
Disorderly
On June 16th, 2026, at approximately 2010 hours I was dispatched to 131 E Fourth Street, St. Paul’s Lutheran Church, in the City of Greenville in reference to a disorderly.
Upon my arrival, I made contact with Joshua Green and Moreah Lemon. Joshua advised that he was at a Narcotics Anonymous meeting and heard yelling outside. Joshua did not see anything but came outside and saw Moreah and her husband Ziathean Lemon on the sidewalk.
Moreah advised that she and Ziathean were at the meeting together and stepped outside to talk. Moreah and Ziathean were arguing and Moreah brought up that she wanted a divorce. Ziathean then got angry and started yelling. Moreah started to walk away which made Ziathean even angrier. Ziathean then threw his vape at a glass door causing it to crack and spider web. Ziathean then left the scene. Moreah believed that Ziathean did not go back to their house but to a neighbors to calm down. She gave his updated phone number for us to contact him and filled out a statement form.
I made contact with the Pastor of St Paul’s, Keith Menter. He advised that as a representative of the church that he wanted to pursue charges against Ziathean for damaging the door. Keith filled out a victim’s rights form on behalf of the church. P.O. Daugherty took photos of the glass door, please see photolog for further.
I called Ziathean and he advised he was in the 500 block of East Water Street and would wait outside to speak with me. I made contact with Ziathean and he was honest and advised he lost his temper and threw his vape at the door, but was unaware that he had broke the glass. He was cited for criminal damaging, he was given a copy of his citation and advised of his mandatory court date and time.
Animal Problem
On June 16, 2026 at approximately 1140 hours, I was dispatched to 923 East Main Street in reference to a barking dog complaint, Upon my arrival and as I approached the sidewalk area in front of 915 East Main Street, where the complaint originated from, I was able to hear several dogs barking extremely loud and running through the listed address.
While speaking with the complainant, Shane Applegate who lives at 923 E Main, he advised me that the dogs in the residence at 915 East Main Street, started barking around midnight on June 16, 2026 and had not stopped all night and all morning. He and his wife, Ave Applegate, both advised that the barking had kept them awake last night and several nights in the past. While speaking with the complainant and witness, I was able to hear the dogs continuously and aggressively barking to the point that it was hard to hear the complainant and witness while speaking with them approximately four feet away from me. Both Shane and Ave advised me, they would like any any kind of charges against the owner of the dogs and would be willing to fill out statements.
I was able to go to my cruiser and check Spillman for any previous warnings given to the owner or the residence at 915 East Main Street, Collen Jessup. I observed there to be two previous warnings that had been given to Jessup from 06/05/2025 by PO Wentworth and another one on 04/24/2025 by PO Nibert. I was able to speak with Sgt. Raffel who had advised that due to the current state of the dogs barking and also with the previous warnings that had been used the decision was made to issue a citation to Jessup for the barking dogs.
Shane and Ave were both given and completed witness statement forms. Shane was also given and completed a witness statement form. All paperwork was brought and placed into records at Greenville PD.
I then spoke with Jessup via telephone. She advised that she was currently out of town, dog sitting for another person as part of her job. She advised that she would not be back into town until Friday June 19, 2026. I advised Jessup of the complaint and also the decision to issue her a citation for the barking dogs as per city ordinance 618.05A. She advised me that she is running a dog shelter out of the listed residence as a business and that she can not control the dogs and when they bark and when they do not bark. She advised that currently with her being out of town that her niece, unknown name, was supposed to be at the residence watching the dogs.
Jessup was able to come to Greenville PD and pick up her copy of the issued citation on June 16, 2026 at approximately 1410 hours.
Misc. Complaint
On 6-15-26 at approximately 12:29 PM I was dispatched to the area of the E. Main St bridge, Greenville, OH on a person possibly passed out from intoxication near the bike / walking path.
I located Ethan Albert sleeping in the grass area of the E. 4th St. park bike / walking path. Ethan Albert was able to be woke up. I then located next to him an open and full 32 oz Miller High Life beer can. Another unopened can was laying in the grass area about 4 feet away. I spoke with Ethan Albert and he admitted to consuming one 32 oz beer earlier then falling asleep where he was found in the grass. The alcoholic beverage was dumped out in the grass. The beer can had liquid, amber in color and an odor of alcoholic beverage, beer
Ethan Albert was issued a citation for the open container in a public place. Body worn camera captured this interaction. The empty beer can was disposed of in the trash.
