Animal Problem
On February 25, 2024 at approximately 7AM police was patrolling in the area of Virginia Avenue where PO spotted a dog of black and grey color. The dog appeared to be a Australian Shepherd, running through yards in the area of Virginia Avenue and Ludy Street. As PO approached the dog, the dog ran south along Virginia Avenue and stopped at 127 Virginia Avenue. The dog then started barking and the garage door opened where the dog went inside. PO made contact with Kylee Holbrook who stated the dog lives there but Carlton Nusbaum was the owner and he was out looking for the dog. Carlton already has been warned by another Officer for dog at large on January 24, 2024. PO wrote a citation for Carlton for animal at large. On February 26, 2024 at approximately 1:29 AM, PO made contact with Carlton where he stated it was his dog and described the dog with the description listed. PO then served the citation and gave Carlton his copy on February 26, 2024
Drugs
On February 25th, 2024, at approximately 7:15 hours police was dispatched to 419 W. Fourth Street in reference to a wanted subject. The complainant advised she knew Thomas Lee to have an active warrant. The complainant advised that Thomas was at her residence. Through LEADS/NCIC it was confirmed that Thomas did have an active warrant. Police arrived on scene. The complainant, Jackie Lee, arrived on scene and let police into the residence. Jackie gave permission to search the residence for Thomas. Police located Thomas who was taken into custody and arrested. Thomas was mirandized and searched incident to arrest. While searching Thomas PO located a baggie inside his left jacket pocket. The baggie contained an unknown crystal substance. The substance had the appearance of methamphetamine. Thomas was taken to the Darke County Jail reference report “225”. This case will be sent to the Darke County Prosecutor’s office pending lab results.
Theft
On February 27, 2024 at approximately 10:36 AM police responded to 632 Martin St. in reference to a theft complaint. PO made contact with the complainant/victim Kaitlyn Werling. Kaitlyn advised that Luke Edwards has been staying with her since February 25th. Kaitlyn advised that last night at approximately 8:30 PM she asked Luke if he would be willing to babysit her 3 year old daughter, who will be referred to as CV (Child Victim). Kaitlyn stated that Luke was excited to babysit and wanted to spend time with his niece. At approximately 9 PM Kaitlyn’s friend Lester Bergman picked her up from the residence and the two left for Dayton while Luke stayed with the CV. Kaitlyn stated at approximately 2AM this morning, she and Lester returned home to find the CV home alone watching her tablet. Kaitlyn immediately checked the house for Luke and was unable to locate him. She then attempted to call him several times which he did not answer. Kaitlyn also stated that in her bedroom she found her underwear drawer open, with $900 cash, multiple pairs of bras and panties and 2 IPhones missing. Kaitlyn does not have the serial numbers for the phones and advised they do not work. Kaitlyn stated that the $900 was in increments of 50s and 20s and that she had verified it was there prior to leaving at 9PM. She advised Luke was aware of the cash being in that spot due to them discussing that it was to be used for her rent. Kaitlyn advised there are no cameras inside or outside the residence, and that no one else was supposed to be in the house. Kaitlyn escorted PO to the room where Luke had been staying. She opened a nightstand beside his mattress to find a smoking pipe and a white powdered substance laying on a piece of glass. Both the substance and pipe were seized as evidence. Kaitlyn filled out a written statement and victim’s rights form. Lester Bergman was contacted in reference to this incident and he advised he would come to the Greenville Police Department to fill out a written statement. Photos were taken of Kaitlyn’s dresser drawer, where her belongings were stolen, and from the drawer where the powdered substance and pipe were located. A misdemeanor citation was filled out for Luke, reference child endangering and is to be served when he is located. Teresa Maples from CPS was made aware of this incident. An officer from Muncie PD was contacted to attempt to make contact with Luke at 624 West Jackson St. in Muncie, but contact was unable to be made. This citation will be put into the briefing log to be served when Luke is located. Luke is also to be trespassed from this address when located. This case will need further investigation reference the theft and drug possession charges.
Theft
On 02-29-24 at 4: 10 PM police was dispatched to 112 Surrey Ln on a theft not in progress. Michael Morrison called saying he received an email with a photo, that his package was delivered to the neighbor’s house. Once at Michaels house he stated that the neighbor, Beth Kendrick, gave the package back but it had been opened with items missing. Michael said when he went back over to confront Beth she told him she didn’t have the two missing kids t-shirts. PO spoke with Beth who stated that her young daughter opened the package not knowing it was Michaels. Beth allowed PO to enter the house and look around but PO was unable to find any missing shirts. PO advised Michael that Beth stated she doesn’t have the shirts and there isn’t any proof to show that Beth took them. PO advised Michael to contact the company to see if they will give him a refund. Michael wanted the incident documented.
DUI
On March 1, 2024 at approximately 12:27 AM, the Greenville Police Department received an anonymous complaint stating Paul Daugherty, DOB: 10-28-1981, was extremely intoxicated and in the process of leaving Sloopy’s Bar in Daugherty’s vehicle. Daugherty’s vehicle was described as a 2010 red, Kia Forte, bearing Ohio registration JHT8196. Police responded to the complaint, a SGT traveling to the scene via Wagner Avenue and a PO traveling to the scene via North Ohio Street. At approximately 12:57 hours, PO observed the involved Kia Forte being operated southbound on North Ohio Street at Cambridge Avenue, in which the vehicle’s front passenger side headlight was not operational during the required times per Ohio Revised Code 4513.14(A). PO proceeded to perform a U-Turn in an attempt to follow the suspect and upon completing the U-Turn, the Kia Forte turned right onto westbound East Main Street and then proceeded to park in the parking lot of Speedway gas station, 201 Wagner Avenue. Due to the distance from the cruiser to the Kia Forte, PO was unable to observe any type of driving violations prior to the vehicle being parked at Speedway. Police decided to wait for the Kia Forte to leave the Speedway parking lot. At approximately 1:53 AM police observed the involved Kia Forte back out of a parking spot at Speedway gas station, exit the parking lot, continue westbound on East Main Street and then westbound on East Park Drive. PO was not able to draw near to the Kia Forte until the vehicle stopped at the four way intersection of East Park Drive, Wilson Drive and East Harmon Drive. The operator of the Kia Forte, later identified as Paul Daugherty, proceeded to turn right onto East Harmon Drive, which also enters the Greenville City Park area. Daugherty did not utilize the vehicle’s right turn signal to indicate Daugherty was intending to perform a right turn until the vehicle was stopped at the stop sign, which is a violation of Ohio Revised Code 4511.39(A). After completing the right turn onto East Harmon Drive, Daugherty continued northbound on East Harmon Drive and then entered the parking lot of Greenville City Park Band Shell, 785 East Harmon Drive. The Greenville City Park Band Shell parking lot is governed by the Greenville City Park hours, which indicates the Greenville City Park is closed from 11 PM to 6 AM. A sign depicting the park hours is erected at the intersection of East Park Drive, Wilson Drive and East Harmon Drive. Daugherty was in the process of stopping/parking the Kia Forte in the parking lot as PO simultaneously activated the cruiser’s overhead emergency lights. Upon parking the vehicle, Daugherty immediately exited the driver’s compartment of the Kia Forte. Upon making contact with Daugherty, PO noticed an odor of an alcoholic beverage on or about Daugherty’s person, Daugherty had glassy-bloodshot eyes, slurred speech and Daugherty’s movements appeared to be lethargic. Upon inquiring if Daugherty had consumed any alcoholic beverages, Daugherty stated “no, I just had a Redbull at the gas station”, which PO could also smell the odor of Redbull or similar drink on or about Daugherty’s person. With Daugherty being observed operating a motor vehicle and with indication Daugherty was under the influence of alcohol, PO requested Daugherty to perform a series of Standardized Field Sobriety Test(s). Daugherty stated he refused to perform the test( s) and further stated “I don’t trust how you’ll use them.” PO proceeded to place Daugherty under arrest for OVI by securing Daugherty in handcuffs and Daugherty verbally indicated the placement of the handcuffs were not an issue. PO searched Daugherty’s person, incident to arrest and no items of contraband were found. PO transported Daugherty to the Greenville Police Department. At the Greenville Police Department, Daugherty was read/shown BMV 2255 form. After reading the BMV 2255 form and advising Daugherty of the consequences of a refusal or positive test, PO requested Daugherty provided a breath sample to determine the concentration of alcohol in Daugherty’s blood. Daugherty verbally indicated he refused to provide a breath sample. PO issued Daugherty traffic citation #G53291 for OVI and misdemeanor citation GM022949 for being in the Greenville City Park during prohibited hours. Daugherty was also provided a copy of the BMV 2255 form and was informed his driving privileges were immediately suspended due to an Administrative License Suspension. Daugherty was released to Christopher Kunkel. The Kia Forte remained parked in the Greenville City Park Band Shell parking lot. A DVD copy containing cruiser video depicting the Kia Forte being operated without an operational passenger side headlight and a separate video depicting the traffic stop, were submitted to the Greenville Police Department’s property room as evidence. Daugherty has the following prior OVI convictions: 10-11-2021 OVI, 07-06-2016 OVI, 10-30-2012, 07-26-2011, 09-20-2010
Wanted Person
On March 2nd, 2024 at approximately 9:25 AM police went to 205 Walnut Street to attempt to locate Diego Rodriguez Chamay who has a misdemeanor warrant through Greenville. PO made contact with Diego. Dispatch confirmed the warrant. PO placed Diego in handcuffs and placed Diego into the back seat of my cruiser and transported him to the Darke County Jail where he was released to Jail Staff.
Wanted Person
On March 2nd, 2024 police was dispatched to 1501 Wagner Ave Greenville, Oh on a wanted person call. Officers spoke with the complainant who advised she recognized Matthew Saintignon and that he had a parole warrant. Dispatch advised Matt was in Walmart, by the book section. Once arriving at the book section officers were able to recognize Matt. His ID was ran through dispatch to confirm it was him. Once dispatch got the confirmation on the warrant Matt was placed under arrest and transported to the Darke county Jail, where he was incarcerated with no bond.
