
Theft (not in progress)
On January 29, 2026, approximately 1355 hours I responded to 238 East Third Street in the City of Greenville in reference to a keep the peace.
The complainant, Allison Dynes, met Officer Hall and I at the above address. Allison stated that she owns the laundry business Miss Bubbles, at 1317 Wagner Avenue in the City of Greenville. Allison stated on this date she went to the business Miss Bubbles and observed one of her laundry carts was missing from the store. Allison stated she had apple air tags on all of her carts to track their location. Allison stated the air tag was pinging at the 238 East Third Street Address. I contacted the resident at East Third Street address and determined the cart was not there.
On 01/30/26 while I was on my scheduled day off, I was advised by Officer Hall that Allison found and got her laundry cart back but still wanted charges. After multiple attempts to contact Allison, I finally made contact on 02/09/26.
Allison came to the Greenville Police Department and filled out a written statement and victim rights form. While speaking to Allison, she advised on 01/30/26 she tracked the ping again and went to 312 1/2 Ash Street in the City of Greenville. Allison stated she knocked on the door and advised when the resident answered she could see the cart inside the residence and was able to take a photo of the laundry cart. Allison said she spoke with the person who took the cart and he identified himself as Mike Ramey where he advised Allison that he took the cart to carry his stuff back to his residence. Allison stated that Mike stated he planned on bringing it back. Allison never called for a keep the peace when she was out at 312 1/2 Ash Street.
Allison advised the laundry cart is worth approximately $300.00 dollars. As of now, Allison has her property back with no harm done to it. Allison stated she still wants charges for theft.
On 02/10/26 at approximately; 0930 hours I went to the 312 1/2 Ash Street address, I was then approached by the resident at 314 1/2 Ash Street. I stated to the subject that I was looking for his neighbor Mike, The subject then stated he was Michael Ramey. I then told Michael I was there about the shopping cart where he advised that it was returned to a lady. Michael then stated he did not want to be charged because he is on probation for a theft offense out of Piqua Ohio. Michael stated to me he took the cart and had full intentions to return the cart. Michael stated he only took the cart because he was at Walmart and had bought groceries there. Michael advised he got tired on his way home as he had a lot of groceries and it was cold so he decided to take the cart to help him haul the groceries home.
After speaking with Sgt. Raffel about this case, and Allison wanting charges for theft, it was decided to charge Michael with theft. 2913(A)(1) an M1 offense.
Michael was issued a copy of his citation and advised of his court date and time.
Drugs
On February 10th, 2026, at approximately 1715 hours, I was on routine patrol when I observed the listed black Lincoln SUV bearing Ohio registration KPF3441 traveling northbound on Jackson Street near Katzenberger Road. I observed that the front driver side window appeared to be darker than 50% as required by law. I also observed that a female seated in the front passenger seat, appeared to duck down as they passed me as if she was trying to not be seen by me.
I began following the vehicle and observed that it failed to signal prior to 100 feet of turning at the intersection of Sherman Street and Gray Avenue which he then turned northbound on Gray Avenue.
I activated my overhead lights to conduct a traffic stop for the above-mentioned violations. As I exited my police cruiser, the female front seat passenger opened her door and began to exit the vehicle. I ordered the female to stay in the vehicle two times which she ignored and began walking quickly around to the front of the vehicle and towards a residence. Believing the female was trying run from the traffic stop, I ran to the front of the vehicle and between the house to cut off her escape route and ordered her to stop and to place her hands on the vehicle which she complied.
I asked the female what her name was which she advised it was Carrie Hall. I was familiar with a Carrie Hall and knew her to appear older than this female. I was also aware that Carrie Hall had a daughter, Alexis Hall, who would be about the same age of this female and had an active felony warrant for her arrest through the Darke County Sheriff’s Office for a probation violation. I asked the female if she was sure she was not Alexis which she again stated her name was Carrie. Believing that this female was lying, I detained her and placed her in handcuffs which were double locked and gap checked. Finally, the female advised her name was Alexis and not Carrie. Alexis was advised her Miranda Rights which she advised she understood. I advised GPD dispatch who I was out with. Alexis’ warrant was confirmed through LEADS/NCIC by GPD dispatch.
Upon searching Alexis incident to arrest, an unknown substance was located in a piece on tin foil and in a small piece of plastic inside her coat pocket. I asked Alexis what was in both which she advised it was “ice” which is street slang for meth.
During the course of the investigation, Deputy Joseph and his K9 partner were requested and responded and once on scene, Deputy Joseph’s K9 gave a positive alert for the presence of the odor of illegal narcotics inside of the vehicle. The driver, Adam Kolb, was requested to step out of the vehicle which he complied with and retrieved Alexis’ child that was seated in the backseat. During a search of the vehicle, a pen which was hollow and appeared to be burnt on one side, was located in Alexis’ purse located on the front passenger floorboard. Nothing else was located during the search. From my training and experience, I know items like this are commonly used as makeshift pipes to ingest illegal narcotics by drug users.
The front driver side window was tested with a window tint meter and showed the window tint was at 38%. Alexis’ child was released to Adam Kolb upon her request. Adam was given verbal warnings for the traffic violations and released.
Alexis was transported to the Darke County Jail where she was released to the jail staff and incarcerated for her warrant.

The backseat of my police cruiser 1937 was checked prior to and after transport and no contraband was located.
The unknown substance and makeshift pipe were transported to the Greenville Police Department where it was packaged and placed into evidence. The unknown substance will be sent to the BCI Crime Lab for analysis. I will follow up with the results in case management.
Animal Problem
On February 11, 2026, at approximately 0736 hours the Greenville Police Department received a call about two dogs running at large around the 300 block of Morrow Street in the City of Greenville.
At approximately 0820 hours I responded to the area listed above and did not observe the dogs. I spoke to the complainant Tina White who stated she witnessed the dogs running in the street and in her yard. Tina advised it was the same dogs from a previous incident. The incident Tina was referring to was on 02/10/26 where two large Pitbull mix dogs attacked a cat in the same area. The cat from that incident was deceased due to the attack by the dogs. This incident resulted in Charles Gibson receiving a warning for animals at large.
Tina stated she briefly spoke to Angela Blackson when today’s incident occurred and asked if her dogs got out again. Angela is the spouse of Charles Gibson.
Angela told Tina, yes, the dogs got out again and Charles was looking for them. I then went to 217 Laurel Street in the City of Greenville where Angela and Charles live. I spoke to Charles and advised him why I was speaking to him.
Charles told me his dogs did in fact get out but there were no further incidents today as he was able to gather them and put them back into the house.
Due to the warning the previous day it was decided to issue a citation under Greenville City ordinance, animals at large 618.02(C) an M4 offense. Charles was issued a copy of his citation and advised of his court date and time.
Tina filled out a statement form as well as a victim rights form.
Wanted Person
On February 11th, 2026, at approximately 1647 hours, a known wanted subject was apprehended at 209 East Main Street room 108.
I had prior knowledge that Stephanie Green had a misdemeanor warrant out of our agency. I also had prior knowledge that Stephanie was staying at the Towne house motel in room 108. Upon officers’ arrival we made contact with Stephanie advising her that she had a warrant for failure to appear. Dispatched confirmed the warrant, Stephanie was placed in handcuffs which were gap checked and double locked without incident. Stephanie was searched incident to arrest, and no contraband was found.
I transported Stephanie to the Darke County Jail where she was released to jail staff. I checked the back seat of my cruiser before and after transport and no contraband was located.
