Theft

June 19

On June 19, 2023 at approximately 4:16 PM police responded to 1501 Wagner Avenue; Walmart reference a theft complaint. Police made contact with the complainant, Jodi Edger who is a Walmart employee. Jodi stated she observed a female subject shopping inside Walmart prior to police’s arrival. Jodi stated she observed the female select several food items and a pair of shorts while shopping, before concealing all of the items and placing them into her purse. Jodi stated the female subject then passed all points of sale before proceeding to exit Walmart without paying for the concealed items which totaled $42. 60. Jodi stated she stopped the female subject at the entrance to Walmart. Police then made contact with Diana Julian who was inside the loss prevention office. Diana admitted to stealing the items, stating that she has been struggling financially. Diana was issued a citation reference theft and advised of her court date. Diana was warned for trespassing from Walmart. All of the stolen items were returned to Walmart, but the shorts and a package of ground beef had to be disposed of which caused a loss of $24. 22 to Walmart. Jodi provided a written statement, a receipt for all items and a DVD containing video from Walmart reference the incident. Jodi completed a victim rights form.

Pursuit

June 19

On June 19, 2023 at approximately 10:20 PM while on patrol, police observed a 2022 Harley Davidson motorcycle stopped for a red light on Green Street at Martin Street facing south. Police observed the operator make a right turn onto Martin Street before crossing the centerline and traveling several feet on the wrong side of the road while traveling westbound. While on Martin Street, the operator sped up to approximately 45 miles per hour. Police observed the operator make a left turn onto North Gray Avenue, traveling southbound. The operator was playing music very loudly from the motorcycle, which police could hear from inside of the cruiser. Police activated the emergency lights and initiated a traffic stop on the motorcycle (KEB59) on Devor Street at North Gray Avenue. Upon initiating a traffic stop, the operator traveled in reverse in an attempt to reach police’s passenger side window. Police traveled in reverse before exiting the vehicle and making contact with the operator. The operator began yelling at police, stating that he didn’t do anything wrong. When police advised the operator of the reason for the traffic stop, he stated “Catch me then, Bitch” before fleeing from police at a high rate of speed. Police activated the audible siren and initiated a pursuit of the fleeing suspect. During the pursuit, the operator of the motorcycle failed to stop for a stop sign at the intersection of Devor Street and Washington Avenue, before making a left turn onto Washington Avenue without using a turn signal. The operator continued southbound on Washington Avenue while traveling approximately l00MPH. The operator failed to stop for stop signs at the intersections of Washington & Pine Street, Washington & Sater Street, Washington & Sherman Street, Washington and Fair Street, and Washington and Birt Street. The operator then lost control of the motorcycle before striking a guardrail located on the roadside between 501 Birt Street and 455 Birt Street. The operator then struck a parked sedan and a parked truck, which were both located in the driveway of 501 Birt Street. Police approached the operator and observed that he had a serious leg injury that was bleeding heavily. Police advised Greenville Rescue to respond to the scene before placing a tourniquet on the operator’s injured leg. Police then identified the operator of the motorcycle as Jason Swisher, who the motorcycle is registered to. Jason doesn’t have a motorcycle endorsement, and he wasn’t wearing a helmet. Greenville Rescue responded to the scene, and Jason became unresponsive. An emergency search was performed on Jason, and an unopened 24-oz Twisted Tea alcoholic beverage was found in his coat pocket. Jason was then transported to the Miami Valley Hospital by Greenville Rescue. Police reached approximately 60MPH during the pursuit. The road conditions were wet, it was lightly raining and there was light traffic during the pursuit. The parked sedan, the parked truck, and Jason’s motorcycle were each damaged as a result of the pursuit. Donald Smith who resides at 501 Birt Street, witnessed the incident and completed a written statement. Jason’s motorcycle was seized and placed into the Hart Avenue impound lot. Felony charges are pending.

Disorderly Conduct

June 20

On June 20th, 2023 at approximately 2:24 PM police was advised of a subject in the Greenville Police Department lobby wishing to make a complaint regarding his neighbor. Police met with the complainant, Joseph Egan, who resides at 215 W. Main Street Apt. B, in the City of Greenville. Joseph stated his neighbor, Charles Vargo, who resides at 215 W. Main Street Apt. A made statements about robbing a bank. Charles and Joseph have had ongoing issues in which the Greenville Police Department has responded to many times. Most recently, on June 12th, 2023 there was a dispute between the two subjects where Charles had been transported to the hospital and “pink slipped”. On this occasion, Charles’s rifle was taken and placed into property. On todays date, Charles came into the police department and picked up his rifle, as there are no legal grounds for GPD continued possession of the firearm. Joseph stated that as soon as Charles came home from picking up his rifle today, he told Joseph that the Police Department gave him his rifle back and that he was going to go rob a bank because he did not have any money. Joseph was very animated in his statements and continuously spoke of his fear of Charles. While Joseph was talking, an odor of an alcoholic beverage could be detected. Joseph admitted to consuming moonshine on this date. Joseph completed a statement. Police spoke to Charles and Don Dohrman, Joseph and Charles’s VA case worker.

Wanted Person/Fugitive from Justice

June 20

On June 20, 2023 at approximately 6:50 PM while on patrol, police observed the listed 1998 Isuzu SUV traveling southbound on Anderson Avenue at Eleventh Street. Police checked the vehicle’s registration and learned that it expired on 06/16/2023. Police initiated a traffic stop on the vehicle and made contact with the driver, Joseph Martin. Police asked Joseph for his driver’s license, and he instead handed police a parole identification card, stating that he had just been released from prison. Police checked LEADS/NCIC and learned that Joseph’s driving privileges are under four separate active non-compliance suspensions, as well as a license forfeiture suspension. Police also learned that Joseph has two prior convictions of driving under suspension within the last three years, on 12/15/2021 and 09/15/2020. Police then learned that Joseph has an active Miami County Sheriff’s Office warrant for failing to appear on a driving under suspension offense. Dispatch confirmed the warrant and police placed Joseph into handcuffs. Police placed Joseph into the backseat of the cruiser and transported him to Bradford, Ohio where he was released to P.0. Chalfant with the Troy Police Department. Joseph was issued a citation reference driving under suspension, and advised of his court date.

Wanted Person/Fugitive from Justice

June 20

On June 20, 2023 at approximately 10:00 PM while on patrol, police observed the listed 2008 Chevrolet Impala traveling westbound on Pine Street near Riffle Avenue. Police checked the vehicle’s registration and learned that the vehicle’s plates expired on 05/04/2023. Police also learned that the vehicle’s registered owner, Debra Mccubbin is deceased. Police initiated a traffic stop on the vehicle and made contact with the driver, Dustin Phillips. Police checked LEADS/NCIC and learned that Dustin has an active Moraine Police Department warrant for a contempt of court on a theft offense with a bond of $623. Dispatch confirmed the warrant and police placed Dustin into handcuffs. Police then transported Dustin to the Montgomery county line, where he was released to a Moraine Police Department officer.

Death

June 21

On June 21st 2023, at 9:20 AM police was dispatched to 243 Marion Drive Greenville, Ohio, Ayden Healthcare, in reference to a male having a cardiac arrest. Upon arrival, Ayden Healthcare staff was performing CPR. The Greenville Fire Department and Greenville Township Rescue responded and continued medical aid until confirming the male as deceased. The Darke County Coroner, Joe Vanvickle responded to the scene. The deceased was transported to Zechar Bailey Funeral home.

Counterfeiting/Forgery

June 21

On 6-21-23 police was dispatched to 1361 Sweitzer St., Dollar General reference an unknown subject entered the store and attempted to make a purchase using counterfeit bills. Police met with store employee, Chantel Steele. She stated that on 6-21-23 at approximately 9:59 AM an unknown female suspect entered the store and attempted to purchase and load $30 onto a Green Dot debit card. Upon getting handed the listed two ten dollar bills and two five dollar bills Chantel knew the bills were counterfeit or ”fake”. Chantel advised the suspect that the bills were fake. Suspect stated she received them from a friend and told Chantel to just throw them away. Chantel stated no that she was going to call the police. The suspect said okay and left the store. Chantel did not see a vehicle. A copy of the surveillance video from the store was put onto a USB drive and transferred to a DVD that was placed into evidence at GPD. The counterfeit bills were handled by several employees prior to police’s arrival. All four bills appear to have been photo copied and glued together. The two ten dollar bills have the same serial #PD29801508A and the two five dollar bills have the same serial #PF09089785A. Counterfeit bills were placed into property. A photo of the suspect was placed into the PD briefing log to see if any officers can identify the suspect. The suspect is unknown at this time and is described as an African American female, heavy set, black hair, wearing a light colored t-shirt with BA BA on the front and blue jeans. A Victim’s rights form was filled out by Chantel/ Dollar General.
