Wanted Person/Fugitive from Justice

On November 7th, 2024, police was dispatched to 1501 Wagner Ave (Walmart) in the city of Greenville in reference to a trespass complaint. The complainant, Loss Prevention Officer Jodi Edger, advised dispatch that there was a female in the store that needed to be trespassed and was possibly attempting to steal. PO made contact with the female in question, Jessica Isbell, inside the store. Isbell denied trying to steal any items but did appear to have a box that had a security tag ripped off. The complainant, Jodi Edger, stated that Isbell had a nationwide trespass from Walmart. Isbell advised she did not know she was trespassed from all of them and was told it was only a 24-hour trespass. Isbell signed paperwork that Edger gave her acknowledging the nationwide trespass. A warning was also documented in our system. Isbell was ran through LEADS/NCIC and it showed that she had an active arrest warrant through Preble County for failing to appear for a traffic offense with a bond of $4,000. Once the warrant was confirmed Isbell was placed into handcuffs and was transported to the Darke County Jail where she was left with the on-duty staff jail staff.

Domestic

On November 9, 2024 at approximately 11:49AM police was dispatched to 541 Wagner Avenue; Chase Bank in reference to an instance of domestic violence. PO made contact with involved person/father; Jory Guinn and involved person/son; Levi Guinn who stated they had gotten into an argument about money. Jory and Levi reside together at the same residence. Both parties stated argument had been verbal and denied any physical altercation. Witness/mother; Stacey Guinn, witness/girlfriend; Grace Browning, and complainant/witness; Caroline Vandegrift all confirmed no physical altercation had taken place. Employee’s at Chase Bank denied wanting the involved parties trespassed from the business. Levi and Grace will be staying with Levi’s sister who does not reside at the same residence. BCI Only/ No School Age children present.

Domestic

On November 9th, 2024, at approximately 7:23 PM police was dispatched to 144 Summer Drive Greenville, Ohio 45331 in reference to a domestic dispute. PO spoke with Jamie Young. Jamie stated she was sitting at home with her boyfriend Jeremy Shelton. Jamie advised she was having a lazy day to relax and Jeremy got verbally upset with her stating she needed to leave. Jamie was going to leave earlier in the day but decided not to. PO then spoke with Jeremy who stated he was tired of seeing Jamie sit around all day not doing anything. Jamie agreed to leave for the rest of the night and advised there would be no further conflicts between her and Jeremy. Jeremy and Jamie are in a romantic relationship together and reside together at the above listed address. Jeremy and Jamie do not have any children together. There were no children present during this incident. BCI only

Theft in progress

On November 10th, 2024, at approximately 6:09 PM police was dispatched to 695 Wagner Avenue (Rural King) Greenville, Ohio 45331 in reference to shoplifting. Officers were advised to look for a male and female subject. The male was last seen wearing a light gray sweatshirt and sock hat. The female was last seen wearing a camo jacket. Both subjects were leaving through the back of Rural King pushing a shopping cart full of products that were not paid for. Upon PO’s arrival a Sgt had his cruiser pulled in front of a 2005 Ford bearing Indiana registration BWY261 with two subjects out of the vehicle in the 300 block of Oxford Drive which is behind the southeast corner of Rural King’s parking lot. The two subjects had their hands on top of the vehicle and were being ordered not to move. Once PO arrived, PO observed a shopping cart approximately 20 feet away from the vehicle in the parking lot of Rural King with tools on the cart as well as two tools on the ground next to the car. The Sgt. advised PO we were detaining the two subjects. The female subject later identified as Jamilee Engle was placed into the back of a cruiser. The male subject later identified as Ross Masenthin was placed into the back of another cruiser where he was read his Miranda Rights. Ross chose not to speak with us. PO noticed the vehicle had two license plates mounted on the rear of the vehicle. The first visible license plate on the vehicle read BWY261 out of Indiana. Dispatch ran that license plate through LEADS/NCIC and it was confirmed stolen out of Anderson Indiana. The second license plate was below the plate reading BWY261. The second license plate reads as 835DQJ. That plate and the vehicle both returned to Jamilee signifying Jamilee as the owner. Ross, Jamilee, and the vehicle matched the description of the subjects and vehicle in question reference the shoplifting. The Sgt. advised PO he observed a pipe under the passenger seat and placed it on the passenger seat. Next to the vehicle on the ground PO observed what appeared to be two different tools still in the case presumably new and unopened. Approximately 20 feet away from the vehicle in Rural King’s back parking lot was a cart full of tools and items. The items by the vehicle and on the cart included a Champion Generator, Milwaukee Drill, Husqvarna Chainsaw, Dewalt Chainsaw, two tarps, creative gem set, tire iron, knee pads, two plumbing kits, Energizer light bulbs, and a Dewault lithium battery. With the subjects matching the description of the subjects reference the shoplifting PO asked them for their identities. It was at this time PO was able to identify the two subjects. PO had dispatch confirm their identities through LEADS/NCIC. Dispatch advised PO Jamilee had a warrant out of Montgomery County for Theft with no bond and it was a good pick up. Dispatch also advised Ross had a warrant out of Indianapolis and it was a good pick up however, Indianapolis did not want to extradite him. Both subjects were placed under arrest at that time. Dispatch confirmed both warrants with their respective agencies. Both subjects were placed into handcuffs. Both subjects were read their Miranda Rights. PO spoke with Jamilee, and she stated there was a third person who was with her and Ross. Jamilee stated Ross had no clue what was happening, he was just the driver. The third subject’s name is Dustin Michael according to Jamilee. The Sgt stated he saw a third subject with the vehicle, but the subject walked away when the Sgt. arrived. At this time, PO has been unable to confirm the identity of or locate Dustin. Rural King employees came out and confirmed the items that were stolen. Rural King employees did observe a stolen item inside the vehicle as well. Another P.0. arrived on scene and took pictures of the scene as well as the stolen items. Throughout PO’s initial investigation it was found that Jamilee admitted to stealing $3,194.88 worth of product that night from Rural King which was located near the vehicle. PO conducted a search of Jamilee’ s vehicle to further look for more stolen items. The Sgt. observed a power tool battery in a handbag in the backseat. The battery was still in the package. PO then conducted an inventory of the vehicle because the vehicle was parked in an illegal manner and was going to be towed. While conducting the inventory PO observed a glass pipe with a white residue on the inside of it on the passenger seat, where the Sgt. advised PO he placed it after locating it beneath the passenger seat. Due to the stolen items in the vehicle and the pipe that was found during the inventory PO had probable cause to do a more thorough search of the vehicle. During my search PO observed multiple drug paraphernalia items inside of a black, camouflage pencil bag as well as a tin with a white crystal substance inside that was in the backseat of the vehicle. Multiple baggies containing a white crystal substance in a purple wallet that was located in the trunk. PO also observed a baggie with a black pellet substance inside that wallet. Police conducted field tests on the drug paraphernalia and learned two of the items to be unknown and one of the items tested positive for methamphetamines. Duringthe search PO also observed multiple wigs in the trunk as well as a Rural King hat and red Rural King vest. The employees advised me customers may purchase a hat with the Rural King logo but only employees should have access to the vests. Multiple items were placed into Greenville Police Department property at the Greenville Police Department. The location of the vehicle was not in the Rural King parking lot. The vehicle was parked in a way Ross would have seen Jamilee come out of the back doors of Rural King which is not where customers would normally exit the store. Ross would have noticed the items being loaded into the vehicle still had security tags on them which can only be removed by employees after customers pay for such items. Jamilee stated Ross had no prior knowledge of what she was doing however with the position of the vehicle, Ross having a clear view of Jamilee leaving through the back doors, and seeing the security tags, PO has reason to believe Ross was aiding Jamilee in her crime because he was in the driver’s seat of the vehicle with the vehicle running waiting on Jamilee to load the stolen items. Ross and Jamilee were both transported to the Darke County Sherriff’s Office where they are both confined. Jamilee was charged with Theft, Receiving Stolen Property, Possession of Drugs, and drug paraphernalia. The suspected drugs of abuse will be sent to the BCI laboratory for further testing. Ross is being charged with Complicity for aiding Jamilee in her Felony Theft. Police transported the subjects to the Darke County Jail where they were incarcerated with no bond. Richard Cole and Kirk Young were the Rural King employees, they both filled out statement forms on behalf of Rural King and were witnesses to the theft. Richard also sent PO photos of all of the stolen items. On November 11th, 2024 PO made contact with Jamilee at the Darke County Jail where she is incarcerated. PO advised Jamiilee of her Miranda Rights and she agreed to speak with PO. Jamilee advised one of the baggies PO located in the vehicle contained crack/cocaine and it belonged to her as well as a glass clear pipe to smoke it through. Jamilee stated the other baggies were not hers and must have been Dustin’s. Jamilee advised she lied to PO the previous night about who Dustin was. Jamilee stated his full name is Dustin Michael Austin. Jamilee admitted to taking some of the items from Rural King but she was adamant that she did not do it alone and that Dustin was with her the whole time. Jamilee gave information that is viable to the case and wanted it noted in this report.
