
Drugs
On May 24th, 2026, at approximately 2015 hours a wanted subject was apprehended. Please see Report Number 26-G00624 for further.
The wanted subject was identified as James Allen. He was placed in handcuffs that were gap checked and double locked. I read James his Miranda Rights to which he stated he understood. He was searched incident to arrest and no contraband was located, but his friend, Keisha Marie, handed me his wallet to transport with him to the jail. As I was checking the wallet in my cruiser, James advised that he had “Suboxone” in his wallet and knew he should not have it. I found two identical thin yellow packages that were labeled Buprenorphine and Naloxone Sublingual Film in James’s wallet. Each package indicated that it contained 8mg of Buprenorphine and 2mg of Naloxone. Each package was sealed and had not been opened.
I was not familiar with Buprenorphine, so I called SGT. Prickett and he confirmed that it was a controlled substance. James advised that he did not have a prescription for it. Those packages were taken into custody and placed into property.
James CCH was ran and he has previous drug possession convictions. Due to James’s previous possession convictions, the possession of a schedule III drug will enhance to an F-5.
Welfare Check
On June 3, 2026 at approximately 1152 hours, officers were advised of an anonymous complaint requesting a welfare check on the residents that live at 715 East Main Street in Greenville, Ohio due to the living conditions inside the residence. Upon officers arrival, we were able to speak with the owners of the residence, Franklin & Rachel Yoder in reference to the complaint. While speaking with them it was advised that not only were they and their two children, CVl (Byo) CV2 (5yo), living inside the listed residence but also another couple and their son, Rebecka Turner, Kenneth Turner and CV3 (5yo).
When advised of the complaint, Franklin advised that their are currently thirteen cats that they have and are taking care of as pets and that they do use the back porch area as their bathroom at times but aside from that the house was just “deep cleaned and in good shape. When asked if we could check the conditions of the house, both Franklin and Rachel advised that we could go inside the residence and look around.
Upon entering the back door of the residence officers were immediately met with an overwhelming smell of ammonia which would be typical with the urination and defecation of cats. Walking through the back porch area and into the residence kitchen area, officers were able to observe dirty and moldy dishes piled up on the countertop and in the sink. Molded and rotten food could be observed on the dishes as well as scattered through out the kitchen area. Nats were observed to be gathering on the walls, countertops, cupboards and the floor of the kitchen area. Photographs were taken of the kitchen area.
We then were able to observe the dining room area of the residence. Officers were able to observe several piles of cat feces and most of the carpeted area of the dining room to be covered in wet spots that smelled of cat urine. It was also observed their to be nats and other flying insects throughout the room along with molded and rotten food and debris covering the floor and kitchen table area. Photographs of the area were taken.
Officers then were able to go into the living room area where several piles of cat feces as well as wet spots on the hard wood that smelled of cat urine.
Debris as well as rotten food was also found to be in and about the living room area. There was also what appeared to be mold covering the back of a reclining chair and the arm of the couch. Photographs were taken of the room.
With the deplorable living conditions observed by officers to that point, it was decided to contact Child Protective Services (CPS) in reference to the children living inside the residence. While waiting for the arrival of CPS, I was able to take photographs of the rest of the residence.
It was found that there were three bedrooms and one bathroom in the upstairs area of the residence. Piles of cat feces as well as different wet areas of cat urine were located and photographed inside the bathroom. Bags of trash were located inside the bathroom with several types of flying insects in and around the trash. Photographs were taken of the conditions inside the bathroom.
I then observed the conditions of the children’s bedroom. The same conditions that existed throughout the rest of the house were present inside the children’s room. the piles of trash, rotten and moldy food, cat urine and cat feces were all located inside the children’s room. Piles of clothes were found inside the room and scattered throughout the room. It was undetermined as to whether or not the clothes were clean or dirty. I was able to observe several areas on the walls and in the corners of the walls where it appeared insects had been nesting and breeding. Photographs were taken of the children’s room.
There was another bedroom located in the upstairs area of the residence that appeared to be set up as a bathroom for the cats. Inside this bedroom there were piles of cat feces and urine covering the floor. There was an over whelming smell of ammonia and feces coming from the “cats bathroom”. It could be observed that the litter box that was in the room had not been changed and was over flowing with feces as well as other unknown waste. There were flies and other flying insects covering the walls as well as trash and other debris littering the floor. Photographs were taken of the room.
I was then able to go to the basement where Rebecka & Kenneth Turner were living with their son, CV3 ( 5). I observed several open bags of trash throughout the basement as well as piles of cat feces and urine throughout the entirety of the basement. There were swarms of flying insects, mainly flies, throughout the entirety of the basement. There was trash, debris, moldy dirty dishes as well as old rotten and molded food scattered throughout the basement living area.

CPS was able to respond to the scene and observe the conditions of the residence. It was determined by CPS that the deplorable conditions of the residence were not safe for the listed children to be living in. CPS was able to work with the listed adults and find places for the listed children to stay.
CVl and CV2 were taken to 404 North Division in Union City, Ohio to stay with grandpa, Dennis Yoder. CV3’s parents were not able to locate another relative for him to go and stay with. Due to a relative unable to be located for him to stay with CV3 was taken by CPS to be placed into foster care.
After further investigation it was found that both Rebecka and Kenneth turner had been previously charged with child endangering although they were not convicted and plead to a lesser charge. It was also found that Franklin and Rachel Yoder had both been given warnings for child endangering with Rachel being warned two times, once on 09-02-25 and also 08-28-2024. Franklin was given his warning for child endangering on 8-28-2024. Due to the previous warnings and charges as well as the deplorable conditions of the residence with children residing inside, it was decided that all four adults residing in the listed address were subsequently going to be charged with Endangering children. All adult individuals were given copies of their citations and all other paperwork needed. Photographs for and from all rooms throughout the house were taken and placed into records at Greenville PD as evidence. Please see photo log for further. CPS will have an open case with both families involved and follow up with them as needed.
DUI
On June 04, 2026, at approximately 1354 hours I responded to a single vehicle crash in the 400 block of Union Street in the City of Greenville.
Upon my arrival I observed significant damage to a railroad crossing sign and a gray Ford truck. I initially helped a bus cross the railroad tracks as the flashing lights were activated on the crossing signs due to the crash. I was then advised by a witness that the driver tried to drive away and was intoxicated. I then went to the driver later identified as Bob Wilt. I asked Bob what happened and he stated that he was heading to his Ranch and that he “fucked up”. I asked Bob which way he was headed which he advised he was just heading to his Ranch. And proceeded to say, “I know I’m guilty”. While speaking with Bob I observed a small amount of blood on his hand which I then asked if he needed medical attention, Bob said he was okay and did not need medical attention.
While speaking to Bob I could smell a strong odor of an acholic beverage coming from his person as well as slurred speech. Bob’s eyes were bloodshot and watery and had to lean against his truck for support as he could not stand up on his own. It was found that Bob was heading North on Wayne Street operating his Ford Truck bearing Ohio registration FLB5726 and attempted to negotiate the curve to head West on Union Street. Bob went off the right side of the roadway striking the Railroad crossing. RJ Corman was made aware of this incident.
I asked Bob if he had been drinking today which he replied with “I had a couple of drinks when he woke up” I instructed Bob to come with me in front of my patrol car see of he was okay to drive. While walking to my cruiser Bob had stumbled to where Officers had to catch him to prevent him from falling over.
After regaining his balance Officer Borowske had to stand behind him as he was swaying backwards. I asked Bob to come stand in front of my cruiser as I wanted to do SFST’s to make sure he was okay to drive. I even asked Bob, “I just want to make sure you are okay to drive” to which Bob replied with “I’m not, I need to go home”. Bob then proceeded to lean on my patrol car to keep himself upright. I then asked Bob of he would perform tests for me to which he mumbled something about being “drunk”. I then asked Bob if he was admitting he was drunk to which he replied with “yea”. It was at this time Bob was placed under arrest for OVI. Bob was placed into handcuffs that were gap checked and double locked. No SFST’s were done. Due to the blood on his hand and Bobs physical state, it was decided to have Greenville Rescue respond to the scene to check his hand. As I placed handcuffs on Bob, he placed his whole chest and hand on the hood of my cruiser and appeared to me that he was falling asleep. I then placed Bob in the backseat of cruiser where he proceeded to lay down. Again, Bob appeared to fall asleep in the backseat of my cruiser.
Shortly after Greenville Rescue arrived, I attempted to help Bob out of my cruiser to which he stated the handcuffs were tight and he couldn’t sit up. As soon as we were able to get Bob out of my cruiser, he had just rolled on the ground and would not stand up. Sgt. Raffel then checked Bobs handcuffs which it was decided to loosen them which were gap checked and double locked again. The BMV2255 form was read to Bob at approximately 1455 hours which he stated he understood. Due to Bobs state, it was decided to have him be checked out at Wayne Hospital. Greenville Rescue transported Bob while I followed them in my patrol cruiser. While at Wayne Hospital Bob was reread the BMV2255 form to which he again stated he understood and ultimately consented to give a blood sample. A sample of Bobs blood was taken at 1506 hours. While at Wayne Hospital, Bob became disorderly with Hospital staff to which he was warned for. Rhonda Boone picked Bob up at the Hospital to which the hospital released him to.
Photos were taken of the scene. Bobs vehicle was towed by Saunders towing on account of it being parked to close to the travel lane. The blood sample was placed in the fridge in the property room at the Greenville Police Department.
Bob was cited for reasonable control ( 4511.202( A)) an MM offense as well as OVI (4511.19) (A)(l)(a) an Ml offense. Bob was not placed under ALS suspension as he gave a sample. Bob has had no prior OVIs. The BMV2255 form will be in the incomplete tray as we wait for results of the blood sample if needed.
