PO made contact with the complainant, Christopher Brock, and his 14-year-old daughter who will be referred to as CV (Child Victim). Christopher explained that he and the CV live at 209 East Main Street; the Towne House Motel room #108. Christopher stated that his daughter has an active CPO (Civil Protection Order) against an 18-year-old male. Christopher stated that while he was at work today the CV texted him stating that the male had just walked by the motel, where he knows they live. Upon speaking with the CV, she stated that while she was home alone today around 3:45 PM, she watched the male walk by. The CV stated that he was walking alongside the Towne House building on the east side of Walnut Street. The CV stated the male was wearing a black or blue hoodie with black pants on. The CV stated she was able to positively identify this male to be this male. The CV then continued and stated that earlier today, she was notified by another female juvenile friend that the male had sent a Snapchat picture of CV yesterday. The CV stated that this friend told her that on yesterday’s date, the male sent a picture of CV as she walked back into her motel room. The friend stated that the male then sent this picture to a group chat they were all in with the words, 11 send to 911. 11. PO then made contact with the Towne House Motel staff. Staff allowed PO to review camera footage earlier in the day. Upon reviewing camera footage from 3:30 PM to 5:00 PM, the male is never seen walking on Walnut Street next to the motel, as the CV originally stated. After reviewing this footage and advising the CV and her father that the male is never seen walking, the CV stated she did not remember exactly what time this occurred. The CV stated that all she remembered was it being a quarter till the hour that it happened. PO then made contact with the male at his current address, 5436 State Route 49 South: the Stardust Motel. The male stated he was never walking in that area and had not left his motel room that day. He stated he has not had any form of recent contact with the CV. He stated that he made the CV’s juvenile probation officer aware of ongoing issues multiple days prior to this in reference to the CV attempting to contact him. The male allowed PO to see his Snapchat account and access the group chat in question. He showed that there are approximately 50 members of this chat and that he does not know most of them. He denied taking any photos of the CV. He then removed himself from this group chat in PO’s presence. The CV and her father both completed written statement forms. The CV’ s father completed a victim’s rights form on the CV’ s behalf. A confidential disclosure of information form was also completed for this incident. Due to conflicting stories and lack of evidence, there will be no charges at this time.
