Vandalism

On March 24th, 2025 at approximately 0957 hours, I was dispatched to 888 Russ Road (Wayne Crossing Apartments) Greenville, Ohio 45331 in reference to a report of vandalism. Upon my arrival I spoke with the property manager Teresa Driver. Teresa stated she was made aware by Shawn Lambert (Garland) that a female, later identified as Stefanie Campbell, had hit the mailboxes several times with a baseball bat on Saturday March 22nd, 2025. Teresa reviewed security camera footage and observed a black town and country van pull up next to the mailboxes. Teresa observed Stefanie exit the vehicle carrying what appeared to be a baseball bat. Teresa stated while watching the footage she witnessed Stefanie stand in front of the mailboxes for a few moments before bringing the bat up into the air and striking the mailboxes several times. Teresa then went outside to assess the damage. Teresa then advised Stefanie was recently evicted from her apartment at Wayne Crossing. After reviewing the footage myself I observed a van that matches the description of the van Stefanie is known to drive. I observed a female exit the vehicle with a bat. The female matches the physical description of Stefanie. I can attest to this due to the fact I have spoken with Stefanie in the past and have seen her on multiple occasions. I spoke with Shawn Lambert who advised me of the same information she advised Teresa of prior to my arrival. I took pictures of the damaged mailboxes (please see photo log for further). Teresa and Shawn both filled out witness statement forms and Teresa filled out a victim’s rights form on behalf of Wayne Crossing. All forms will be attached to this report. Stefanie is currently at large and will be issued her copy of the citation for criminal damaging when she is located.

Trespassing

On March 24th, 2025 at approximately 1156 hours, I was dispatched to 1317 Wagner Avenue (Miss Bubbles) Greenville, Ohio 45331 in reference to a report of trespassing. Upon my arrival I spoke with the property owner, Allison Dynes. Allison stated on March 13th, 2025 Carolyn Brewer was given an official warning for trespassing on the property. This was confirmed in the Police Department database that Officer Joseph Wolfe issued this warning. When Allison arrived to work on the 24th, she observed Carolyn in the parking lot of the business in a red Monte Carlo which Carolyn is known to drive. Allison stated Carolyn has been given several chances and will not leave Allison or the business alone. Allison also advised he had video surveillance footage of the incident. Carolyn had left the property prior to my arrival. Allison then received a phone call from her maintenance man stating he was behind Carolyn on the roadway near Casey’s and Benden Way which is close to Miss Bubbles. I started to make my way there in an attempt to locate Carolyn. Dispatch then advised Allison had called back stating Carolyn was in the parking lot of Somakablez which is directly to the West of Miss Bubbles. I arrived back in the area and made contact with Carolyn in a red Monte Carlo. I asked Carolyn if she was at Miss Bubbles today to which she stated, “Yeah, I wanted to see if there was anybody in there so I could do my laundry.” I advised Carolyn she had been trespassed from the property once before and she replied, “Yeah.” while shaking her head in an upward and downward motion as if she understood. I asked Carolyn why she returned to the property if she was aware that she had been trespassed. Carolyn responded by saying, “Where do I do my laundry?”. I told Carolyn there were multiple other laundromats in the area and she could go to any of them but she was not allowed to return to Miss Bubbles. I advised Carolyn she would be receiving a citation for Criminal Trespass and that she was not free to leave. I returned a few moments later and issued Carolyn her copy of the citation and advised Carolyn of her mandatory court date and time. I then returned to Miss Bubbles to speak with Allison. I spoke with Allison after issuing Carolyn her citation. Allison showed me video footage of this incident. While reviewing the footage I observed Carolyn walk into Miss Bubbles. Allison filled out a witness statement form and victim’s rights from on behalf of the business. Allison also advised Carolyn has messaged her several times about the laundromat. Allison advised Carolyn had been seen sleeping in the laundromat on several occasions and has also told customers that Carolyn is the owner of the business. Carolyn was advised not to return on the property. The forms Allison filled out will be attached to this report

Overdose

On March 26th, 2025 at approximately 1433 hours, P.0. Hall and Sgt. Raffel were dispatched to 527 Birt Street Greenville, Ohio 45331 in reference to a male who had overdosed. I was in the area at the time, so I also responded to the scene. Upon my arrival I observed a female, later identified as Krystal Royster, in the doorway of the above listed address. I asked where the male was and who he was. Krystal stated his name was Jeffrey Royster and that he was in the bathroom unresponsive on the toilet. I asked Krystal if anybody else was in the residence and she advised there were a few other people all in the kitchen away from the bathroom. I made my way into the bathroom and observed Jeffrey on the toilet leaning back against the shelf above the toilet. Jeffrey’s head was down, and his eyes were shut. Upon entering the bathroom, I observed in plain view orange caps on the counter by the sink commonly seen with needles. I also observed what appeared to be a black cloth eyeglasses case next to the orange caps. Krystal advised Jeffrey still had a needle in his hand and that’s when I observed Jeffrey’s left arm dangling in between the toilet and bathtub with a needle still in hand. I cleared some household items out of the bathroom in an attempt to get in the tub so I could secure the needle. I called Jeffrey’s name out several times and tapped him on the shoulder, however, he was not responding. P.0 Hall then arrived on scene and assisted with removing the needle from Jeffrey’s possession. Once the needle was secure, I began giving Jeffrey sternum rubs in an attempt to get him to respond. During this I observed Jeffrey to have a few very shallow breaths. Krystal advised Jeffrey was in the bathroom for half an hour before she was able to witness him slumped over the toilet. Greenville Township Rescue arrived at the scene and administered Narcan to Jeffrey. While moving Jeffrey from the bathroom to the front room of the house I observed Jeffrey opening his eyes and I advised Rescue personnel he was awake. While Rescue was speaking with Jeffrey in the front room of the residence, I went back into the bathroom to secure the paraphernalia I observed. While speaking with Rescue Personnel, Jeffrey denied the use of any drugs and was not able to explain why he was unresponsive. Jeffrey gave officers consent to search him and his belongings. P.0. Hall searched Jeffrey’s coat which Jeffrey was not wearing at the time while I searched Jeffrey’s person. I located drug paraphernalia in Jeffrey’s wallet including a white plastic bag with an unknown green powdery substance and a piece of tin foil with burnt residue on the inside. I also located an unused needle in the eyeglasses case with two straws, both of which had residue on them. Jeffrey was transported to Wayne E. R. by Greenville Rescue. I arrived at the hospital a short time later with Jeffrey’s belongings. Jeffrey was speaking with hospital staff when I arrived and he was refusing any type of medical care. Jeffrey admitted he did use a substance to take away the pain but was not purposely trying to overdose or kill himself. Jeffrey later admitted to using heroin in the past and that he used it at the above-listed address prior to officer arrival. Jeffrey stated he uses it three times a week and that it helps with the pain. While speaking with Jeffrey in the E.R. he dozed off multiple times. Jeffrey could not stay awake long enough to answer my questions and the more I would wake him up the more he was stating he did not want to be in the hospital and the more irate he became. I read Jeffrey the Qualified Immunity Form and filled out all of the information for him. I then gave Jeffrey a copy of it and advised I would be in touch with him reference potential immunity or charges being filed against him. Jeffrey was later discharged from Wayne E. R. and was sent on his way. I returned to Greenville PD with the drug paraphernalia. I took photos of everything I collected for evidence and placed it all into property (Please see photo log for further). At this time, I have nothing further to report pending Jeffrey seeks professional help in accordance with instructions for Qualified Immunity.

Theft (not in progress)

On March 27, 2025 at approximately 1036 hours, I was dispatched to 503 Washington Ave in reference of a theft that had occurred in the backyard. Upon arrival I spoke to Victim, Dakota Yount. Dakota said an unknown person had entered the backyard of 503 Washington and stolen 12 boxes of flashing. The flashing is aluminum and is in 24’x50′ rolls. The 12 boxes of flashing amounted to around $1500. 00 dollars. Dakota said the boxes were in the back yard between boxes of siding and the house. Dakota said he and his crew are working on the house to sale and no one currently lives there. Dakota said the flashing was last seen on Tuesday 03/25/25 around 1600-1700 hours which is when the crew left for the day. I checked the area and the only camera I observed was at 507 Washington. 507 Washington has fire damage and is currently vacant. I checked with the homeowner and he advised 507 has no power and so the camera does not work. I currently have no leads on this case.

Wanted Person

On March 28th, 2025 at approximately 1127 hours, I was dispatched to 724 Hiddeson Avenue in the city of Greenville reference a fight that had occurred. Dispatch advised Paul Deal and Ethin Hoffman had been fighting but were now separated. I had prior knowledge that Paul had an active warrant for his arrest through the Darke County Sheriff’s Office for a probation warrant on a drug charge. Upon my arrival, I observed Christal Cole walking towards the residence in the back yard. I exited my police cruiser and asked her where Paul was. Christal stated she did not know where he was but pointed to the listed Chevy Cargo Van parked in the yard off of the alley indicating Paul was in the van. The temporary license T696483 displayed in the back window of the van was ran through LEADS/NCIC via GPD dispatch who advised the van returned to Christal and that she had an active warrant for her arrest through the Darke County Sheriff’s Office for a probation violation on a drug charge. Christal was advised of her warrant and placed under arrest and detained in handcuffs which were double locked and gap checked by P.0. Nibert. Christal was searched incident to arrest and no contraband was located. Officers surrounded the van and I gave Paul commands to exit the vehicle. After several minutes, Paul exited the vehicle and was placed under arrest and detained in handcuffs which were double locked and gap checked. Paul was searched incident to arrest and no contraband was located. Paul was asked what had happened during the fight with him and Ethin which Paul advised nothing really happened and he did not want to speak about it. Contact was made with Ethin and he advised he did not want anything done about the fight. I transported Paul to the Darke County Jail where he was incarcerated for his warrant. P. 0. Nibert transported Christal to the Darke County Jail where she was incarcerated for her warrant. The backseat of police cruiser 1937 and 1944 was checked prior to and after transport and no contraband was located. Nothing further.

Agency Assist

On March 28, 2025, at approximately 1730 hours, I responded to the area of US Route 127 Sand Kruckeberg Road in reference to an agency assist with the Darke County Sheriff’s Office. Prior to my arrival, at approximately 1725 hours, Darke County Dispatch advised their deputies that a blue Ford F-150 was traveling north on US Route 127 from I-70. Dispatch advised that this vehicle was driving approximately 100+ miles per hour in the southbound lane. Dispatch advised that, per multiple complainants, this truck had heavy damage and may have been involved in a crash on I-70. P. 0. Wolfe and I heard this radio traffic and began to make our way towards US Route 127. At approximately 1732 hours, dispatch advised that this truck had caused a multiple vehicle crash at the intersection of US Route 127 and Kruckeberg Road. Approximately 1 minute later, P.O. Wolfe arrived on scene of the accident and stated that the driver of the truck was in the ditch and running westbound on foot towards the St. Mary’s Catholic Cemetery. This male would later be identified as Andrew Leininger. Upon my arrival on Kruckeberg, I drove northbound through the grass, towards the cemetery. While enroute, P.0. Wolfe advised that Andrew was now at the cross statue located at the south east corner of the cemetery. Upon reaching the driveway of the cemetery, I was able to see Andrew standing on the cross statue. Upon exiting my cruiser, I began yelling to Andrew for him to get off the statue and to show me his hands. I was approximately 250 feet away from Andrew at this time. Andrew continued to move back and forth on the statue and continued yelling while waving his hands. Andrew appeared to be looking for an exit to the cemetery. Due to Andrews erratic behavior and movements, I drew my firearm and began walking towards Andrew to keep him in my line of sight. I continued yelling commands for Andrew to get off the statue and to lay in the grass. As I approached Andrew, he jumped off the statue and got down on his knees just north of the statue. I continued yelling for Andrew to show me his hands. As Andrew was on knees, he placed his hands on top of his head and continued to yell, “shoot me in the head.” I began asking Andrew if he had any weapons on him, to which he continued to yell “you’ re gonna eat me.” I then yelled for Andrew to lay down on his stomach and place both of his arms out to his sides. As Andrew laid down, he continued yelling incoherently. As Andrew laid down, I began to position myself behind him. At this time, I could see P.0. Wolfe running towards us on the other side of a wire fence. I continued to yell commands at Andrew and told him not to move. As P.0. Wolfe approached, I saw that he drew his firearm towards Andrew. At this time, I holstered my firearm and approached Andrew, who was laying in the grass on his stomach. As I began attempting to handcuff Andrew, Andrew tensed his body and began telling me not to shoot him. As I grabbed Andrew’s left arm, he began actively resisting. I told Andrew multiple times to put his hands behind his back, which he did not. Andrew began pulling his left arm under his body and told me to kill him. I told Andrew that he was under arrest and to stop resisting. Andrew continued actively resisting. P.O. Wolfe then jumped over the wire fence and told Andrew that he was going to be tased. Andrew then began to comply with our directions and I placed his left wrist into a handcuff. While attempting to handcuff Andrew’s right wrist, he began actively resisting again and P.O. Wolfe deployed his taser at Andrew. Upon Andrew being tased, he became compliant and was fully handcuffed. I then searched Andrew incident to arrest, with nothing but a pocket knife located. Darke County Deputies arrived on scene and assisted Andrew to his feet. Deputy Joseph asked Andrew when the last time he used was and Andrew stated, “just now.” Deputy Joseph then asked Andrew what he used and Andrew replied, “I used methamphetamine and fentanyl.” Deputy Joseph then read Andrew his Miranda Rights, which he stated he understood. After photos were taken of Andrew, he was placed into the backseat of Deputy Joseph’s cruiser where he continued to be combative. A use of force report was completed for this incident. P.0. Wolfe was injured in reference to this incident and transported to Wayne Hospital by our department. Andrew was transported to Wayne Hospital by Darke County Deputies, and was later transported to the Darke County Jail. The used Taser cartridge was placed into property at the Greenville Police Department. The Darke County Sheriff’s Office will be handling charges in reference to this incident. Please see P.O.
