Drugs
On July 30th, 2026 at approximately 1712 hours, I was on routine patrol in a marked police cruiser in the area of Front Street and Hiddeson Avenue in the city of Greenville. While on patrol, I observed two subjects who I know as Sean Flatter and Michael Bowles walking. Both seemed to be walking together until they saw me and started to separate as if they were not together.
I circled the area and observed once I had left, they rejoined and were now traveling westbound in the alley between Front Street and 13th Street. I know both subject are known drug users and have a history of drug trafficking. From my training and experience, behavior like this is common when two subjects are trying to engage in a narcotics transaction and trying not to be seen by law enforcement.
I continued to watch where the subjects were going and soon saw both subject walking through private property from the alley towards Front Street. I circled around and observed both subjects in the grass about to walk onto Front Street. Due to both subjects walking through property that did not belong to them and likely did not have permission to be on, I pulled up next to them on Front Street near Gray Avenue and exited my police cruiser to make contact with them. As I pulled up, Sean had been walking southbound towards front but once he saw I was stopped, he stopped and made a 180 degree turn and started walking back northbound in the yard and to a tree where he appeared to bend down.
As I exited my police cruiser, Sean was walking back southbound towards me. I asked Sean why he was cutting through yards he stated, “cops man, people” and that he walked through these yards all the time. I asked Sean if he had any weapons on his which he stated he did not and only had “a little weed” in his pocket. I asked Sean if I could search him which he said “go ahead” and no contraband was located. I walked over to Michael and asked him if I could search him which he allowed me to and no contraband was located.
Once P.0. Ward arrived on scene, I went over to the same tree in the yard Sean had gone to so I could see if Sean tried to hide something illegal prior to talking to me. I soon located 3 Buprenophine and Naloxone 8mg/2mg strips (Suboxone). Where I located the strips was right where I observed Sean bend down behind the tree area. Sean was detained in handcuffs which were double locked and gap checked. Sean denied knowing anything about the strips. I advised Sean of his Miranda Rights and continued questioning Sean about the strips but he continued denying anything about them. I asked Sean if he had a prescription for the Suboxone he stated he did not.
With Sean being on Parole, I contacted his Parole Officer and advised her of the incident. Sean was released and advised he could face felony charges.

The Suboxone strips were transported to the Greenville Police Department and placed into property as evidence.
Drugs / Trafficking in drugs
On July 28th, 2026, at approximately 1808 hours, I observed a silver Ford F-150 bearing Ohio registration KXM9671 traveling westbound on Martin Street near Ohio Street in the city of Greenville. I was familiar with this vehicle and knew Raymond Perkins was the owner and known to drive the vehicle from previous officer encounters.
Earlier in the day, Sgt. Wolfe had received information from a confidential citizen that the defendant had gone to the Dayton, Ohio area to buy at least an ounce of methamphetamine to bring back to the Greenville Ohio area. I got behind the vehicle and began following it. The vehicle continued west bound on Martin Street to the intersection of Ohio Street. The vehicle turns right heading north bound on North Ohio Street. I followed the vehicle to the intersection of North Ohio Street and East Fourth Street. The vehicle made a left turn heading west bound on East Fourth Street. It was at this time, I was able to observe the driver side front window, the tint appeared darker than 50% allowed by state law and I was unable to identify features of the driver or passenger of the vehicle. While following the vehicle west bound it made a turn into the Greenville Alice Bish park parking lot. I passed the vehicle and did a U-turn to make contact with the vehicle and the driver for the illegal window tint. By the time I turned around the driver of the vehicle, Raymond Perkins exited the vehicle. The passenger of the vehicle had already exited the vehicle and began walking north bound on the Greenville City bike path.
Upon making contact with Raymond, I advised him that his window tint darker than the legal limit. I asked Raymond who was in the vehicle that took off down the bike path, Raymond refused to answer after I asked several times. Raymond advised he gave “Alicia” a ride, later identified as Alicia Keith. Raymond continued to circle his vehicle and was agitated the entire time, pacing back and forth. I asked Raymond for his ID which he provided. I asked Raymond if there was anything illegal in the vehicle which Raymond stated “no”. I asked Raymond if I could search the vehicle, Raymond denied consent then became agitated again stating, “this isbullshit” and “why are y’all doing this to me”. I again informed him that his window tint was too dark. Raymond continued stating that this isharassment. Raymond again started pacing around the vehicle. I told Raymond to quit walking around and stay by his bumper. I asked Raymond if he had anything on him. Raymond took items out of his pocket and slammed them on the tonneau cover of his truck. I then asked Raymond if I could search his person, Raymond threw his hands up stating “no!”. Raymond then walked from the tailgate of his truck to the rear driver side wheel putting his hands in his pockets. Raymond then quickly walked away from that spot near the street. I again told Raymond to go to the tailgate of his truck, or I would place him in handcuffs. Raymond walked over to the tailgate of the truck and threw a punch at the truck but did not strike it. I called dispatch asking if a K9 was available which Sgt. Combs with the Union City Police Department was and responded.
When Raymond heard me inquiring about a K9, he stated he was leaving and began walking towards the driver seat of his vehicle. I told Raymond he was not free to leave and place his hands behind his back. I grabbed Raymond’s left arm to place him in handcuffs, Raymond tensed up his right arm not putting it behind his back. Raymond used his right hand to grab my right hand to pull it off of his arm. When Raymond did this, I grabbed control of his chest, attempting to turn him around to put his arms behind his back. Raymond put both arms behind his back, as I grabbed my handcuffs Raymond quickly pulled away. I had control of Raymond’s right arm with my left hand. I used Raymond’s left arm to maneuver his body weight down to escort him to the ground. Once Raymond was on the ground, I grabbed his left arm placing it behind his back, I then instructed Raymond to place his right arm behind his back. Raymond put his right arm behind his back when doing this he grabbed it with his left hand and tensed up again.
Raymond was placed in handcuffs and assisted to his feet. I escorted Raymond to my cruiser and instructed him to take a seat in the vehicle. Raymond refused to get in the vehicle after he was instructed several times. I forcefully placed Raymond in the back seat of my vehicle.
Sgt. Wolfe arrived on scene and spoke to Raymond while he was seated in the backseat of my police cruiser. Sgt. Wolfe advised Raymond of his Miranda rights. Sgt. Wolfe questioned Raymond about illegal narcotics, while Sgt. Wolfe was speaking with Raymond, he admitted to going to the Dayton Ohio area to buy methamphetamine. Sgt. Combs of the Union City Police department arrived on scene where he deployed his K9 partner. Sgt. Combs had his K9 partner perform a free air sniff around the vehicle. The K9 alerted to the presence of the odor of an illegal narcotic. A probable cause search was conducted on the vehicle. Large plastic baggie containing an unknown crystal-like substance was located on the drive side floorboard, next to the large plastic baggie was a smaller plastic baggie containing an unknown crystal-like substance. While searching the vehicle Raymond informed another officer that he threw another small plastic baggie underneath the driver’s side rear wheel. The baggie was located and again contained the same white unknown crystal-like substance. From training and experience, the unknown substance appeared to be methamphetamine. Also in the vehicle were two metal straw like objects with burnt ends on one side. From my training and experience I know items like these are sometimes used to smoke illegal narcotics.
Due to Raymond admitting to using the vehicle to transport large amount of illegal narcotics to sell, the vehicle was towed to the Hart Avenue garage as evidence by Hurds Towing. While the tow truck driver was preparing to the vehicle, the tow truck driver advised he found another small baggie underneath the driver side rear tire. Sgt. Wolfe located The small plastic baggie contained an unknown crystal-like substance.
The front driver window tint was checked with a window tint meter which showed the window tint was at 14%.
Raymond was advised he was under arrest. Prior to transport I asked Raymond to step out of the cruiser where he was searched incident to arrest. No contraband was located on his person. The handcuffs were readjusted to which they were gap checked and double locked.
I transported Raymond to the Darke County Jail where he was incarcerated for possession of a controlled substance F2 and obstruction official business. The possession was enhanced to felony of the second degree for the suspected methamphetamine being more than five times bulk, but less than 50 times bulk. A digital scale was used to weigh the suspected methamphetamine which showed an approximate weight of 77 grams.
The suspected methamphetamine was transported to the Greenville Police Department where it was field tested and with the test showing a positive test for containing methamphetamine. The suspected methamphetamine was packaged and placed into property as evidence.
The suspected methamphetamine will be sent to Ohio BCI for weight and analysis.

Drugs
On July 29, 2026, at approximately 10:48PM I observed a black colored Nissan bearing Ohio registration KNJ6863 traveling West on Martin St near Ohio St in the city of Greenville, OH. I observed the vehicle to be operating with illegal window tint and an improper displayed license plate. Later at the traffic stop it was discovered that the vehicles registration was also expired.
I conducted a traffic stop on the vehicle at Martin St and Ohio St and made contact with the driver who was identified as Ginny Costanza, and the passenger was identified as Nicholas Daniels. While speaking with the driver I observed her to be nervous and flighty. While speaking with the occupants, Officer Kreitzer deployed K9 Kilo for a free air sniff of the vehicle. K9 Kilo had a positive alert to the presence of the odor of an illegal narcotic and a probable cause search was conducted on the vehicle. While conducting the search, a large plastic baggie containing an unknown crystal-like substance was located in the center console area. With the baggie was a glass smoking pipe that I know from prior training and experience is used for smoking illegal narcotics. Ginny and Nicholas were both placed into handcuffs and advised of their Miranda rights. While speaking to Nicholas he admitted to officers that he knew the plastic baggie and glass pipe were in the vehicle and that it belonged to him and he was holding it for a friend.
Nicholas was placed under arrest for possession of a controlled substance F2, the possession was enhanced to felony of second degree due to the suspected methamphetamine being more than five times bulk, but less than 50 times bulk. A digital scale was used to weigh the suspected methamphetamine which showed an approximate weight of 23 grams. Nicholas was placed in the back seat of a cruiser, where he was transported to the Darke County Jail and released to jail staff.
The suspected methamphetamine was collected and transported to the Greenville Police Department where it was field tested and showed a positive test for containing methamphetamine. The suspected methamphetamine was packaged and placed into property as evidence. The evidence will be sent to Ohio BCI for weight and analysis.
