Junk Vehicle
On 7-7-23 police located two pickup trucks, a 1997 Red Dodge Dakota and a Red Chevy truck, parked at the property at 316 Elm St. in the rear driveway off the alley. Both vehicles appeared to not have been driven in a long time and not operational. No one answered the door to the residence. Police located a phone number for the owner, Mr. Mills and left him a voicemail. Mills was given 15 days to have the vehicles operational or stored properly. Police will check the property on 7-24-23. It was later learned a Daniel Hall owns the vehicles and his daughter rents the property from Mills. Mills will contact Hall about the issue. SSD Delk and zoning were emailed about this incident.
Suicidal Threat
On July 10, 2023 at approximately 8:33 AM police was dispatched to 5185 County Home Road; Darke County Jail in reference to an inmate making suicidal threats that needed transported to Wayne Hospital. While being dispatched police was informed by a Sgt that staff from the jail told him that the involved person; Robyn Newberry had told them that she wanted to commit suicide and was currently on suicide watch. Robyn was placed in jail the previous night for fleeing from police during a traffic stop. Staff also advised the Sgt that Robyn was being released from jail but needed transported for the suicidal threats she had made. Upon arrival at the jail police observed Robyn yelling and being hostile towards the jail staff. Police placed Robyn in handcuffs and Robyn was transported to 835 Sweitzer Street; Wayne ER where she was taken to be evaluated for her suicidal threats. During transport and after arrival at Wayne ER Robyn stated that she had never said that she wanted to commit suicide and had no intention of harming herself. Upon arrival to Wayne ER Robyn was released from handcuffs due to her calming down and not under arrest or there being a safety concern with her hostility anymore. Robyn also stated to hospital staff and the police that she was not going to give blood or urine because she was not suicidal or wanted to harm anyone. Through further investigation with the jail, speaking with hospital staff, other police, and no admission from Robyn, it was determined that there was not enough to complete the emergency admission form for her to be evaluated against her will. Robyn was released from Wayne ER and her property was returned to her. Robyn stated to police that she wished to walk home from the hospital. Police advised Robyn to contact the Police Department if she needed any assistance or had questions. There is no further at this time.
Vandalism
On 07/11/2023 at approximately 12:33 am Police responded to 801 Spring Street in reference to criminal damaging and theft. Police spoke to complainant/victim, Christina Neels of this residence. Christina advised on this date shortly prior to her calling Greenville Police Department at 12:33AM she observed Russell Bolin puncturing four tires on her 2003 Chevy Trailblazer. The Chevy Trailblazer was parked in a private drive on the south side of Christina’s residence. Christina was unsure of the item Russell used to puncture her four tires but believed it was a knife. Russell then took Christina’s orange beach cruiser style, unknown brand, bike off her front porch and left the area riding the bike. Russell did not have permission to take the bike from Christina’s porch. Russell is upset because he and his girlfriend, Taylor Sullenbarger, broke up and Taylor is staying at 801 Spring Street with Christina. Christina completed a witness statement. The area was searched for Bolin by officers and officers were unable to locate Bolin. Bolin will be cited for criminal damaging and theft when he is located. Christina was advised the process to obtain a protection order. Photographs were taken of the slashed tires. On 7/12/2023 police observed Russell Bolin riding the stolen bike belonging to Christina. Russell was subsequently arrested for obstruction. Russell was served a citation for theft and criminal damaging personally by police. Plice released the stolen/recovered bike to Christina. Christina also completed a victim’s right form. Russell is currently incarcerated at the Darke County Jail.
Trespassing
On July 11, 2023 at approximately 10:33 AM police responded to 801 Spring Street reference a trespassing complaint. The complainant, Christina Neels advised Russell Bolin was standing on the front porch while knocking on the residence’s windows with his fists, asking where his ex-girlfriend Taylor Sullenbarger was. Officers previously responded to 801 Spring Street the same morning at approximately 12:33 AM, when Russell stole an orange bicycle from the front porch of 801 Spring Street, as well as punctured all four tires of a parked vehicle in the backyard with a knife. Misdemeanor citations were completed to be served to Russell for both Theft and Criminal Damaging. Christina provided a clothing description of Russell. Upon arrival to the scene, police observed Russell traveling northbound on the 800 block of Spring Street, riding the stolen orange bicycle. Russell turned around and looked at the police, before beginning to flee on the bicycle. Russell went into the alley behind 826 Spring Street, before traveling through a backyard onto Wayne Street. Police lost sight of Russell before locating him fleeing on foot on the 100 block of North West Street towards a nearby wooded area. Police observed Russell had a knife with a sheath in his back pocket. Police chased Russell on foot while ordering him to show his hands to the police. Russell stayed in the wooded area while mostly concealed. Russell stared at the police and refused to exit the wooded area. Police ordered Russell eleven times to show his hands and to lay down on the ground and he failed to comply. Police continued ordering Russell to get onto the ground, and he eventually exited the woods and laid onto the ground. Other police arrived to the scene and placed Russell into handcuffs. Russell was placed under arrest for obstructing official business and subsequently read his Miranda Rights which he stated he understood. Police then searched the area and located the stolen bicycle which was laying in the backyard of 147 North West Street. Russell was transported to the Darke County Sheriff’s Office jail where he was released to staff on a $775.00 bond. Russell was warned for trespassing from 801 Spring Street, and served three citations reference theft, obstructing official business and criminal damaging. The bicycle was returned to Taylor Sullenbarger and Christina Neels.
Trespassing
On July 11, 2023 at approximately 8:49 A police was dispatched to 537 South Broadway Street, The Coffee Pot in reference to a trespassing complaint. Police made contact with the subject, Ted Luginbuhl. It was advised by dispatch that Luginbuhl was trespassed from the palace on Saturday July 8, 2023. After speaking with Ted he advised that he was unclear of the stipulations of the trespassing and believed that he was able to go into the Coffee Pot, which is a business inside the palace at the listed address. He was explained the trespassing order to the fullest at that time and was advised he was not allowed in the building at all. Luginbuhl advised that he understood and would not be coming back to the listed address anymore. While speaking with Luginbuhl police was advised by a Darke County Deputy and Darke County Sheriff that they were currently in the process of making contact with Mental Health and also the Darke County Courts in reference to prior calls with Luginbuhl and his sporadic and aggressive behavior. Police was able to speak with Luginbuhl until Vickie Martin with recovery and wellness was able to respond to the scene. Vickie advised Luginbuhl that he needed to go to Wayne Hospital to be evaluated in reference to his mental health. Police transported Luginbuhl to Wayne Hospital were an emergency admission’s form (pink slip) was completed due to Luginbuhl advising that he was not currently taking his medication and also in part due to the prior calls of Luginbuhl believing that he has “deputized” and acting as a law enforcement officer. Vickie Martin checked the boxes on the form stating that Luginbuhl was a substantial risk of harm to himself, others, immediate risk and would benefit from treatment in a hospital. throughout the process and was left in the care of serious injury to himself, Luginbuhl was cooperative of the hospital staff.
Drugs
On July 11, 2023 at approximately 7:54 PM police responded to 725 Wayne Street reference a suspicious person complaint. Police made contact with the complainant, Mark Middlecoff. Mark stated that he was alerted by neighbors prior to the police’s arrival that a male subject wearing a black shirt and blue jeans, was on his property looking through bushes. Mark stated that he went outside and observed the male subject walking east from his property. Mark stated that he then went to the south side of his yard and observed several of his bushes to be trampled down and miscellaneous trash in the bushes. Mark also stated that he found a clear bag under a dryer vent where the bushes were, that contained an unknown crystal substance. Other police was involved in a foot pursuit with Russel Bolin earlier on todays date leaving 801 Spring Street, and lost sight of him in this area. Police then spoke to Christina Neels at 801 Spring Street, who stated that the subject was possibly Isaiah Curtis. Christina stated that Isaiah stated that Russell told him the night before that he lost his shoes in the area running from the police. Police was able to speak with Isaiah over the phone who stated that he was the subject, and he was attempting to help Taylor Sullenbarger locate Russell’s shoes that he lost the night before. Isaiah stated that Russell came to his house the night of 7-10-23 and stated he was running from the police and lost his shoes. The suspected Methamphetamine was packaged and placed into into property at the Greenville Police Department for destruction. There are no cameras in the area and nobody witnessed Russell place anything in the bush. At this time there is not enough evidence to file charges. Nothing further.
