Wanted Person

On December 13th, 2024 at approximately 2:26 PM police was dispatched to Greenville North Park reference a vehicle over the embankment. PO located the listed vehicle on the west side of the hill side of the parking lot. PO made contact with the driver of the vehicle Job McKenzie who advised that they were not stuck but started going over the hill while driving. On the pavement PO observed tire marks leading to where the vehicle had traveled off the parking lot indicating that the vehicle had been traveling at a high rate of speed. The passenger identified himself as Micah Hargrave and gave his date of birth. PO had GPD dispatch check both subjects through LEADS/NCIC which they advised that Micah had a warrant for his arrest through the Greenville Police Department for failure to appear for a DUS charge, bond $525.00. Once a Sgt. arrived on scene, PO made contact with Micah at the vehicle and he was advised of his warrant and placed under arrest. Micah was searched incident to arrest and no contraband was found. Job was able to drive the vehicle out of the hill side and back onto the parking lot and he was sent on his way. Micah’s warrant was confirmed by GPD dispatch and he was transported to the Darke County Jail where he was incarcerated for his warrant and released to jail staff. The backseat of the police cruiser was checked prior to after transport and no contraband was located.

OVI

On December 15, 2024, at approximately 10:58 PM police observed a silver Toyota traveling south on North Ohio Street. PO observed the vehicle make a right-hand turn, to head westbound on Martin Street. While making this turn, the vehicle swerved into the oncoming eastbound traffic lane and swerved back. The vehicle then veered off the right side of the westbound lane, up over the curb and continued driving halfway on the road and halfway on the sidewalk, until finally driving back onto the street. At this time, PO initiated a traffic stop on the vehicle on Martin Street near Lawrence Avenue. As PO approached the vehicle, the driver began moving forward again. PO began yelling for the driver to stop and hitting the rear window. After moving approximately 10 feet forward, the driver put the vehicle into park. The driver looked very disoriented as he attempted to unlock the vehicle and roll the window down. PO continued yelling commands for the driver to get out of the vehicle and open the door. Upon opening the driver’s door, he was instructed multiple times to step out of the vehicle and to show his hands. The driver began slurring his words to explain that he was not reaching for anything inside the vehicle and that, “I thought you were an ambulance. ” At this time, PO was able to smell a strong odor of alcoholic beverages from his breath and see that his eyes were glassy and bloodshot. The driver seemed incoherent due to alcohol intoxication. Upon the driver stepping out of the vehicle, he was detained into handcuffs. PO explained to the driver that he was conducting a traffic stop in reference to watching him drive the vehicle onto the sidewalk, to which he replied “yeah.” PO then patted him down for weapons and asked him how much he has had to drink tonight. The driver replied, “I have had a little bit.” PO then asked him to elaborate on this answer to which he replied, “I’m not going to keep count.” At this time, PO escorted the driver back to the cruiser to sit out of the way of traffic. Upon sitting in the cruiser, PO introduced himself and the driver stated, “I’m trying to get home. I realized I was drinking too much at the bar (Sloopy’ s). I’m too drunk.” Upon a Sgt.’s arrival on scene, PO read the driver his Miranda Warning, to which he stated he understood. The driver stated he had been drinking beer all night and had drunk approximately 5 or 6. The driver also admitted to using a THC vape earlier in the evening. The driver, who was at this time identified as Phoenix Justice Waters, was asked to perform a complete Series of Standardized Field Sobriety Tests, to which he agreed. Due to Phoenix’s poor performance on the field sobriety testing, as well as indicators and his admissions prior to testing, Phoenix was placed under arrest and back into handcuffs. Phoenix was again mirandized upon arrest. Phoenix was searched incident to arrest with nothing located. Phoenix’s car was searched reference an inventory search after the Sgt. requested a tow company from dispatch. During this search, PO located an empty Budweiser beer can in the cup holder that was cold to the touch. PO also located an empty bottle Angel’s Envy Rye Bourbon on the passenger seat and a bag of raw marijuana with miscellaneous paraphernalia. Phoenix’s belongings were placed into a property bag to be transported with him. While waiting for Hurd’ s Towing to arrive on scene, dispatch contacted Brian Hathaway from Spirit Medical Transport in reference to the company vehicle. Brian arrived on scene and took possession of the vehicle. Phoenix was transported to the Greenville Police Department, where he was read the BMV2255. Phoenix voluntarily provided a breath sample. The first results of this test were noted as an improper sample. The results of a second breath test showed a breath alcohol concentration of 0. 273 per 210 liters of his breath. Due to Phoenix’s test results, his Ohio license was seized, and his driving privileges will be placed under an ALS suspension. Phoenix was then advised his license was placed under suspension. Due to Phoenix’s test results and being uncooperative in helping find a sober driver to pick him up, Phoenix was transported to the Darke County Jail. Phoenix was issued a citation for Lanes of Travel and OVI. Phoenix was given his copy of the citation, the BMV2255 and his breath results. Due Phoenix being a foreign national of Australia, he was asked if he would like his foreign consulate to be contacted, to which he stated no. The police cruiser used to transport Phoenix was checked prior to and after transport with no contraband located.

Theft (not in progress)

On December 17th, 2024 at approximately 8:33 PM police was dispatched to the lobby of the Police Department, in reference to a stolen license plate. PO made contact with the complainant/victim Caleb Custer. Caleb advised he had been working as a DJ at an event at Final Bow on E Third Street. He stated his trailer was parked on Walnut Street just west of East Third. Caleb stated he went to load his equipment back up this evening and noticed the license plate had been removed. PO asked Caleb if he was sure the license plate was on it at the beginning of the night and he advised he was pretty sure it was. PO went out and looked at the trailer and observed the missing license plate. The screws that hold the plate on were also missing. Photos were taken of the missing plate. PO asked Caleb if there was anywhere else it could have been taken. Caleb advised he lived on Meadowgreen Drive in Greenville, and that it is usually parked there. PO advised Caleb the plate would be entered as stolen and that PO would follow up with him once he had more information. PO responded to Beanz bakery shortly after speaking with Caleb and spoke with the owner Kristi Strawser. PO asked Kristi if the business had any cameras on the north side of the building since the trailer was parked directly next to the building. Kristi advised they had no cameras on that side of the building but allowed PO to speak with her employees that were working during that time frame. PO spoke with three employees who advised they noticed the trailer. One of the three, Summer Moore, stated she thought she saw flashes of light at around 6:30 PM. PO asked Summer if they appeared to be flashlights or headlights and she stated she thought they were flashlights. PO advised Kristi to give police a call if she noticed anything around her business or anyone messing with their vehicles that stay parked in that area. PO looked around the area of Beanz to ensure the plate did not just fall off and did not locate anything. PO responded out to Meadowgreen Drive after this to check the area where the trailer is usually parked to ensure the plate did not fall off there. PO did not see any sign of the plate or the screws that held it on to indicate it may have fallen off the trailer. PO reached out to a contact who has access to flock cameras and they advised as of 9:36 PM last night the plate had not hit on any flock cameras. Flock cameras were checked again at 8:00 AM and still had no hits. The last time the plate was caught on flock was December 6th, and the plate can be seen on the trailer it belongs to. At this time PO has no leads as to who stole the plate. The plate has been entered as stolen in LEADS and the case will be updated if anymore information can be gathered.

DUI

On December 17th, 2024 at approximately 11:21 PM police was dispatched to the area of 202 W Fourth Street in reference to a white vehicle parked in the parking lot honking its horn repeatedly. Two POs arrived on scene at the same time and observed a white GMC Envoy parked in the parking lot with a subject sitting in the drivers seat. A PO made contact with the subject who was identified as Seth Allen Youkon. While Seth was speaking with the PO, the other PO could hear him slurring his speech, and struggling to hold a conversation. Seth appeared to be highly intoxicated and could not explain why he was sitting in the parking lot. Seth advised he had honked his horn to try and get his girlfriend’s attention who lived in the apartment complex next to the parking lot. Seth advised he lived in Richmond and drove to see his girlfriend. PO made contact with the female he was referring to who was identified to be Sierra Bowers. Sierra advised she did not want Seth at her residence and explained that she knew he was drunk and told him not to drive to Greenville. PO returned back to Seth’s vehicle and asked him to step out of the vehicle and submit to SFST’s. Seth agreed and began exiting the vehicle. Before stepping out Seth grabbed his car keys out of his pocket and placed them on the dashboard. PO walked Seth over to the front of the other PO’s cruiser. While walking, Seth was visibly off balance and seemed disoriented and had to be told instructions numerous times. PO explained the Horizontal Gaze Nystagmus to Seth and asked him if he needed contacts or glasses to see PO’s finger. Seth advised he did not. PO explained Seth needed to keep his head straight and follow PO’s finger with strictly his eyes. Seth struggled during this test not to move his head. Seth had lack of smooth pursuit in both eyes, as well as onset of nystagmus at 45 degrees and distinct nystagmus at maximum deviation. The second test PO explained to Seth was the walk and turn. While attempting to set Seth up in the stance PO needed him to stand in to explain the test, Seth repeatedly attempted to begin the test even after being told not to. Seth struggled to maintain his balance while PO was explaining the test stating he could not just stand there. Once PO was able to explain the test and advised Seth to begin, Seth took 3 steps total, walking off line and almost falling. PO ended the test at this point due to Seth not being able to maintain his balance and to ensure he did not fall and hurt himself. Due to him being so off balance PO did not have him attempt the one leg stand. PO advised Seth to turn around and face the cruiser and placed him in handcuffs. PO escorted Seth to the back of the patrol car and placed him in the back. PO returned to Seth’s vehicle which was still open on the drivers side. PO shined his flashlight in the vehicle in the immediate area Seth was sitting in. PO observed the center console to be slightly opened and when shining the light into the vehicle observed the grip of a handgun sticking out of the console. PO lifted the lid at this time and located a Taurus G3 9MM handgun with one round in the chamber and an extended magazine next to it. The other PO advised the PO at this time that he asked Seth if he had any weapons in the vehicle when he first made contact with him and that Seth denied this. PO went back over to his cruiser and read Seth his Miranda rights. Seth advised he understood them. PO asked Seth about the gun in the vehicle and he advised it was his. PO asked Seth why he had his gun in the vehicle after he had been drinking and he advised he did not think things would “evolve” into this. Seth admitted to drinking two Natural Light beers at home before driving to town. Thde other PO located 2 small liquor shot bottles in the vehicle as well that were empty. PO transported Seth back to the Police Department. PO read him the BMV 2255 form and Seth agreed to a breath test. PO attempted three times to get a breath sample from Seth but the intoxilyzer was not working. PO asked Seth to submit to urine testing and he agreed. Another PO collected a sample of urine and it was placed into evidence to be sent to Miami Valley Regional Crime Lab for analysis. Seth was transported to the Darke County Jail and held on the charges of Improper Handling of a Firearm in a Motor Vehicle an F5 and Physical Control an Ml. The firearm was collected and placed into evidence and photos of the open containers were taken to be attached to the report. Seth’s vehicle was parked in the parking lot and was left there. This incident was audio and video recorded on body camera. PO advised Sierra of Seth being arrested and advised her to call if she has any issues when he is released.

Wanted Person

On December 18th 2024 at approximately 6:29 hours, a known wanted subject was apprehended at 6057 Seabring-Warner Road, 114 Autumn Lane. Upon PO’s arrival at the listed address, officers made contact with Lloyd Price Jr. who was known to have a warrant out of Greenville Police Department. Dispatch confirmed that Lloyd had an active warrant out of our agency, with a bond $325. 00. PO placed Lloyd in handcuffs and Lloyd was searched incident to arrest and no contraband was found. Lloyd was transported to Darke County Jail where he was incarcerated. PO checked his cruiser before and after transport and no contraband was found.

Missing Person

On December 19th 2024 at approximately1:43 AM police was dispatched to 305 Victoria in reference to a missing person. PO made contact with Bobbie Wilt who stated that her mother Kaylee Chakey had left on December 17th 2024 at approximately 10:45 AM. Bobbie stated that Kaylee advised that she was leaving with her boyfriend Joseph Walker and was going to La Follette Tennessee to see Joseph’s mother Sonja Smith and to run from Joseph’s warrant. Bobbie also believed that the two of them did have methamphetamine on them when they left. Bobbie stated it is unlike Kaylee to not be in communication with her for long periods of time and is worried for her safety. Bobbie is worried because she spoke to her neighbor in Union City Billy Cole. Billy informed Bobbie that Joseph was going to have Kaylee jumped along the way and leave her at a rest stop. Penny Zeller is the mother of Kaylee and stated she was there at 305 Victoria the day that Kaylee left. Bobbie and Penny stated that Kaylee was last seen wearing black leggings, a grey jacket, and a blue and white beanie hat. Kaylee left in a gold 2000 Toyota Corolla bearing Tennessee BGM4889. Penny stated that she had spoken to Sonja Smith on Facebook, Sonja stated that Kaylee and Joseph never arrived at her residence and was expected to arrive around 5:00 PM on December 17th. Neither Joseph nor Kaylee has a working cell phone and only communicate through Facebook messenger and 3rd party texting apps. Union City Police department attempted to make contact with Billy Cole at 208 Taffy Court but were unsuccessful. Both Penny and Bobbie completed witness statements, which will be attached to this report. A BOL has been sent out to Darke County and surrounding counties to check the welfare on Kaylee. PO also contacted Campbell County Sheriff’s Office in Tennessee and the BOL was sent to their county as well.
