Trash/Dumping

June 14

On 6-14-23 police located a trash violation at 322 Sweitzer St. in the alley behind the residence. Police observed a mattress and box spring at the rear of the property behind the garage. Police also located a section of plastic fence that the owner admitted was trash. Police made contact with the property owner, Seth Devone. Discussion was held about when he could clean up the trash items. He asked for 10 days. Police will check the property on 6-26-23. The SSD and Zoning were emailed and advised.

Wanted Person/Fugitive from Justice

June 15

On June 15, 2023 at approximately 2:53 AM police located a wanted fugitive in the 600 block of Central Avenue. Police was on routine patrol when police noticed a male subject walking through the alley in the 600 block of Central Avenue. The male subject was pushing a black bicycle and appeared to be going through trash cans in the alley. As police approached the male subject police immediately recognized the subject to be David Bryant. Police had prior knowledge that David has an active warrant out of the Darke County Municipal Court. Police exited the cruiser and informed David of the active warrant. Police placed David into handcuffs and dispatch ran David through LEADS/NCIC and confirmed that he has an active misdemeanor out of the Darke County Municipal Court for contempt of court no bond. David was searched incident to arrest and no contraband was located. David had a black bicycle and several bookbags in his possession at the time of his arrest. David advised that he’s staying at 722 Hiddeson Avenue with Furman Kiser. David requested that we make contact with Furman to have him retrieve David’s property. Police made contact with Furman at 722 Hiddeson Avenue and Furman advised that he would retrieve David’s property. Police then transported David to the Darke County Jail where he was incarcerated with no bond.

Trash/Dumping

June 15

On 6-15-23 police observed a mattress and other trash items at the rear parking lot of 521 E. Main St. This property belongs to Treaty Realty, owner Annette Blankenship. Police made phone calls to a phone number listed for Annette and one for the business and left voicemails at both. A trash notice was put into the mail slot at the business. An email was sent to SSD Delk and Zoning.

Nuisances/Junk vehicle

June 15

On 6-15-23 police observed a vehicle at the rear of 611 E. 3rd St. that appeared to be a junk vehicle. Police made contact with Jacque Fetters, property owner, at 611 E. 3rd St. She advised the listed 2005 Chevy vehicle belongs to her cousin’s son and the transmission is not functional. She was allowing the vehicle to be on her property. Police gave her the junk vehicle notice and she stated she would get ahold of the vehicle owner and have it removed from the property. Police will check back on 6-30-23. SSD Delk and Zoning were sent an email.

Trash/Dumping

June 15

On 6-15-23 police was advised of a trash complaint at 607 E. 3rd St. Police located trash in the rear yard of the property. Police made contact with Cassie King who rents the residence at 607 E. 3rd St. from Thompson Rentals the owner. Cassie and police walked the property showing her a mattress and multiple large piles of animal (rabbit) feces. Cassie advised she was in a severe car crash and just was cleared to go back to work and lift items. She stated she would need 30 days but was given 20 days. Police will follow up on 7-5-23. Police also made contact with Thompson Rentals and made them aware. SSD Delk and zoning were emailed about this incident.

June 15

On 6-15-23 police attempted to make contact with 333 and 333 1/2 E. 3rd St. It appeared to be vacant with no answer. Residence is owned by Thompson Rentals. Police spoke with Rentals employee Sarah by phone. Police advised her of a trash complaint at the rear of the property and that two couches sit at the rear of the property that look as though they have sat there for months. Sarah was advised that a trash notice was placed at the residence giving them 5 days to clean up. SSD Delk and zoning were notified by email.

Welfare Check

June 15

On June 15, 2023 at approximately 5:06 PM police responded to 324 Marion Drive to check the welfare of a 3 month old child. Prior to police’s arrival dispatch advised that an anonymous complainant stated that Sarah Straw and Garrett Turner, who are the child’s parents, have dirty diapers laying throughout the room the child sleeps in. Police made contact with Carol Barth. Carol is Sarah’s grandmother. Carol stated that Sarah, Garrett and the child were not currently home. Carol was able to show police the bedroom where Sarah and Garrett stay. The bedroom had dirty clothes throughout the room, but police did not observe any dirty diapers or unsanitary living conditions that would put the child’s health at risk. At approximately 7PM police again responded to the residence to speak with Sarah and Garrett. Both were advised of the complaint. Police was also able to see the child. The child was clean and healthy. Theresa Maples with children services was also notified of the complaint.

Domestic Violence

June 15

On June 15th, 2023 police was dispatched to 120 Laurel St in reference to a domestic violence complaint. While on the way dispatch advised that the victim was at the neighbor’s house and the suspect had left the area in the listed vehicle. Police made contact with the victim, Patricia Market, as well as the complainant and neighbor, Suzanne Isaacs. Police first spoke with Market and asked what was going on tonight. Market explained that on today’s date at approximately 12:00pm or 12:30pm Joseph Hakes slapped her across the face. Market explained that she wanted to leave around that time but Hakes had taken her phone. Market stated that Hakes has also slapped her three or four times before today. Market then pulled up her sleeves and showed police several bruises up and down her left and right arms. Market explained that some of the bruises on her arms are from today and some were from past days. Market stated that Hakes fell asleep and when he did she sent a text to her nephew but Hakes found out. Market said that Hakes found out she sent the text and Hakes sent a text back to her nephew saying she was alright. Market said that Hakes then yelled at her and then pushed her onto the couch. Market said she talked Hakes into going outside to smoke and saw her neighbor, Suzanne Isaacs, and yelled for her to help her and to call the police. Market explained that she met Hakes in September of 2022 and moved in with him in December of 2022 and still resides with Hakes. Market advised they were married in the eyes of God in May of 2023. Police then spoke with Isaacs who stated when she came outside of her residence at 121 Laurel St Market screamed at her to call the police. Isaacs said she went to the yard and Market told her that Hakes was hitting her. Isaac also said Hakes admitted to slapping Market this evening. Isaac stated that she then called the police. Other police checked the surrounding areas as well as put a “be on the lookout” to the county for the listed vehicle but was unsuccessful at locating Hakes. Police stayed at the residence with Market for approximately 45 minutes to an hour while she waited for her sister to come pick her up. While waiting Hakes still had not returned to the residence. A CCH was ran on Hakes and it showed that Hakes was previously convicted of two separate domestic violence’s on July 24th, 2009 and June 7th, 2014 making this domestic violence charge an F-3. Pictures were taken of Market’s injuries. Market was also given and filled out her victims rights form. Market and Isaac both completed witness statements as well.
