
Agency Assistance
On December 28, 2025, at approximately 0944 hours, I responded to 103 Meadowgreen Drive in reference to an elderly female who had possibly fallen inside the residence.
Upon my arrival, I made contact with the complainant, Cheryl Meinerding. Cheryl advised she has not heard from the homeowner, Judy Brode, in approximately 2 hours, and has not been able to make contact with her at the front door. P. O Daugherty was able to speak with Judy through the closed door, but Judy was unable to unlock the door. There were no unlocked doors or windows on the residence. Greenville Township rescue responded to the scene and used a door breaching tool on the back door. The tool was unable to get the door completely open. I kicked the door twice to gain entry into the residence. Judy was located in a bedroom laying partially on the bed. Judy advised she was unable to get up, and had been stuck laying on the bed for several hours. Judy denied needing any medical attention and signed a refusal to go the the hospital.
I took pictures of damages to the back door where entry was made and will attach them to this report. Property Damage form, Appendix D was completed.
Menacing
On December 29th, 2025, at approximately 1051 hours, Chief Benge advised me of menacing complaint that occurred at 504 S. Broadway Street, Darke County Court House.
Chief Benge advised me that Charles Vargo had threatened to harm the Greenville City Prosecutor, Steven Anderson, and to burn the city of Greenville in about a month. Steven Anderson filled out witness statement.
Steven stated at approximately 1000 hours today he was on the 3rd floor of the Darke County Courthouse in the waiting room with the elevator. While in the waiting room area, Charles and his attorney Kevin Allen exited the elevator.
When Charles exited the elevator, he flipped off Steven with his middle finger. About a minute later Charles and Kevin returned to the waiting area and sat down a few feet away from Steven. Charles began speaking angerly towards Steven then responded, “You’11 find out in a month”. Steven asked Charles to repeat what he had said. Again, Charles said, “you’11 find out how I am in a month, maybe a little longer”. Steven asked Charles what was going to happen, Charles responded “revenge”. Steven asked Charles what he meant by that, Charles responded” They stole my car, it was all I had. Now all I have left is vengeance” Charles continued on stating ” you’11 see in a month” and “you people are going to pay”. Steven stated he took these statements from Charles as threats towards, himself, the city of Greenville and potentially police officers.
Steven also stated that Kevin had advised Charles not to say anything else and then Charles began arguing with Kevin. P.O. Conway then arrived at the courthouse for an unrelated trial. P.O. Conway asked Charles how his cat was doing. Charles responded, “what do you fucking care”. Steven stated that Charles responded in an aggressive tone towards P. 0. Conway. Charles then began speaking very loudly and angerly about how “they stole my car” and then Charles said, “This town is going to burn”.
After receiving this complaint, P.0. Archer and I made contact with Charles at 243 Marion Drive, Ayden Healthcare at approximately 1215 hours. Upon making contact we advised Charles he was under arrest for aggravated menacing. Charles was placed in two pairs of handcuffs due to the limitations of his arms behind his back. Both pairs of handcuffs were gap checked and double locked. Charles was searched incident to arrest and no contraband was found. Charles was transported to Darke County Jail. Upon arrival at the jail, jail staff asked Charles if he was homicidal or suicidal, Charles replied “not yet”. Charles was released to Darke County Jail staff.
Steven filled out a witness statement, please see for further. Chief Benge filled out an emergency medical admission form (pink slip) so Charles could receive medical attention for homicidal threats.
Disorderly
On December 29, 2025, at approximately 1550 hours I responded to 222 West Main Street Apt #8 in reference to a possible disorderly person. The complainant advised dispatch that Robyn who lives at the listed address was throwing items out of her apartment and throwing frozen water bottles at cats. The complainant also stated Robyn was yelling on her porch.
Upon my arrival I observed numerous items outside the listed apartment knocked over as well as frozen water bottles on the found and packages of food. Chief Benge, Officer Kreitzer and Officer Ward were already talking to Robyn Newberry who lives at the listed address. Robyn appeared to be agitated and pleaded with officers to let her be. Robyn was outside her residence with no socks or shoes on and was wearing a short-sleeved shirt with a skirt. It should be noted the weather at this time was very cold approximately 25 degrees with the windchill was nearing O degrees.
While officers were speaking to Robyn she became uncooperative. Robyn was rambling in what appeared to be in tongue or another language. Robyn was told numerous times that we were there to check on her to make sure she was okay. Robyn was advised she cannot be outside throwing items causing neighbors to be alarmed. Robyn did not seem to comprehend any of our conversation. Robyn attempted to go inside her apartment and close the door, where Robyn was advised she was being detained while we investigated this incident. It was at this time it was decided Robyn needed pink slipped as officers believed she could not take care of herself due to the state she was in. Due to Robyn’s erratic state, she was handcuffed, for her safety and Officers safety. Officer Kreitzer and Officer Ward transported Robyn to Wayne Hospital where she was pink slipped.
I stayed on scene and spoke to neighbors about this incident. I spoke to Debra Phelps who lives across from Robyn at 222 West main Street Apt. 7 and was the one who called this incident in. Debra advised Robyn started throwing items outside at approximately 1400 hours. Debra stated Robyn was yelling, singing loudly. Debra stated she went outside to grab a package and asked Robyn if she was okay, where Debra stated Robyn started “staring at her like she was evil”. Debra stated she saw Robyn throw bottles of water at the cats. Debra also stated Robyn was coming in and out of the residence and was throwing items including food and clothing. Debra advised Robyn even broke her mailbox. Debra advised these actions caused her to be alarmed.
I then spoke Catina Mcnut who lives at 222 West Main Street Apt. 2 who advised she heard this incident but advised she did not observe anything at this time. However, Catina advised at 0715 hours she was woken up by Robyn screaming behind her apartment and then walked around front while still screaming and cussing.
Catina advised these actions caused her to be alarmed.
Robyn was also served a citation for disorderly conduct (2917. ll(A)(2)) an mm offense but enhances to an M4 as this incident took place within 1,000 feet of St. Mary’s Catholic School (238 W Third Street. Catina and Debra filled out statement forms and Debra did not wish to fill out a victim’s rights form. Statements and Pink slip for will be added to this report.
