Traffic Offense – Pursuit

On May 5, 2024, around 2:25 AM, police was advised of a motorcycle speeding into town on State Route 49, by a Sergeant of the Darke County Sheriff’s Department. Around 2:28 AM PO located a dark colored sports motorcycle with a headlight and a side light on the right side; a few inches behind the headlight. The motorcycle operator had on thick padded clothing and a dark helmet. PO turned around on the motorcycle at Pine Street and Sweitzer Street to see if there was probable cause for a traffic stop. By the time PO was able to turn around the motorcycle was approximately a block and a half ahead of him. The motorcycle did not appear to have a license plate light or a license plate but PO could not tell at the distance. PO attempted to close the distance between himself and the motorcycle while obeying traffic laws. At Walnut Street and East Fourth Street, PO was in view of the motorcycle as it ran the stop sign at East Third Street. PO activated the overhead emergency lights to stop the motorcycle for the violation. The motorcycle did not stop, driving eastbound onto East Main Street. PO turned onto East Main Street and activated the sirens, also indicating for the motorcycle to stop. The motorcycle sped up and was approximately 4 blocks ahead of PO as PO turned onto East Main Street. PO pursued the motorcycle as it turned northbound on Wagner Avenue. The motorcycle turned again, eastbound, onto East Russ Road. The motorcycle was now approximately a quarter mile ahead of PO; the pursuit was terminated. Darke County Sheriff’s Department was notified of the motorcycle. PO has no suspects of the driver at this time. See pursuit report. The pursuit took approximately 3 minutes reaching a top speed of 80 m. p. h., traveling approximately 1.7 miles.

Disorderly Conduct

On May 7, 2024 at approximately 10:26 PM police was dispatched to 633 North Broadway Street in reference to an instance of disorderly conduct. PO made contact with complainant, Emily Fetters who stated she had a been involved in a physical confrontation with an unknown woman. Emily and her partner, Kevin Siefring stated that at approximately 10:00 hours while crews were clearing the roads after the recent tornado, they observed an unknown woman in the roadway near one of the crews. They stated they believed the woman was getting in the way of the crew so they yelled from their yard at the woman to get out of the roadway and to go home. Emily and Kevin stated that as a result the woman confronted them in their yard which resulted in Emily being punched and pushed down before the woman left the area. Emily stated she had pain as a result of the incident but refused medical treatment. Emily completed a victim rights form. Emily and Kevin both completed witness statements that will be attached to this report. Witness Wyatt Trissel stated he had observed a portion of the altercation and recognized the unknown woman now known to PO as Amber Shepherd. Wyatt observed Amber go to the residence located at 706 North Broadway Street. Additional Officers went to the residence at 706 North Broadway and made contact with Amber while PO continued to conduct the investigation. Wyatt stated he heard a commotion and then observed Amber confronting Emily in her yard. Wyatt stated he observed Amber push Emily as well as “throw some punches” at her. Wyatt then observed Amber leave the scene of the incident and return to her residence. Wyatt completed a witness statement. PO made contact with Amber outside her residence while she was completing a witness statement for the other Officers. When asked Amber stated she had left her residence and walked down the street to assess the damage the tornado had created to the neighborhood. While she was assessing the damage Emily yelled at her to “go home” and “stop being nosey in her neighborhood”. When Amber confronted Emily, Keith pushed her in the chest with his fingers followed by Emily pushing her as well. Amber stated she pushed Emily back and then left the area to return to her residence. Amber completed a witness statement. Amber was with her son/witness, who confirmed what had occurred at the incident. No physical injuries were observed on any of the involved parties though Emily had mud on one of her legs. Emily’s cell phone appeared to have damage to the bottom portion of its screen as a result of the incident. Emily stated that there had been an additional witness who was a Darke County Sheriff Deputy but when he was asked he denied having been present during the incident. Contact was made with the Emily via telephone at a later date who again stated she wanted to file charges against Amber for the incident. Emily was advised that all parties will receive citations as a result of the incident. On May 12, 2024 at approximately 7AM PO went to the residence located at 633 North Broadway Street to serve the citations to Emily and Kevin per a prior arrangement to meet there at that time. Contact was unable to be made with Emily and Kevin at the residence or by telephone. A business card was left at the residence advising them to schedule a time to meet or to come to the Police Department so their citations can be served to them. Contact was again made with Emily via telephone at a later date and she advised she did not want to pursue charges anymore after all citations had already been completed pending being served. Citations have been served to all involved parties who were given their copy of the citations and advised of their mandatory court date. The disorderly conduct charges enhance to a misdemeanor of the fourth degree due to the incident occurring in the presence of an authorized person that was engaged in their duties at the scene of a disaster/emergency.

Misc Complaint

On May 14, 2024, the complainant, Allison Franklin, came to the Greenville Police Department to report her 2020 Harley Davidson motorcycle as stolen. Upon contact with Franklin, she reported her ex-boyfriend, Jonathan Houdeshell, has the motorcycle and he is refusing to give it back to her. Initial investigation revealed the motorcycle is titled/ registered to Allison and the loan for the motorcycle is also in her name. PO contacted Houdeshell on the phone and he advised he was not giving it back because he has been making the payments on the motorcycle and he believed it to be a civil matter. PO advised Houdeshell that if he did not return the motorcycle by the following day, 5-15-24. that PO would be doing a report and forwarding it to the Darke County Prosecutor’s Office for review and charges. On 5-15-24, Allison Franklin contacted PO and advised the motorcycle had been returned. Nothing further.

Welfare Check

On May 16th, 2024 at approximately 11:12 PM police was dispatched to 334 South Broadway St in reference to a welfare check. Before arrival caller stated that a female was sitting by Bach to Rock Music hitting her head with her hands very aggressively, The caller stated that the female was screaming saying she wanted to die and or kill herself.  PO observed Cheyenne Ragon walking and she matched the description the caller gave. Police previously had calls that stated Cheyenne was yelling and screaming while jumping toward on coming traffic. After speaking with Cheyenne she stated she wanted to go to the hospital, she was advised that regardless she was going do to her threats of wanting to die. After placing Cheyenne in the back of the cruiser she began to scream and started to bang her head off the back of the cruiser partition. Cheyenne also stated the medications never work and that when the hospital prescribes them to CVS she tries to pick them up but they’ re never there. Once at Wayne Healthcare an application for Emergency Admission was completed for Cheyenne. Cheyenne and her bag was checked for any drugs with none being found. The paperwork and Cheyenne’s belongings were given to Wayne ER and the security advised officers that they could handle it from there.

Violating Protection Order

On May 21, 2024 at approximately 11:04 PM police was dispatched to 1199 East Russ Road apartment #D9, in reference to a 911 hang up, later discovered to be a CPO violation. Brad Smith answered the door with his right hand holding his left arm. His left arm was dripping blood, and his upper left back had a deep laceration on it. Brad stated that he had fell in the shower breaking the soap holder, cutting his left forearm and back. Brad stated that he had Rachel Quinn call 911 for him. Rachel was inside the residence and stated that she called 911 due to his injuries. Brad showed PO the shower which had a broken soap holder, along with large amounts of blood from his injuries. Both Brad and Rachel stated there was no altercation between the two of them and the injuries to Brad were a result of Brad falling in the shower. After escorting Brad downstairs and out of the apartment complex, PO had dispatch run Brad through LEADS/NCIC where it was discovered that there was an active protection order against Brad and the protected person was Rachel Quinn. The protection order was filed on January 29, 2024. The protection order stated that Brad is not to be within 75 yards of Rachel, or enter the residence of 1199 East Russ Road apt. #D9. Brad was served a copy of this protection order on January 30, 2024 by the Darke County Sheriff’s Office. Brad was transported to Wayne Healthcare by Greenville Township rescue, to be treated for his injuries. A CCH on Brad was run through dispatch. Brad has no prior convictions of protection order violation. When released from Wayne Healthcare, Brad is to be served his citation and taken to the Darke County Jail where he will be incarcerated for protection order violation ORC 2919. 27 (A)(l). Rachel Quinn stated that she did not want to fill out a witness statement, or a victim’s rights form.
