slow and slurred speech, as well as glassy and bloodshot eyes. When questioned further about being at Sloopy’s, Monica stated that she had arrived at the bar around 10:30 PM and had consumed, “a liquid margarita” which she quickly changed to “a liquid marijuana” mixed drink. When questioned about how many alcoholic beverages she had consumed tonight, Monica stated she had “two liquid marijuana’s. Monica stated she then left the bar at approximately 1:30AM. PO then asked Monica if she had any drugs inside her vehicle, to which she replied, “No, well I got some pot.” PO then asked Monica if she had been smoking the pot tonight, to which she replied, “no.” Monica would later advise officers that she last used marijuana around the time she arrived at Sloopy’s. At this time, Greenville Township Rescue arrived on scene in reference to the original complainant advising dispatch that Monica passed out behind the wheel multiple times. Upon their contact with Monica, she agreed to be evaluated in the back of their medic. After assisting Monica into the back of the medic, a PO asked Monica for consent to search her vehicle which she allowed. Police then began searching the vehicle. During this search, multiple prescription pill bottles were located all in Monica’s name. Also located inside the vehicle, was a separate purse containing marijuana and associated paraphernalia. While continuing to search the vehicle, Rescue personnel advised that Monica refused to be transported for further treatment. A PO escorted Monica into the backseat of his cruiser where she was detained. After concluding the search of the vehicle, PO resumed speaking with Monica. At this time, PO asked Monica if she would be willing to submit to a complete Series of Field Sobriety Tests (SFSTs), to which she agreed. Due to Monica’s poor performance on the Series of Field Sobriety Tests (SFSTs), the nature of this incident and indicators PO observed prior to testing, Monica was placed under arrest for suspicion of OVI and into handcuffs. Monica was read her Miranda warning, to which she stated she understood. Monica was searched incident to arrest where PO located a THC vape pen and a lighter. Monica was then placed into the backseat of a Cruiser. Monica was transported to the Greenville Police Department where she was read the BMV2255. Monica voluntarily provided a breath sample. The results of Monica’s breath test showed a breath alcohol concentration of two hundredths of a gram of alcohol per two hundred ten liters of her breath. Monica also voluntarily provided a urine sample. Monica was advised this sample would be sent to the lab for testing. Monica was issued a citation for prohibition for parking on highways and OVI. Monica was given her copy of the citation, as well as, the BMV2255 and her breath test results. Monica was then transported to her mother, Peggy Clark’s, house. Dillman’s Auto was then contacted in reference to Monica’s vehicle being parked in the intersection and was towed to their lot at 5520 Hogpath Road in Greenville. Both Cruisers 1930 and 1945 were checked prior to and after transporting Monica, with nothing located.

CPO Violation

On October 12, 2024 at approximately 8:43 AM policeI was dispatched to 774 Gardenwood Drive in reference to an animal complaint. PO made contact with complainant; Monique Phlipot and defendant; Krista Cordeiro who stated their neighbor located at 768 Gardenwood Drive had trapped a stray cat that belonged to them in her yard. When asked both Monique and Krista denied having any proof or documentation the cat belonged to them. They were both advised since they did not have any proof of ownership for the cat the neighbor did not have to give them the stray cat. They were both further advised that by taking ownership of the cat they could be charged for allowing the cat to run at large in their neighbors yard. While attempting to make contact with victim; Krystal Burke at her residence PO was approached by neighbor/witness; Gladys Kesselring who stated she had observed Krista filming Krystal’s house with her cellphone. A short time later PO spoke with Krystal who advised that she had a protection order against both Monique and Krista. Krystal advised Krista was violating the protection order by filming her residence. Krystal showed PO her copy of the CPO paperwork and PO observed that the protection order was effective until August 11, 2028. Furthermore the contents of the CPO prohibited Krista from using any form of electronic surveillance on the protected person which Krista was violating by recording her residence with her cellphone. Please see a copy of the protection order for further detail. Krystal and Gladys completed witness statements that will be attached to this report. In addition, Krystal also completed a victim rights form that will be attached to this form. Contact was again made with Krista and when asked she confirmed she knew there was a protection order against her. When Krista was asked if she had been recording Krystal’s house she stated she had only been recording the cat that was located on Krystal’s property and had zoomed in only to capture video of the cat. Krista showed PO a portion of the video she had recorded and in it PO observed what was immediately recognizable as the front of Krystal’s house. PO also observed that in the video Krista panned over and recorded approximately the entire front of Krystal’s house which contradicted what she had initially told. Krista additionally stated she had been recording for her protection. Krista completed a witness statement that will be attached to this report. Monique and Krista also admitted to having security cameras on their residence that face towards Krystal’s residence and they were advised to ensure the cameras do not capture her home otherwise it could be a violation of the protection order. Krista was subsequently issued a citation for violating a CPO.

Missing Person

On October 12th, 2024, at approximately 10:31 PM police was dispatched to 121 Laurel Street in reference to a missing person. PO made contact with Suzanne Isaacs. Suzanne stated her sister Wendy Edwards lives at the Brethren’s home and has dementia. Suzanne stated she has power of attorney over Wendy. Suzanne stated she received a phone call from the Brethren’s Home at approximately 10:30PM stating that Wendy had left with her stepfather, Glenn Fletcher for a visit at approximately 8:30AM. The Brethren’s Home advised Wendy had called at approximately 8:00 PM and stated she was on her way back and was lost. While speaking to Suzanne, she tried to call Wendy multiple times without an answer. Suzanne stated Glenn does not have a phone. Suzanne stated she believes Glenn drives an older model Ford Fiesta with damage to the passenger side. Suzanne stated Glenn should not be driving because he has several medical issues. Suzanne stated neither Wendy nor Glen is able to walk without assistance. PO advised Suzanne to call with any further information and that we would look for Wendy. PO advised Dispatch to contact Auglaize County Sheriff’s Office and advise them to check Glenn’s residence and to be on the lookout for the vehicle Suzanne described. PO advised Dispatch of Wendy’s phone number and to attempt to ping the phone. At approximately 11:25PM Suzanne called the Greenville Police Department and stated she was on the phone with Wendy. Wendy was stating that Glenn was refusing to stop the vehicle because he believes Wendy lives in Indiana. While PO was speaking to Suzanne, Dispatch advised PO they have a ping on Wendy’s cell phone. Dispatch advised PO Wendy’s phone is pinging on Stateline Road in Mercer County. Dispatch stated she was going to contact Mercer County and advise them of the location of the ping. PO advised Suzanne to tell Wendy to hang up her phone and call 911. Suzanne stated Wendy is going to hang up and call 911. After speaking to Suzanne, Dispatch advised the latest ping is on 700 East Road in Adams County Indiana. Dispatch advised Adams County Indiana of the ping and to be on the lookout. Dispatch advised PO that Adams County, Indiana and Mercer County, Ohio both have Deputies enroute to the location of the ping. A PO made contact with Wendy over the phone. Wendy cannot advise the PO of her location. At 12 AM Mercer County Sheriff’s Deputies stopped Glenn’s vehicle and made contact with Wendy. Mercer County Sheriff’s Office is holding Glenn and Wendy at the location of their stop. PO made contact with Suzanne, and she stated she would go to Mercer County Sheriff’s Office to pick up Glenn and Wendy. Mercer County advised PO they will hold Wendy and Glenn at their station until Suzanne arrives. Dispatch contacted all notified agencies and advised them that Wendy and Glenn were located. Due to the Officers being able to quickly get into contact with Wendy, she was not entered as a missing person.

Traffic Stop

On October 12th, 2024, at approximately 9:25 hours while on patrol in the City of Greenville, PO observed a dark blue Jeep Cherokee traveling south bound on Wayne Avenue near Pine Street. When checking the vehicle’s registration through LEADS/NCIC PO discovered that the registered owner’s driving privileges were suspended, and a traffic stop was conducted in the 400 block of Washington Avenue. PO initiated a traffic stop on the vehicle in the 400 block of Washington Avenue and made contact with the driver and registered owner of the vehicle, Kevin Jackson. Upon speaking with Kevin, he appeared to have slow slurred speech with strong odor of an alcoholic beverage on his breath, and bloodshot glassy eyes. Kevin admitted to drinking one beer tonight. Kevin handed PO his Ohio ID that was ran through LEADS/NCIC confirming he was under a non-compliance suspension from 08/30/24 to indefinite. PO asked Kevin to exit the vehicle. PO then asked Kevin to perform a complete series of Field Sobriety Test to which he consented at 9:26PM. Due to Kevin failing to properly perform the given Standardized Field Sobriety test, Kevin was placed under arrest for operating a vehicle under the influence of alcohol. PO placed Kevin in handcuffs. Kevin gave consent for officers to lock the vehicle as it was parked legally. Upon locking the vehicle, two open Milwaukee’s best beer cans were located inside. Kevin was placed in the back seat of the cruiser and was transported to Greenville Police Department. At the Greenville Police Department, Kevin was read/shown the BMV2255. After reading the BMV 2255 form, PO requested Kevin to voluntarily take a chemical breath test via the Intoxilyzer 8000 to determine the concentration of alcohol in Kevin’s system. After discussing the consequences of whether or not to take the chemical breath test, Kevin agreed he would voluntarily take the test. The Intoxilyzer 8000 revealed Kevin a blood alcohol concentration of. 321 of one gram by weight of alcohol per two hundred ten liters of the person breath. Kevin was served a copy of his citation for Operating a vehicle under the influence of alcohol and driving under suspension, along with a copy of the BMV 2255 form and the Intoxilyzer 8000 test result. Kevin was released to Madyson Ritter.

Agency Assist

On October 13, 2024 at approximately 2:09 PM police was dispatched to 1230 Adrien Avenue Apt C2 in reference to an overdose. PO spoke with complainant/son; Robert Oliver who stated his mother/involved person; Melinda Hoening had taken an undetermined number of her prescribed Xanax. When Melinda was asked she stated she wasn’t doing well and admitted to taking two pills which was a higher dose than she normally took. Melinda stated she did not wish to go to the hospital but stated she wasn’t doing well. Upon speaking with Robert again PO learned that Melinda had told him that she took three of her prescribed Xanax and as they continued to speak grabbed the bottle of Xanax and poured them all into her hand. After which Robert stated Melinda attempted to take all of the pills in her hand which prompted him to attempt to take the pills from her. Robert stated he believed that while he was taking the pills from Melinda she was able to take an undetermined amount of additional pills of Xanax. Robert completed a witness statement form that will be attached to this report. Melinda was transported to Wayne ER for a mental health evaluation. An Application for Emergency Admission was completed which will be attached to this report.

Theft (not in progress)

On October 15th, 2024 at approximately 2:47 PM police was dispatched to 120 1/2 Montgomery Street Greenville, Ohio 45331 in reference to a theft not in progress. PO spoke with Michael Huston and Grant Davidson. Michael stated he ordered two CD’s on Amazon that were delivered earlier in the afternoon. Michael noticed in the picture as proof of delivery that it was his neighbors door. Michael went to go pick up the package from his neighbors door but it was not there upon Michael’s arrival. Michael’s neighbor is Nicholas Brandt. PO attempted to make contact with Nicholas but was unable to do so. Michael did fill out a statement and victim’s rights form, however he does not want to press any charges. PO advised Michael if he makes contact with this neighbor and gets his package back to notify me immediately. Due to Michael not wanting to press charges there will be nothing further at this time. On October 16th, 2024 PO made contact with Nicholas and and Michael. They both advised Nicholas took the package by accident not realizing it was Michael’s. Nicholas returned the package to Michael earlier that day. There is no need for further.
