Welfare Check

On October 31st, 2023, at approximately 6:55 PM police was dispatched to the Greenville Police Department . This was in reference to a welfare check complaint. The complainant advised that her ex-boyfriend had been suicidal recently and she would like him checked on. The complainant, Michelle Wright, advised that her ex-boyfriend, William Garnet, was sending her text messages. The messages were vague at first about him wanting to harm himself. Then at approximately 7:52 PM she received a photo of William’s wrist with a box cutter against it. William also sent a message that he was going to end it and he did not want her to attend the funeral. In the photo you could see a gray hardwood floor and thick black industrial trim at the base of the wall. POs went to 117 Deshler Avenue where William was suppose to be living. There was no one at the residence and there was no floor matching the description from the photo. William’s phone was pinged and showed a location in Piqua. Piqua Police Department was requested to check the area of the ping but located nothing. William has not been located at this time and the photos from the complainant will be added to the files of the report. A BOL for surrounding counties was entered into LEADS/NCIC to check the welfare for William.

Wanted Person/Fugitive from Justice

On November 1st 2023 at 9:57 PM police was dispatched to 504 South Broadway, Darke County Courthouse in reference to a wanted subject. PO made contact with a Deputy who advised that Clifford Waldon arrived at the courthouse in reference to a sentencing that was scheduled on October 30th 2023. While there, a warrant for his arrest by Darke County Municipal Court was issued reference charges from GPD. The warrant was for a failure to appear on an original charge of domestic violence. Clifford was apprehended prior to PO’s arrival and placed in Darke County Court holding cell. Clifford was released into the PO’s custody, PO placed Clifford in handcuffs and Clifford was searched incident to arrest and no contraband was found. The warrant was confirmed and in hand at the court house. PO transported Clifford to the Darke County Jail where he was incarcerated on the failure to appear warrant, with a bond of $225. 00.

Wanted Person/Fugitive from Justice

On November 1st 2023 at approximately 4:46 PM police observed a female subject walking in the 500 block of Walnut Street. PO was familiar with this subject and knew her to be Carla Wintrow. Through LEADS/NCIC PO confirmed her to have an active warrant through our agency for a failure to appear on original charge of theft. Carla was asked multiple times to turn around and place her hands behind her back, Carla refused every time. POs grabbed Carla’s arms. Carla tensed both her arms up towards her chest, making it more difficult to place her in handcuffs. Minimal physical force was used to placed Carla in handcuffs. During the arrest the left middle finger of one of the PO’s was cut near the finger nail causing minor bleeding that didn’t require a band aid. Carla was searched incident to arrest in front of the PO’s cruiser dash cam. No contraband was located on Carla. PO then transported Carla to Darke County Jail where she was incarcerated on the failure to appear warrant with a bond of $525.00.

DUI

On November 1st, 2023, at approximately 6: 50 PM police observed a Blue 1993 Cadillac Deville being operated west bound in the 100 block of East Main Street. The rear of the vehicle was displaying license plate HUD5136. Through LEADS/NCIC PO confirmed the license plate returned to a Blue 2014 Chevy. The vehicle was also traveling about 15 mph and the speed limit was 25 mph in that area. A traffic stop was made on the vehicle in the 100 block of East Main Street. PO approached the vehicle and confirmed the operator to be Ryan Neal. It was also confirmed that Ryan was the owner of the listed vehicle. While speaking with Ryan PO could smell an odor of alcoholic beverage on his breath. Ryan’s eyes were also blood shot and glossy. PO advised Ryan why police stopped him and he advised he put the plates on the vehicle because the original plate (R433913) expired on 10/25/23. PO also asked Ryan how much he had to drink tonight and didn’t answer. PO had to ask Ryan again how much he had to drink tonight and he advised about 12 beers. He advised he was drinking 12 oz Modelos and he started drinking about 3 or 4 hours ago. PO asked Ryan if he would perform a set of standardized field tests and he advised he had scoliosis so he would just do a breath test. PO then asked Ryan to exit the vehicle and transported him to the Greenville Police Department. At GPD PO performed the Horizontal Gaze Nystagmus test and observed lack of smooth pursuit, Nystagmus at maximum deviation, and Nystagmus prior to 45 degrees. Ryan performed poorly on the standardized field test. At this time Ryan was arrested and mirandized. Ryan was read the BMV 2255 form and consented to a chemical breath test. The test showed Ryan had a concentration of Twenty-Four-hundredths of one gram by weight of alcohol per two hundred ten liters of the person’s breath. (BAC .241%). Ryan was placed under an administrative license suspension, and his license was seized. Ryan was given a copy of his citation, BMV 2255 form, and a copy of his test results. A DVD containing audio and video of traffic stop was placed into property. Ryan was released to his mother.

Theft

On 11/01/23 at approximately 9:01 PM, GPD was dispatched to the Holiday Inn on Russ Rd. in reference to a possible theft. PO spoke with the complainant, Nicolle Blechinger, in the parking lot. She stated that Jessica Jillson is her daughter and has been staying with her and her stepmom, Connie Elliott, the past 2 nights. They reside at 1199 Russ Road #C2. Blechinger discovered $600 in $20 bills missing from a locked metal box in the living room that had $665 in it belonging to Elliott. After confronting Jillson about how she paid for pizza tonight and asking to see her phone, Jillson left the apartment and ran. Blechinger checked the lock box and found only $65 remaining. Jillson was just released from jail yesterday and the only money she had was on a cash card. I do recall earlier this evening on call 23-G01533 that Jillson had several $20 bills on her person. The last time Blechinger knew the money was there was around 8 PM last night, 10/31. POs located Jillson hiding in the lobby of the Holiday Inn while she was on 911 with Darke Co. having an asthma attack and requesting rescue. Once in the squad, the area where Jillson was hiding and the lobby were searched and no money was found. PO went to the squad and spoke with Jillson. She denied taking any money from the lock box and said her mom was crazy. She allowed PO to search her person and the only money she had was a few cents in her shoe. Jillson was transported to Wayne Healthcare. PO went back into the lobby and searched further and found nothing. PO then went to 1199 E. Russ Rd C2 where Jillson was staying with Elliott and Blechinger. Blechinger showed PO the lock box and where the key had been hidden. There was no sign of forced entry on the lock box. Blechinger showed PO the route Jillson took when she ran. PO searched that route and did not located the money. PO advised Blechinger to search the apartment and let PO know if she found the money. Jillson is to report to rehab tomorrow 11/02/23 and the want her trespassed from their apartment. PO went to Wayne Healthcare and warned her for trespass at C2. Jillson stated the money she had earlier was from cashing out her commissary card from jail that had $80 on it. Due to a lack of evidence, there will be no charges at this time.

Theft

On November 2nd, 2023 at approximately 10:41 AM police was dispatched to 518 Sater Street, Grosch Quality Water in reference to a theft not in progress. PO made contact with an employee there, James Garland. James stated approximately 30 wood pallets had been stolen from behind the building. James stated there is a company that buys the pallets. James stated that company did not pick the pallets up. James stated the company buys the pallets once they have collected one hundred. James advised he noticed the pallets were all gone either Wednesday or Thursday morning of the prior week and is unsure when exactly they were taken. The complainant/owner, Darrell Grosch was made aware and later called GPD today for us to contact James for a report. PO asked James if they have cameras on the property. James advised they do not have cameras on the property. James stated the residents of the only two houses that can view the location of the pallets are at work. James advised he would contact them to see if they have cameras. James stated if the neighbors have cameras, he would reach out to PO for follow up. A victims rights form was completed and statement form was obtained from James. The pallets are valued at approximately $120.00 and have no identification marks.

Welfare Check

On November 2nd, 2023, at approximately 6:53 hours Greenville Police Department received a call from an anonymous subject. The subject wanted his mother, Vivian Allsup, checked on. The complainant advised that Vivian lived with his sister, Peggy Clark. Vivian was located and checked okay. Once the call was completed the complainant called back again advising his name was “Steve Allsup”. The subject advised that he was not happy that his sister Peggy, was not allowing him to see his mother. The subject was advised that if his sister wanted him trespassed from her residence then there may not be much that he could do. The subject was advised it may be better if he tried to remove his mother from his sisters care. The subject became agitated on the phone and started being belligerent and hung up. The same number called back just seconds later and the subject said, ” Fine, I’ll just kill myself.” The number was able to be searched and determined it belonged to Douglas Allsup. The phone was through Verizon and it was pinged. The ping location was approximately . 53 miles northwest of tower at 851 Gray Avenue. It was suspected that Doug was living at the church at 421 Central Avenue. This would be approximately.5 miles from 851 Gray Avenue. Keyholder Ray Allread was contacted and met officers at the church, Church of the Brethren. Ray let officers into the church and confirmed Doug was staying in the basement. Officers located Doug inside where he admitted to calling the Greenville Police Department to talk about his mother. Doug admitted that he was the one who called when he got upset and hung up. Which would have been from the same phone number as the one where the suicidal threat was made. Doug was then apprehended reference he refused to comply with commands. Doug was transported to Wayne Hospital for a mental evaluation.
